About this file

This document contains a request for SF-330 submissions for environmental science and engineering services. Key details include: Naval Facilities Engineering and Expeditionary Warfare Center is soliciting SF-330s for a single-award IDIQ contract to provide various environmental restoration and other environmental projects worldwide in support of Navy and other federal agencies. The contract has a 60-month base period and six-month extension, with a maximum value of $100 million to be issued as either FFP or CPFF task orders ranging from $40,000 to $3 million. Response date is not provided. Estimated award is June 2021. Services required include site investigation, design, technical support, and optimization for projects involving emerging contaminants like PFAS, radiological compounds, sediment, vapor intrusion, and munitions response. Selection criteria prioritize experience with these specialized areas as well as past performance, capacity for multiple concurrent task orders, and small business participation commitment of at least 20% of contract value.

No. Reference Question Answer

1 Selection Criteria (2) Specialized Experience and Technical Competence

The selection criteria (2) states, “Firms shall submit no more than two (2) page per project (size 12 Calibri with a minimum of 1” margins on the top, bottom, and sides).” Are these font and margin restrictions applicable to the entire submittal?

Answer Revised, see question 10.

2 Selection Criteria (2) Specialized Experience and Technical Competence

Is smaller font (9 or 10 point) again acceptable for tables and figures, including the organizational chart?

It is acceptable to use a smaller font size for tables and figures, including the organizational chart.

3 Selection Criteria (2) Specialized Experience and Technical Competence

The selection criteria (2) states, “In Section H, also indicate the estimated percentage of involvement in each project of each firm on the proposed team." Please confirm it is ok to provide additional supporting information in Section H to address 1. Professional Qualifications and 2. Specialized Experience.

Not confirmed. The only additional information allowed in Section H is for criteria (2) is “the estimated percentage of involvement in each project of each firm on the proposed team.”

4 Selection Criteria (2) Specialized Experience and Technical Competence

Please confirm that an IDIQ with multiple task orders can be used as a project in Section F.

Depends. The synopsis states “a project can also be defined as multiple task orders supporting one installation or customer”, that is generally in the context that there may be multiple contractors supporting a single project (i.e.

a contractor to perform investigation, another contractor to perform remediation). However, if the single project required the issuance of multiple task orders to the same firm (i.e. one task order for an investigation and a subsequent task order for oversight/quality assurance), then in those cases multiple task orders would be acceptable as one project.

5 Selection Criteria (2) Specialized Experience and Technical Competence

If Question #4 is confirmed, is it acceptable for Section F project write-ups to include all completed work for an ongoing IDIQ contract?

Bearing in mind the response to Question 4, we will not consider task orders under IDIQs that supported multiple projects as just a single project.

6 Selection Criteria (2) Specialized Experience and Technical Competence

In Section F, when a project write-up includes multiple TOs supporting an installation, facility, or customer, is it acceptable for project write-ups to include all completed work for Ongoing TOs?

We emphasize the key word is “project” as in a single undertaking with a series of tasks that must be completed in order to achieve a specific outcome. A “completed” project would not have on-going task orders.

7 Selection Criteria (2) Specialized Experience and Technical Competence

An organizational chart shall be provided and be no larger than 8.5” x 11.” Please confirm the organizational chart is provided in Section D.

Yes, the organizational chart shall be presented as an attachment to Section D of the

SF330.

8 Selection Criteria (2) Specialized Experience and Technical Competence:

Would the Government allow offerors to include projects that are substantially complete (over 80%) among the 10 projects submitted?

We will allow no more than two projects that are at least 80% complete. The remaining eight must be complete.

9 Selection Criteria (5) Small Business Participation

"The anticipated prime and first tier overall small business participation rate for this acquisition (i.e. work to be performed by small businesses as the prime and/or subcontractors) is 20% of the contract value."

Are we correct in assuming that the words "...prime and..." were included in error and, therefore, should be struck from the

RFP?

If the offeror is a small business, then the statement is correct. If the offeror is an other than small business, then it is just “the first tier small business participation rate...”

10 Selection Criteria (2) Specialized Experience and Technical Competence

We ask that the government reconsider the first response in the October 15 RFI file, which indicates a requirement for 1-inch margins for the entire submittal. Because the original SF 330 forms were designed by the government with margins smaller than 1 inch, it is appropriate for the minimum margin requirement to apply only to Section H.

Concur. The margin requirements will be stricken, and the font size changed to 10.
