About this file

This is a technical specification document for the design and installation of Integral Lifting Attachments (ILAs) for general purpose service equipment manufactured by Portsmouth Naval Shipyard (PNS). The specification controls the design, documentation, and certification of ILAs that are permanently attached to components or equipment being lifted.

The document establishes comprehensive requirements for ILA design, materials, placement, marking, and load testing. ILAs must be fabricated from steel or aluminum and include padeyes, holes cut in structure, threaded holes, or welded blocks. Padeyes are the preferred ILA type when practical. ILAs must be positioned to enable level lifting using between 2 and 4 attachments, with the unit's base of support forming no more than a 5-degree angle from horizontal when lifted. All ILAs require a Qualified Engineer designer, with calculations reviewed by an independent Qualified Engineer and approved by PNS prior to fabrication. ILAs must be designed using ASME BTH-1 standards with specified safety factors and welded according to AWS Specification D1.1. Working Load Limits (WLL) must be marked on each ILA and sizing must consider worst-case loading scenarios and sling angles. Any ILA attached via weldment with capacity exceeding 6,000 pounds requires a one-time 200 percent load test (200 to 210 percent of design capacity), maintained for at least 2 minutes, with written certification documentation provided to PNS at least 7 days prior to unit delivery. Design margins range from 115 to 200 percent depending on total item weight, and lifting arrangements requiring non-standard rigging equipment must receive written approval from PNS Lifting and Handling Department Technical Division (Code 710).
