About this file

This is a Questions and Answers document for Solicitation N3904026Q3151, issued by Portsmouth Naval Shipyard for the rental of reefer/freezer boxes and maintenance services. The document addresses seven clarification questions submitted by potential offerors as of September 14, 2026.

Key clarifications provided include: This is a new requirement with no incumbent contractor or prior active contract; it is separate from two earlier solicitations (N3904026Q3042 and N3904026Q304A) posted in November 2025; award will be made on a Best Value basis per FAR 52.212-2 Evaluation of Commercial Items; a 36-inch door is acceptable (in lieu of the originally specified 32-inch door); and units may operate on either 3-phase 480V (primary shipyard voltage for industrial circuits) or single-phase 208/230V service, with offerors providing a transformer if needed to adapt incompatible equipment to the shipyard electrical grid. The required delivery date is October 19, 2026. The document does not specify pricing terms, response deadlines, set-asides, or contract duration.

Solicitation N3904026Q3151

Rental of Reefer/Freezer Boxes and Maintenance

Questions and Answers as of 9/14/2026

Q1: Is there any incumbent/recompete or this is a brand-new project?

A1: This is a new project.

Q2: Relationship to prior solicitations. We note that two earlier solicitations for what appears to be the same or a substantially similar requirement — N3904026Q3042 and N3904026Q304A

— were posted in November 2025 with a response date of December 12, 2025, under a different contract specialist (Christie Ashcraft). Could you confirm whether N3904026Q3151 is a re-issue of that requirement, and if so, why the prior effort did not result in an award (e.g., no compliant quotes received, budget/funding delay, or requirement change)? Understanding this would help us tailor our quote to address whatever issue prevented a prior award.

A2: This is a new requirement, separate from N3904026Q3042 and N3904026Q304A.

Q3: Current incumbent status. Is there a contractor currently providing refrigerator/freezer box rental and maintenance services to Portsmouth Naval Shipyard under an active contract or task order (including any multi-site IDIQ) that covers this requirement? If so, we'd appreciate confirmation of whether that arrangement is separate from this competition or whether it factors into your sourcing decision here.

A3: No.

Q4: Continuity of service. If an incumbent arrangement exists, will there be a gap or transition period between the end of that arrangement and the required delivery date of October 19, 2026, that offerors should account for in their delivery planning?

A4: This is a new requirement.

Q5: Basis of award. Given the "All or None" award language and CPARS evaluation mentioned in the solicitation, could you confirm whether award will be made on a lowest-price-technically-acceptable basis or a best-value/trade-off basis, and whether past performance on a specific past reefer/freezer rental contract (versus general equipment rental experience) is weighted more heavily?

A5: The basis of the award will be Best Value as can be found in 52.212-2 Evaluation – Commercial Items.

Q6: Door width tolerance. The Statement of Work specifies a 32-inch swing door for both the refrigerator and freezer boxes. Standard commercial cold-storage container stock in this size class commonly ships with a 36-inch door as the base configuration, with 32-inch doors sometimes requiring a custom or special-order unit. Could you confirm whether the 32-inch dimension is a firm requirement driven by a site constraint (e.g., doorway, passage width, or clearance at the point of use), or whether a standard 36-inch door would be acceptable as functionally equivalent? This affects unit availability and lead time for delivery by October 19, 2026.

A6: 36” door is acceptable

Q7: Site electrical service. The SOW specifies that units must be power cord equipped but does not state the required voltage, phase, or amperage available at the point of use at Portsmouth Naval Shipyard. Most standard commercial refrigerator/freezer box rentals are configured for single-phase 208–230V service, while some shipyard/industrial sites require 3-phase 460V or similar. Could you confirm the electrical service specifications available at the delivery/installation location so we can quote a unit with a compatible power configuration and avoid a mismatch at delivery?

A7: 3 phase 480 is our primary voltage for all industrial circuits on yard. If the units they have only run on 208/230v single phase, I’d expect to see a transformer with the unit to adapt to the shipyard electrical grid.
