INSTRUCTIONS FOR REQUEST FOR QUOTE
The Contractor shall provide a quote for a maintenance contract that includes both scheduled preventative maintenance and pricing for potential unscheduled or emergent repair services.
I. PRICING STRUCTURE
1. Scheduled Preventative Maintenance Services Provide a firm-fixed price for all scheduled maintenance services, as described in the Performance Work Statement (PWS) or Statement of Work (SOW).
2. Unscheduled Repair Services Provide a table of fully burdened labor rates for each of the following categories:
o Regular Unscheduled Repairs (non-emergent, during normal working hours) o Emergency Unscheduled Repairs (critical, after-hours, or requiring immediate attention)
Each labor rate must be fully burdened. No overtime compensation will be authorized—all costs must be built into the fully burdened rates provided.
3. Definition – Fully Burdened Labor Rate:
A fully burdened labor rate is defined as the Contractor’s hourly labor rate inclusive of all indirect costs, overhead, general & administrative expenses, fringe benefits, profit, and any other cost elements necessary to perform the work. No additional charges beyond these rates will be accepted for labor.
4. Labor Categories:
Contractors shall submit rates for clearly defined labor categories, examples:
o Senior Technician o Technician o Assistant/Administrative (if applicable)
5. Material and Parts Mark-Up (Pass-Through):
Submit a proposed fixed percentage mark-up that may be applied to commercially procured parts and materials used in unscheduled or emergency repairs (ONLY). This percentage must be separate from labor costs and will be evaluated for price reasonableness at the time of award.
o The markup must be industry standard and justifiable.
II. CONTENT OF QUOTE
• RFQ pricing and information pages completed by the vendor.
• Technical Submission to include:
o Technical Acceptability will be evaluated based on the following two elements, Quality Control Plan and Experience.
No tiered markups will be accepted; the markup must remain fixed for the duration of the contract.
The completion and submission of the above items will constitute a quote and will be considered the vendor’s unconditional assent to the terms and conditions of this solicitation and any attachments and/or exhibits hereto. An objection to any of the terms and conditions of the solicitation will constitute a deficiency which will make the offer unacceptable. Potential contractors will be screened for contractor responsibility in accordance with FAR Subpart 9.1.
(End of provision)
52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the proposer responsible whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
The Government will award a contract resulting from this solicitation to the vendor responsible whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The contract will be awarded to the vendor with the Lowest Price Technically Acceptable.
Only the firm-fixed pricing for scheduled preventative maintenance services will be evaluated for award.
Unscheduled/emergency labor rates and parts markups are required for post-award ordering purposes but will not be used in determining award selection.
- Technical Acceptability (Must meet specifications and document capabilities)
- Price (Lowest Price Technically Acceptable, after adherence to other factors)
Vendors will be required to submit a quote that will be evaluated in accordance with the specifications provided in the solicitation, FAR 52.212-1 Instruction to Offerors. Failure to include pricing for all line items shall be cause for rejection of the quote for all line items.
Technical:
Vendors shall demonstrate their technical acceptability by providing the information under the following two requirements: Quality Control Plan and Experience.
Quality Control Plan:
The Vendor shall submit a Quality Control Plan (QCP) that identifies the quality assurance procedures it will use to ensure its performance (and the performance of any subcontractors) conforms to the requirements of this contract. The QCP shall address the following: at what stages the contractor will perform quality control checks, the procedures to be used, the documents used or created to verify proper workmanship; the personnel who will be assigned to perform Quality Control checks and any relevant Industry Standards and/or certifications (e.g., ISO, SAE, IEC, etc.) that are part of the QCP.
Experience:
Vendors shall submit documentation of two projects/contracts that demonstrate recent and relevant experience with four of the major task areas in the PWS. At a minimum, offerors must show experience on two recent and relevant contracts/projects performed for Federal, State or Local agencies or private companies. Contracts or Projects are considered recent if they have been completed within the last five
(5) years. Contracts or Projects are considered relevant if they involve tasks that are the same as or like those in the following areas: Planned Maintenance(ELIN A-101), Habitability Repairs (ELIN A-106), Electrical Repairs (ELIN A-107) or Miscellaneous Repairs (ELIN A-108). For each contract or project, Vendors shall provide the following: customer’s name, organization and contact information; contract or project number and title; dates of performance (provide start and end dates by month and year); a description of the work performed and how it is relevant to the PWS. Note, Vendors may rely upon their Past Performance submission to meet the Experience requirement but must provide all information requested above.
Technical Evaluation Ratings Rating Description
Acceptable Submission clearly meets the minimum requirements of the solicitation, to include Adherence to Schedule
Unacceptable Submission does not clearly meet the minimum requirements of the solicitation
If the technical submittal is determined “Unacceptable”, it renders the entire quote technically unacceptable. Technical submissions that do not meet the minimum requirements will be rated as “Unacceptable” and will no longer be considered for further competition or award.
Price:
The Price will be evaluated as Lowest Price Technically Acceptable, however, the Contracting Officer reserves the right to award based on ability to meet the required schedule.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
Clarification of Evaluation
• Labor rates and parts markups will be reviewed for price reasonableness only and will be incorporated into the contract as fixed ceiling rates for ordering purposes.
• These values will not be scored or compared as part of the price evaluation for contract award.
Failure to provide the required structure and documentation will result in the quote being deemed nonresponsive and ineligible for award.
