No. Reference Question Answer

1 N3943020R2205 The solicitation states: “Part II is limited to one page for the prime contractor.” We plan to submit as a JV prime, made up of two large business JV partners. Please confirm we are permitted to submit separate Part IIs for each JV partner.

No. If the offeror is going to be a joint-venture, then it is a separate legal entity from the JV Partners, so only the JV should be listed in Part II. Note that the synopsis states that firms must be registered in SAM prior to submission of the SF-330s; which would include any joint ventures.

2 N3943020R2205 The solicitation states: “Part II is limited to one page for the prime contractor.” We plan to support this contract from multiple offices and typically provide a Part II for each office represented on the resumes. Please confirm we are permitted to submit separate Part IIs for each branch office that will perform a key role on work awarded under this contract.

No. See the submission requirements for Factor (6) Location.

3 N3943020R2205 I see that Part I is limited to 30 pages. I’m assuming that counts front and back of each sheet as two pages. Or should this be 30 single-sided pages?

Front and back of sheet is counted as two pages.

4 N3943020R2205 Is it required that the projects we use to demonstrate specialized experience be complete?

Yes

5 N3943020R2205 Would NAVFAC EXWC consider allowing the use of one 11 x 17 page for Section D, Organization Chart?

No

6 N3943020R2205 The solicitation states: SF 330 Part I is limited to 30 pages.” There are no exclusions to the page count listed such as cover, dividers, agency-wide Summary Subcontract Report and Past Performance Questionnaires (Attachment A). Please confirm that these items are excluded from the 30-page limit.

Dividers are excluded. Any page with content will be considered as a page.

7 N3943020R2205 We intend to submit as a JV prime. Please confirm that each of the 2-member JV may submit the required agency-wide Summary Subcontract Report.

Answer Revised: If the offeror is a currently existing JV, then any SSRs for the existing JV should be submitted.

If the offeror is a new JV, then SSRs for each of the JV partners should be submitted.

8 N3943020R2205 Is there a limit on team member and respective resumes?

No, but the overall page limits must be adhered to.

9 N3943020R2205 Does NAVFAC EXWC want to see resumes of specific key team members? If so, which positions?

The SAES requires “Design and engineering services will require expertise in architectural, mechanical, electrical, civil, structural, waterfront, fire protection and environmental disciplines as it pertains to Department of Defense (DoD) POL systems. “The key personnel, or subconsultants, should demonstrate these capabilities.

10 N3943020R2205 When does the 5-year requirement start for individual project experience?

Work on these projects must have been performed in the last five (5) years, as the posting date of this synopsis.

11 N3943020R2205 If we have a current PPQ, will that be acceptable to resubmit for this proposal? Or does a new one in the supplied format need to be created and submitted for evaluation?

An existing PPQ is acceptable.

13 N3943020R2205 Item 1 under Specialized Experience indicates to provide an organizational chart and QC process for the team. Is it intended to be part of the Section F project responses specific to each project submitted or is it acceptable to provide this as part of Items D & H for the proposed team?

The organization chart should be Section D, and the quality control narrative should be in Section H.

Neither are intended to be project specific.

14 N3943020R2205 Item 7 – Clarify whether responding firms need to provide information related to the Volume of Work.

No submission required, data will be pulled from FPDS-NG.

15 N3943020R2205 Confirm whether Attachment ‘A’ PPQ forms are included in the 30 page limit. Submitters that do not have CPSARS available will have (6) less response pages if the PPQ are part of the 30 page limit.

A completed PPQ (or actual CPAR if submitted) will not count toward the 30 page limit.

16 N3943020R2205 Do the signed documents, such as the Part IIs, need to be originals or are electronic signatures okay?

Electronic Signatures are acceptable.

17 N3943020R2205 Our JV is un-populated so our Part II would not show any staff by discipline, which is one of the key data points for a Part II. We respectfully request that each of the two JV members be allowed to show a separate Part II.

Granted.

18 N3943020R2205 The solicitation specifically asks for Agency-wide Navy Summary Subcontract Reports (SSRs). The question we submitted referred to SSRs but your answer addressed ISRs. Please clarify if you would like us to submit the ISR or SSR.

Also, typical SSRs and ISRs are 2-3 pages each, which could easily consume many of our 30-pages allowed. We respectfully request that SSR reports be required and excluded from the page count.

SSRs are required. The response to question 7 has been revised.

SSR’s will be exempt from the page count for the reason stated in the question and because not all firms are required to submit SSRs.

19 N3943020R2205 Regarding the Selection Criteria section of the Combined Synopsis/Solicitation dated 18OCT19, we are requesting clarification of requirements contained in the (1) Specialized Experience criteria. The request for items to be covered in the SF330 Section F includes the description and number of projects as well as the periodicity of qualifying timeframes for recency which is typical for this section. In addition to these elements, the paragraph also includes requirements for organization charts and QC components. Is it the intent of these org chart and QC provisions to be at the individual project level, or more to indicate that those elements are to be addressed in other portions of the document (Sections D & H) as they relate to the projects in the Specialized Experience criteria?

See response to question 13.

20 N3943020R2205 The Solicitation requires that either a CPAR or PPQ be provided for each of the 6 project examples. Most of our POL experience is either as a subcontractor (DOD) or is with private industry. CPARs are not available. That requires us to include a PPQ-0 form for each project. Each project requires a 1-page Form 330F, plus a 4-page PPQ-0. Just the PPQ and 330F forms for 6 projects will total 30-pages. The total Part 1 page limit is 30-pages.

The response to question # 6 in RFI 1 indicates that “Any page with content will be considered as a page”. With that in mind, the page limit seems insufficient if it includes PPQs. Can the PPQ’s be forwarded separately or directly from the client to you, so that they do not count against the total 30-page limit?

See response to question 15

21 N3943020R2205 Can delivery services such as FedEx deliver the SF330 Packets or should we plan on finishing our response and sending it with ample time for the US Postal Service to deliver the response packet?

Federal Express and United Parcel Service deliveries are made to the shipping and receiving section of Bldg.

1100. Packages submitted through the U.S. Postal Service are sorted in another location before being distributed to the buildings on the installation, often days later. If proposals are sent by U.S. Postal Service, we strongly recommend having a return receipt requested to establish when the proposal was actually received. If proposals are hand carried, Offeror’s are advised to contact the contract specialist to coordinate receipt of the proposal at the Pass and ID office located at the Sunkist Gate.

22 N3943020R2205 Regarding the six Specialized Experience “completed” projects required for Section F, we have projects whose most current CPARS is an Interim Evaluation although all work was completed before the end of the now expired Period of Performance. Request the Government confirm that these projects will be considered as compliant with the specified recency criteria.

If the work was completed within the past five years of the posting date, then it meets the recency requirement. If a final CPAR is not available, provide a PPQ that addresses the completed project.

23 N3943020R2205 Will a Table of Contents and List of Acronyms be included in the page count?

Table of Contents and List of Acronyms will not be included in the page count.

24 N3943020R2205 Will the Government confirm that the only information evaluated for Specialized Experience will be Section F and Professional Qualifications in Section E and are not to be addressed in Section H.

Confirmed.
