About this file

This document is a Request for Information (RFI) providing answers to questions about a Navy Facilities Command (NAVFAC) contract for architectural and engineering (A-E) services. The contract scope includes worldwide water tank inspection, engineering analysis, and related technical services, with tasks potentially covering both CONUS and OCONUS locations. Specific services include pre-bid water tank inspections, engineering analysis of existing conditions, structural calculations, seismic vulnerability assessments, failure analysis, forensic engineering, and generating recommendations and contract documentation.

Key details include the contract's flexibility in geographic assignment, with task orders to be determined by emergent program requirements. The A-E services will primarily focus on inspection and assessment, with less frequent additional services like construction contract drawings, specifications, bid analyses, and training. The solicitation emphasizes that offerors should submit projects demonstrating their qualifications, with the government evaluating submitted projects according to established criteria. For submission, NAVFAC prefers a single combined PDF including Part I and all Part II documents. Safety requirements include adherence to the U.S. Army Corps of Engineers Safety and Health Requirements Manual, and subcontractor DART/TCR statistics are not to be submitted separately.

RFI #5:

1. Are the first task orders expected to be primarily within CONUS regions (e.g., Mid-Atlantic, Gulf Coast, West Coast), or should we anticipate early assignments in OCONUS areas as well?

Answer: The geographic distribution and timing of the initial task orders under this contract are unknown at this time, as they will be determined based on emergent requirements from the program. Since the contract scope is worldwide, covering both CONUS and OCONUS locations, firms should be prepared to respond to task orders in any of the specified regions upon award.

2. Will task orders under this IDIQ lean more toward inspection and assessment, or will rehabilitation design and engineering services be a significant portion of the work?

Answer: The types of A-E services expected to be performed under this contract include, but are not limited to: pre-bid water tank inspections in accordance with applicable standards of the American Water Works

Association (AWWA); engineering analysis of existing conditions in comparison to current regulations and requirements; comparison between previous inspection reports and/or drawings of the facilities;

engineering calculations for structural analysis with or without previous design calculations; failure analysis and forensic engineering;

documentation of findings; generation of recommendations, including cost estimates for follow-on actions, and invitation for bid contract plans and specifications; including rehabilitation schedules. Less frequent additional products and services may include generation of construction contract drawings using computer-aided design and drafting (CADD), specifications produced in SPECSINTACT, use of the Unified Facilities Guide Specifications (UFGS); bid analyses; post construction award services (PCAS); procedures and guidelines documents; engineering report and submittal review; database population; standardized reporting documentation; engineering calculations; static and dynamic structural calculations; seismic vulnerability assessments, and development of retrofit schemes; and training specifically geared toward water tank inspection/execution and procedures. On the occasion when diving inspections are conducted, they shall meet the requirements of the current U.S. Army Corps of

Engineers Safety and Health Requirements Manual EM-385-1-1

(Currently March 2024).

For the safety program section, would NAVFAC prefer that subcontractor DART/TCR statistics be provided separately, or summarized with the prime data in Section H?

Answer: According to the solicitation, DART and TCR data shall not be submitted for subcontractors; however, you are required to describe your process for evaluating and overseeing subcontractor safety in your narrative.

3. Would NAVFAC consider projects that were substantially completed within the last 3–4 years if the work is directly relevant to the scope of services?

Answer: The solicitation describes the Government’s preferences for project recency under the evaluation criteria for Specialized Experience and Past Performance. It is the offeror's responsibility to select and submit projects that they feel best demonstrate the firm's qualifications and capabilities for the required services. The Government will evaluate all submitted projects in accordance with the evaluation criteria as written in the final solicitation.

4. Does NAVFAC prefer one combined PDF (Part I and all Part IIs), or should each firm’s Part II be attached as a separate file?

Answer: One Combined PDF
