SOLICITATION NO. N3943024R0017 PRE‐AWARD INQUIRY FORM
PROJECT TITLE/LOCATION: Bridges Inspection and Assessment Worldwide
Page Section Para.
Under Criterion 6 – Program Management and
Capacity and Location (SF330, Part I, Section H), on page 10 of the solicitation, the first submission requirement calls for an organizational chart. Would you like to see the organizational chart under Section D, where it would typically fall in a 330, or in Section H, or both? If you want it in both places, can the
Section D org chart be excluded from the overall page count since repeated?
Organizational chart is acceptable in
Section H or Section D. Please reference the organizational chart location in proposal. 3
Would NAVFAC like the firms to submit a physical copy or will an emailed submission be accepted? Bottom of Page 11 mentions both.
We will only be requiring an emailed submission. 3
For the SF 330 Part IIs, would you like to see one per lead office for each firm on the team? Or from all offices where work could be performed? Or only those that tie to our personnel listed in Section E resumes? In any case, are Part IIs to be included in the overall page limit?
Please see SF330 for instructions on
SF330 ‐ Part II. Please refer to
Synopsis for overall page limit. 3
We understand that resumes are limited to two pages per key staff, does this mean that they are limited to showing only five projects per resume like a standard SF 330 1‐page resume?
Please see SF330 Section E for instructions. 3
Under Criterion 2 – Specialized Experience on page 5 of the solicitation, references the four projects must be completed projects. Does this mean we should have a CPAR in hand? Or complete as in we have finished all work and are waiting for a CPAR?
Project completion is not based on the CPARS status. 3
Will Non‐Federal projects be considered as equal to Federal projects?
Yes, non‐federal projects and federal projects will be equally considered. 3
The projects that are shown on resumes, do they also have to be completed? Or can we show some ongoing projects?
Ongoing projects are acceptable as long as they meet requirements specified in Criterion 1 submittal. 3
Under Criterion 2 – Specialized Experience on page 5 of the solicitation it states “For submittal purposes, a task order on an IDIQ contract is considered a project, as is a stand‐alone contract award. Do not submit an IDIQ contract as an example project.” Does NAVFAC consider an on‐call contract to be the same as an IDIQ contract? For example a state DOT may issue an area wide contract where the consultant is required to inspect more than one location under a given task order.
On call contract is similar to an IDIQ contract. Relevant task order or on‐ call contract equivalent is acceptable. 3
On page 10 of 12 of the RFQ under Criterion 6 it mentions “demonstrated knowledge of the primary geographic areas in which projects could be located”. Can you please clarify what the primary geographic areas are?
As mentioned in the synopsis, “inspection, structural engineering, design for bridge structures at Navy and Department of Defense (DoD) installations worldwide.” Majority of the work will be completed at Navy installations worldwide. 3
On page 11 of 12 of the RFQ under Criterion 6 it mentions “Provide a narrative describing the team’s knowledge of the primary geographic areas in which projects could be located and for each region that they wish to be considered for”. Please clarify what the primary geographic areas and regions are.
As mentioned in the synopsis, “inspection, structural engineering, design for bridge structures at Navy and Department of Defense (DoD) installations worldwide.” Majority of the work will be completed at Navy installations worldwide. 3
On page 11 of 12 of the RFQ under SF330
Submission Requirements it mentions “the draft subcontracting plan, as required by the Small
Business Subcontracting criterion”. Please confirm that Offerors are not required to include a Small Business Subcontracting Plan with their qualifications packages.
A small business subcontracting plan is not required. A revised synopsis has been uploaded to SAM.gov to reflect this. 3
