On the occasion when diving inspections are conducted, they shall meet the requirements of the current U.S. Army Corps of Engineers Safety and

Health Requirements Manual EM-385-1-1 (Currently March 2024).

A water tank facility for U.S. Navy purposes is defined as any permanent structure that stores water. Water tank facilities include, but are not limited to, standpipes, reservoirs, elevated tanks, underground storage or any similar structure that serves as a water supply, or as a reservoir for maintaining equal water pressure in a water system. Water tank facilities may store potable water or be used for fire protection purposes or storing non-potable water. Tanks are manufactured from a variety of materials including fiberglass, steel, or concrete. A dam or related structure to impede water flow is not considered a water tank facility. Interested firms are advised to ensure System of Award Management (SAM) registration is current at time of offer submission and must remain valid through award. If SAM registration lapses during the solicitation and evaluation period, the offer will no longer be eligible for award. For instructions on registering with SAM, see the SAM website at https://www.sam.gov/.

The awarded contract will be subject to specific provisions addressing the avoidance of organizational conflicts of interest. The prime firm for this contract will be required to perform throughout the contract term.

Interviews may be scheduled with firms slated as the most highly qualified. Firms slated for interviews may be asked to clarify information contained in the SF330 submittal. Elaborate presentations are not desired.

Security Requirements: Work performed will be at the SENSITIVE BUT UNCLASSIFIED level. The government does not anticipate the need for a security clearance; however, if clearances are subsequently required the contractor shall comply with SECNAV M5510.30, SECNAV Instruction M-5239.2, and Department of Defense (DoD) 8570.01-M. The contractor shall establish and maintain an access list of those employees working on the Contract. U.S.

citizenship is required for access to inspection sites.

SELECTION CRITERIA:

Firms responding to this synopsis will be evaluated to determine the most highly qualified firms

Revised Aug 2024 to perform the required services in accordance with the published selection criteria. Failure to comply with instructions, or provide complete information, may affect the firm’s evaluation or disqualify the firm from further consideration. Specific selection criteria include:

1. Professional Qualifications

9. The capacity to maintain schedule for report submission while simultaneously executing field operations.

Firms may be considered more favorably by demonstrating a condition rating system that assigns a numerical rating to each style of water tank facility inspected and that provides homogeneity across differing structures.

Submission Requirements (SF330, Part I, Section F):

Provide a maximum of four (4) projects completed within the past three (3) years immediately preceding the date of issuance of this notice that best demonstrate specialized experience of the proposed team in the areas outlined above. Sufficient information to determine the date of

Revised Aug 2024 completion of the project must be included in the project description or the project will not be considered. If more than the maximum number of projects are submitted, the Government will only evaluate projects up to the maximum number authorized in the order submitted.

All projects provided in the SF330 must be completed by the actual office/branch/regional office/individual team member proposed to manage and perform work under this contract.

Projects not meeting this requirement will be excluded from consideration in the evaluation. To enable verification, firms should include the Unique Entity Identifier number along with each firm name in the SF330 Part 1, Section F, block 25, “Firm Name” Include a contract number or project identification number in block 21. Include an e-mail address and phone number for the point of contact in block 23(c). In block 24, include in the project description the contract period of performance, award contract value, current contract value, and a summary of the work performed that demonstrates relevance to specialized experience as outlined above. For projects performed as a subcontractor or a joint venture involving different partners, specifically indicate the value of the work performed as a subcontractor or by those firms proposed for this contract, and identify the specific roles and responsibilities performed as a subcontractor or by those firms on the project rather than the work performed on the project as a whole. If the project description does not clearly delineate the work performed by the entity/entities offering/teaming on this contract, the project could be eliminated from consideration.

NOTE: If the firm is a joint venture, projects performed by the joint venture should be submitted; however, if there are no projects performed by the joint venture, projects may be submitted for either joint venture partner illustrating the experience pertinent to this solicitation, not to exceed a total of eight (8) projects. Firms failing to provide projects from all joint venture partners will be considered to have not met the requirements of the criterion.

Projects shall be submitted on the SF-330 at Part I, Section F and shall be completed projects.

Projects not completed will be excluded from evaluation consideration. For submittal purposes, a task order on an IDIQ contract is considered a project, as is a stand-alone contract award. Do not submit an IDIQ contract as an example project. Instead, list relevant task orders or stand-alone contract awards that fit within the definition above. The Government will not evaluate information provided for an IDIQ contract. Examples of project work submitted that do not conform to this requirement will not be evaluated.

All information for Criterion 2 should be submitted in SF330, Part I, Section F. The

Government WILL NOT consider information submitted in addition to Part 1, Section F in evaluation of Criterion 2.

Criterion 3 – Safety Program (SF330, Part I, Section H):

The Government is seeking to determine that the Offeror has consistently demonstrated a commitment to safety and that the Offeror plans to properly manage and implement safety procedures for itself and its subcontractors. The evaluation will collectively consider the DART rate, TCR, Technical Approach to Safety, and other sources of information available to the

Government as part of such collective evaluation. The board will evaluate the DART rates and

TCR to determine if the Offeror has demonstrated a history of safe work practices taking into account any negative trends and extenuating circumstances that impact the rating.

Revised Aug 2024

1. DART Rate: The board will evaluate trends over the last five years considering changes that take it from one risk level (or more) to the next up or down. Negative trends occurring above moderate risk levels require the offeror to provide a detailed explanation that includes any corrective actions taken for improvement.

a. Missing data without an explanation is considered a deficiency.

b. Declining trends that push the risk levels from Moderate Risk (MR) or higher to Low Risk

(LR) or Very Low Risk (VLR) would indicate a strength.

c. An increasing DART rate trend could be considered a weakness (i.e. MR or better to High

Risk (HR) or Extremely High Risk EHR)) if an acceptable explanation is not provided for any trends that rise above Moderate.

d. This chart correlates the DART rate to the level of risk:

Risk DART Rate

Very Low Risk Less Than 1.0

Low Risk From 1.0 to 1.99

Moderate Risk From 2.0 to 2.99

High Risk From 3.0 to 4.0

Extremely High Risk Greater than 4.0

2. TCR Rate: The board will evaluate trends over the last five years considering changes that take it from one risk level (or more) to the next up or down. Negative trends occurring above moderate risk levels require the offeror to provide a detailed explanation that includes any corrective actions taken for improvement.

a. Missing data without an explanation is considered a deficiency.

b. Declining trends that push the risk levels from Moderate Risk (MR) or higher to Low

Risk (LR) or Very Low Risk (VLR) would indicate a strength.

c. An increasing TCR rate trend could be considered a weakness (i.e. MR or better to High

Risk (HR) or Extremely High Risk EHR)) if an acceptable explanation is not provided for any trends that rise above Moderate.

d. This chart correlates the TCR rate to the level of risk:

Risk TCR Rate

Very Low Risk Less Than 2.49

Low Risk From 2.5 to 3.49

Moderate Risk From 3.5 to 4.49

High Risk From 4.5 to 5.99

Extremely High Risk Greater than 6.0

3. The Technical Approach to Safety Narrative. To determine the degree to which the Offeror:

Revised Aug 2024

(5) CY for each contractor who is part of the partnership/joint venture; however, only one safety narrative is required. Any fatalities experienced within this 5-year timeframe must be explained in detail, to include root cause and corrective actions.

NOTE: DART and TCR shall not be submitted for subcontractors

1. DART Rate: Submit five (5) previous complete calendar years’ [CY2024, CY2023, CY2022, CY2021, and CY2020] worth of data (not an overall average). If the Offeror has no DART rate for any year, affirmatively state so and explain why. Should a negative trend occur above moderate risk levels, an acceptable/detailed explanation is required that includes any corrective actions taken for improvement.

a. DART cases include injuries or illnesses resulting in death, days away from work, and/or restricted work or transfer to another job days beyond the day of injury/illness.

b. Calculation of DART rate: Multiply the total number of DART cases by 200,000, and then divide by the number of employee labor hours worked.

DART RATE =

Number of DART Incidents x 200,000

Total Number of Employee Labor Hours Worked

Revised Aug 2024

2. TCR Rate: Submit five (5) previous complete calendar years’ [CY2024, CY2023, CY2022, CY2021, and CY2020] worth of data (not an overall average). If the Offeror has no TCR rate for any year, affirmatively state so and explain why. Should a negative trend occur above moderate risk levels, an acceptable/detailed explanation is required that includes any corrective actions taken for improvement.

a. TCR cases include injuries or illnesses resulting in death, days away from work, restricted work or transfer to another job days beyond the day of injury/illness, medical treatment beyond first aid, or loss of consciousness.

b. Calculation of TCR rate: Multiply the total number of TCR incidents by 200,000, and then divide by the number of employee labor hours worked.

TCR RATE =

Number of TCR Incidents x 200,000

Total Number of Employee Labor Hours Worked

3. Technical Approach to Safety: Submit a narrative that addresses the following:

a. Describe the Offeror’ s approach to implementing and executing a Safety Management

System (SMS) including Management/Leadership involvement, Employee involvement, Hazard prevention, Hazard control, Worksite analysis, and Safety and health training, to include the standard(s) used to benchmark the SMS.

b. Describe the evaluation process used to select potential subcontractors.

c. Describe the processes of how the Offeror will oversee safety compliance of subcontractors at all levels throughout performance of the contract (to include the Offeror’s own in-house workforce).

d. The Technical Approach to Safety narrative shall be limited to two (2) single-sided pages or one (1) double-sided page.

4. The Government reserves the right to review other available sources (public/Government internal) of information. These may include but are not limited to OSHA data, NAVFAC’s

Contractor Incident Reporting System (CIRS), Contractor Performance Assessment Reporting

System (CPARS), Electronic Contract Management System (eCMS), etc.

Criterion 4- Program Management and Capacity (SF330, Part I, Section H):

Firms will be evaluated on the firm’s ability to plan for and manage work under the contract, the capacity to accomplish the work in the required time, and to field and accomplish up to four

(4) separate inspection projects concurrently in the required timeframe; these four (4) inspections will consist of two (2) ground-based storage tank dry inspections with an inspection team of three (3) personnel each, and two (2) ROV or “wet” inspection with an inspection team of two (2) personnel. Capacity includes maintaining a schedule for report submission while simultaneously executing field operations.

Revised Aug 2024
