Will the government consider allowing Corrosion Repair Actions to be conducted on Base with the contractor providing the temporary shelters, equipment, consumables and disposal?
As a general rule, the Contractor shall perform Corrosion Repair tasks at the Contractor’s facility. Refer to section 1.2.2.3 on page 8 of the solicitation. In accordance with section 1.2.2.4, on page 8 of the solicitation, an exception to this general rule can be made at the Government’s discretion on a case-by-case basis.

Would depend on the asset and the necessity of the asset to perform work within the scope of the contract, also if there were any safety and/or legal concerns with regards to the asset.

Yes, the Government anticipates active task orders being performed simultaneous. It is the Government’s intent to establish and maintain constant Corrosion Surveillance Services for the duration of the entire contract’s period of performance.
During which time corrosion abatement and repair services will be issued based on the corrosion condition of assets and prioritized by the needs of the Navy. It is possible that more than one task order related to corrosion abatement services and/or corrosion repair services be issued during the same period of performance.

Has the government identified a service interval for how often corrosion surveillance and abatement services should be performed on equipment in Guam?
During every three consecutive month duration of the PoP for the Corrosion Surveillance Services TO, the Contractor shall perform a 100% inspections and assessments of all Naval Construction and Support Equipment assigned to Naval Expeditionary Forces located at Naval Base Guam. Refer to section 3.1.1.3 on page 13 of the solicitation. In addition, as part of the Corrosion Surveillance Services TO, the Contractor shall submit a monthly Corrosion Surveillance Report. Refer to section 3.1.4 on page 14 of the solicitation.

Appendix B does not provide an example of the Corrosion Assessment Checklist; however, procedures in NAVFAC-S6360-AW-MMO-010 section 5 appear to be identical to those contained in USMC TM 4795-OR/1A; will the same Corrosion Assessment Checklist employed by the Marine Corps also be used?
The Corrosion Assessment Checklist is provided as Exhibit G to the Solicitation.

The Offeror shall be required to apply coating systems that are designed and intended for use on heavy-duty commercial equipment.

Yes, the intent is to establish firm-fixed labor categories rates across the duration of the contract for comparison of proposals during the solicitation phase.

These numbers are randomly populated to create a template for Offerors to substitute with their proposal numbers, it is not intended to represent any proposed material costs or other direct costs.

SOW Section 4.0 states to submit the Quality Control Plan upon award, but the RFP also states to submit the Quality Control Plan with Factor I on page 34. Which is the correct direction?
Both, submit a copy of your company’s Quality Control Plan for review during source selection, and, if awarded, provide a copy of your company’s Quality Control Plan for the COR’s file.

Will the government's QA personnel be on-site at the contractor's repair facility? How long can the contractor expect to wait for inspections in between repair processes?
It the Government’s intent for the COR and/or Naval Technical Representatives (NTR) to be on-site at the Contractor's repair facility during key milestones of the repair process to verify progress and compliance. Refer to section 6.4.1 on page 25 of the solicitation. The Government will work closely with the Contractor to limit any wait time in between repair processes.

Can the PRIME use the subcontractors past performance for this effort?
The Government is seeking information regarding firms competing directly for the contract. Past performance information, when available, is utilized to help assess risk to the Government regarding successful completion. Since the Government does not have a direct contract with the Prime's subcontractor(s), their past performance information will not be evaluated.

The corrosion surveillance will be done on multiple types of equipment many of which will require scaffolding or lifts to get to high areas. Will the government be providing scaffolding and or lifts?
The Contractor shall be responsible for any tools and/or equipment necessary to perform contract related tasks. Refer to section 1.2.1.1 on page 7 of the solicitation. If scaffolding is necessary, the Contractor would include those costs as part of their Request for TO Proposal (RFTOP) response.

Report process and deadlines are very short. Will the government consider increasing the time allotted from one (1) day to ten (10) days?
Regarding the monthly Corrosion Surveillance Report, refer to section 3.1.4 on page 14 of the solicitation. This is a culmination of inspections and assessments results completed during that preceding month. Which, depending upon individual business decisions, can be worked on and updated at various intervals during the month in order to have a finished product by the end of each month.

It is intended that any tasking related to washing be performed at designated wash areas.

Make and Model of equipment owned by the Government can be fluid, as such the Government cannot provide definitive dimensional data regarding equipment.

Please confirm this as the cost to run generator power is very high. Can the contractor purchase power and water from the Government for cleaning services requirement on Naval Base Guam (NBG)?
As a general rule, the Government will not provide power and/or water. Although there may be an occasional exception, these utilities should not be considered as readily available.

Please clarify when the government requests an adhesion test in a specific area, if the test passes, will the government be paying for the recoating of that area?
No, testing is considered as part of the paint process.

Since cleaning service, corrosion surveillance and Corrosion abatement is to be done on NBG, where and what size facility will be provided by the government?
No facilities are provided by the Government. There is a designated wash area at the Camp Covington area of the Base, but not all equipment is in that location. This was driving factor behind the statement in the PWS that references the Contractor shall provide a mobile means to wash vehicles and equipment.
Other corrosion abatement tasks can be done where the equipment stands, providing it meets enviornmental regulations.

If no offices and restrooms are available, will the contractor be allowed to install a mobile office with restroom facilities on site?
No installation of a mobile office is required. The preference is that the majority of work (minus equipment surveillance and abatement) should be completed off-base at the Contractor's site partially due to the NECC equipment being spread out among several locations on Naval Base Guam.

Most corrosion occurs on undercarriage, please confirm the contractor is not required to inspect equipment undercarriages. Please define under carriage and what is not to be inspected.
As part of the routine Corrosion Surveillance Services, the Contractor will not be responsible for corrosion inspect of equipment undercarriages, refer to section 3.1.1.3.2 on page 13 of the solicitation. Interior surfaces of the cabs, any totally enclosed storage compartments, vehicle undercarriages, and engine compartments will be inspected during maintenance intervals by equipment maintenance personnel. If corrosion abatement or repair requirements are identified in these areas, those services may be included in a Corrosion Abatement Service TO or a Corrosion Repair Service TO.

The PoP for repair work is based on a reasonable allocation of time versus work scope. Consideration is given to past performance of the same or similar work.

Equipment sent out for corrosion repair services will be operational.

The Contractor will not be responsible for equipment that becomes available for surveillance if insufficient time is given to complete surveillance from when it was made available.
However, the Government considers seven calendar days to be sufficient time to be included in the surveillance activities.

We believe an $8,000,000 size standard will limit your ability to find a qualified vendor and increase overall risk on the proposed size and scope of this procurement effort. We are currently performing the exact same type of surveillance, abatement, and repair work on a Seaport-E Task Order under NAICS 541330. A change to this would allow a size standard between $16.5M and $41.5M which seems more appropriate for the level of effort required for successful performance on this contract.
The Government has determined that NAICS code 811310 is the appropriate NAICS code for this effort and is not considering changing it. The NAICS code 811310 has also been vetted and approved by the SBA.

We understand that the intent is to have Firm Fixed Labor Category Rate. We understand that Contractor would be responsible for other costs such as transportation costs, equipment rental, and other direct costs. Where should the Contractor allocate these costs?
No additional expenses are anticipated during the performance of Corrosion Surveillance Services. Costs associated with the performance of Corrosion Abatement Services and Corrosion Repair Services would be included by the Contractor within their response to individual Request for Task Order Proposal (RFTOP)

Can the Government clarify the type of parts normally requiring replacement due to corrosion? Is this hardware (nuts, bolts, etc.), brackets, sheet metal, etc., or will the Contractor be required to source and purchase major replaceable components (e.g., armor plating, radiators, axels, wheel assemblies, hydraulic cylinders, etc.)?
Associated hardware, brackets, and such are commonly replaced during the performance of Corrosion Abatement Services and Corrosion Repair Services. With regards to larger replacement part, it will depend upon the severity of the corrosion being repaired. It should be noted that this is not intended to be a equipment repair contract. However, as part of corrosion repair services, additional parts may require replacement.

Will the Government reconsider NAICS and size standard proposed? For a PWS of this size and scope, an $8,000,000 size standard will limit the Government’s ability to find a qualified vendor that can perform all required tasks without subcontracting to a larger business.
We recommend NAICS 541330 which can be used with either a $16,500,000 or $41,500,000 size standard; this is what has been used on contract vehicles performing similar work.
The Government has determined that NAICS code 811310 is the appropriate NAICS code for this effort and is not considering changing it. The NAICS code 811310 has also been vetted and approved by the SBA.

Although clients are submitting PPQs directly to the Government, Factor 2 still requires copies of the PPQ Cover Sheet to be submitted by the Offeror with their proposal. Will these cover sheets count towards the 35-page limit of Volume I, or can they be included as a separate appendix?
