No. Reference Question Answer
11 (5) Small Business Participation
To meet the intent of providing meaningful work to small businesses per Selection Criteria 5, would EXWC accept a subject matter expert from a small business subcontractor?
Yes.
12 Amendment #2, Question 10
Will the Government please confirm that all margin requirements are stricken throughout all sections of the SF330, and the minimum font is changed to 10 point throughout, including Section H?
Confirmed.
13 Sources Sought Do you have a published list of firms that successfully responded to the “Sources Sought” solicitation from Aug. 26?
We did not advise responders that their information would be disclosed, so we will not release the listing.
14 (5) Small Business Participation:
Please clarify the required percentage of small business participation.
The anticipated prime and first tier overall small business participation rate for this acquisition (i.e. work to be performed by small businesses as the prime and/or subcontractors) is 20% of the contract value. If the prime is an other than small business, then the first tier small business participation rate is 20% of the contract value.
The NAVFAC subcontracting program targets, expressed as a percentage of total subcontracted work are: Small Business: 40%, HUBZone: 3%, Small Disadvantaged Business:
5%, Service-Disabled Veteran Owned Small Business: 3%, and Woman-Owned Small Business: 9%.
15 (1) Professional Qualifications:
If Subject Matter Experts have gained their remediation experience at former Navy sites for developer clients instead of the Navy directly, would you still consider it valuable in equal measure?
It would be considered valuable. We are unable to say if it would be equal measure without seeing the experience.
16 (5) Small Business Participation
Is it the Government’s intent that the SB Participation and Commitment Strategy (Attachment B) be incorporated into section H or as a separate Attachment B to Section H?
Attachment B does not need to be included in Section H, due to the formatting.
