About this file
This document is an amendment to a solicitation for global petroleum oils and lubricants services worldwide. The Naval Facilities Engineering Command (NAVFAC) is seeking these services for various locations including the Mid-Atlantic, Southeast, Southwest, Northwest, Hawaii, Guam, Japan, Diego Garcia, Spain, Greece and other areas. The amendment provides additional information on the pre-proposal conference and site visit scheduled for January 17, 2019, including transportation details. It also answers six questions that were submitted by prospective offerors. The responses clarify evaluation criteria and documentation requirements. Finally, the amendment makes some administrative changes such as updating an email address and revising subcontracting limitations language.

SUMMARY OF CHANGES (REVISED)
The following have been added by full text:
AMENDMENT 0001
1) Pre-Proposal Conference and Site Visit: Due to the number of attendees who do not have common access cards, NAVFAC EXWC has arranged for a 44 passenger bus to pick up personnel at the Harbor Drive Annex overflow lot.
See the attached map for the location. Priority is given to those who do not have a CAC, other attendees may ride the bus as space permits. Attendees without CACs who are riding the bus will not need to retrieve their one-day pass from the installation, a listing will be provided to the sentries at the gate. Attendees must bring valid identification. The bus will also be used to go to the site visit location, and to return attendees back to the overflow lot. Attendees that will be going to the site visit are required to have safety-toed shoes. Hard-hat and reflective vests are not required. The weather forecast calls for heavy rain.
2) The following pre-proposal inquiries are answered as follows:
No. Section Question Response
1 Para 4.2, Factor 2 Experience, The RFP states, “Any project not completed will not be considered.”
Given the identified focus of work on this contract, many task orders under the current contract would be relevant, however very few have been completed due to the sequential nature of the work (one tank must be complete before work on subsequent tanks can be started). If one or more tanks are complete, can a task order be submitted and be considered relevant – even if the entire scope of work is not complete?
Yes. Rationale: Each tank is a separate project and if there are multiple tanks (projects) in sequence on a particular task order, it would be acceptable to submit the completed tank(s) (project(s)) even though the task order itself is not complete.
Please note that this does impact factor 3, in that you must obtain a PPQ for work where there is not a Final CPAR; as well as factor 6 where you must submit small business subcontracting information for the projects listed in Factor 2.
2 Para 7.1, Factor 4 - Technical Solution, Page 16
Can the organizational chart be 11x17 That is acceptable, but the page count remains at 20.
3 General With the Federal government shutdown the SBA is not processing paperwork. This will likely impact our teaming for the NAVFAC EXWC Global Petroleum Oils and Lubricants Worldwide proposal.
Would NAVFAC consider delaying the RFP for as many days as the government is shutdown to give us a fair chance at the contract?
As the date the shut-down will end cannot be predicted, we will attempt to accommodate such situations to the extent it does not derail the entire acquisition.
This solicitation (including the draft and industry day) has been in the public view for quite some time.
4 General The past contract limited the size of the small business task orders to < than $ 2mm, which is why we chose NOT to participate. Currently, this new program has the same language and states task orders < than $ 2 mm will be reserved for small business. Could the threshold be raised to at least $ 4 mm?
The previous solicitation had a reserve of $1M and the current is $2M. We did examine using a higher limit, however we believe that the required aggregate bonding capacity for anything higher than $2M may unfairly exclude some small business concerns. It is important to note that orders in the United States and below $2M are reserved exclusively for small business.
Small business firms can participate in the unrestricted awards.
5 General Where do you expect the "majority" of the work to take place? West Coast?
East Coast, etc.? Where was most of the work under the current contract?
Please see the table entitled "Forecast". These are preliminary planning numbers, broken out by region, per fiscal year. The numbers represent both the number of planned task orders as well as the number of tanks. For example, under FY20, Mid-Atlantic is projected to have two task orders, one with two tanks and one with three tanks. Note that these number change frequently and some projects may slip into later years and new projects may be identified. The solicitation, beginning on page 6, lists the historical date from the previous contract.
6 Para 4.1, Factor 1 -Technical Approach, page 12
What credentials are required for the Lead Engineer?
The lead engineer is not a key personnel, as not all firms may utilize this position. For the purposes of evaluation, the lead engineer should minimally meet the requirements of the Project engineer.

REQUEST FOR PROPOSALS
6. Pre-Proposal Conference
6.1 A pre-proposal conference will be held on 17 January 2019, at 9:00 AM local time at Bldg 50, Naval Base Point Loma where an overview of this RFP will be provided. Due to the size of the conference room, firms are limited to two attendees for the pre-proposal conference. Additional attendees may attend the site visit. Attendees who do not have a current common access card (CAC) or Defense Biometric Identification System (DBIDS) will need to complete a SECNAV 5512 and return it to the points of contact listed above. Requests must be received no later than 4 January 2019 to ensure adequate processing time for the installation. The site walk will occur after the completion of the pre-proposal conference, at approximately 11:00 AM.
6.2 All prospective Offerors are urged to attend this conference. In order to make the conference as productive as possible, Offerors are encouraged to submit, one week prior to the pre-proposal conference, any questions they may have in writing to the contract specialist at erin.l.watson@navy.mil. Note: this is not the final deadline for the submission of questions. The submission of written questions will not preclude anyone from posing questions during the pre-proposal conference.
6.3 Prospective Offerors are advised that the pre-proposal conference will be held solely for the purpose of providing an explanation of the specifications, terms, and conditions of this solicitation.
6.4 No minutes of this meeting will be issued. All prospective Offerors are advised that this solicitation will remain unchanged unless it is amended in writing. However, if an amendment is issued, normal procedures relating to the acknowledgment and receipt of any such amendment as described in 52.215- 1(b) Amendments to Solicitation, shall apply.
6.5 A site visit for the seed task order will occur after the pre-proposal conference. The number of offerors and the identity of offerors selected for Phase II is considered source selection information, therefore the site visit must be held before Phase II proposals are requested.

GENERAL CONDITIONS
Contract Type & Special Contract Requirements
8. PERFORMANCE OF WORK/LIMITATIONS ON SUBCONTRACTING:
All work under this contract performed by small businesses shall be in accordance with Code of Federal Regulations Part 121 Small Business Size Regulations, and FAR Part 19 Small Business Programs and Part 36 Construction and Architect-Engineer Contracts as applicable. FAR 52.219-14 Limitation on Subcontracting (Deviation 2019-O0003) requires In the case of a contract for general construction, it will not pay more than 85% of the amount paid by the government to it to firms that are not similarly situated. Any work that a similarly situated subcontractor further subcontracts will count towards the 85% subcontract amount that cannot be exceeded. Cost of materials are excluded and not considered to be subcontractedthat the prime contractor perform at least 15% of the cost of the contract, not including the cost of materials, with its own employees. 13 CFR §§125.6 defines cost of the contract as: All allowable direct and indirect costs allocable to the contract, excluding profit or fees. Per 13 CFR §§124.510, for IDIQ contracts, in order to ensure that the required limitations on subcontracting requirements on an indefinite delivery or indefinite quantity 8(a) award are met by the Participant, the Participant cannot subcontract more than the required percentage to subcontractors that are not similarly situated entities for each performance period of the contract (i.e., during the base term and then during each option period thereafter). However, the contracting officer, in his or her discretion, may require the Participant to meet the applicable limitation on subcontracting or comply with the nonmanufacturer rule for each order. the firm must demonstrate semi-annually that they have met the limitation on subcontract requirements for task orders issued during the previous six months. A firm can perform less than 15% on a given task order, provided that it is off-set by other task orders issued during the same six-month period. Note: 13 CRF 124.510This section applies to 8(a) concerns, but serves as a rational basis to establish the same requirements for this small business set-aside.
