About this file

This is a Questions and Answers document for Solicitation N3904026Q3122, addressing inquiries from potential vendors regarding the rental and maintenance of eight chemical toilets at Naval Base Point Loma, San Diego, California.

The solicitation represents a new contract requiring the delivery, placement, servicing, and removal of eight portable chemical toilet units for approximately 250 personnel over the period of performance. The eight units will be co-located in the same general area of the base in an open-air outdoor environment with no special equipment needed for placement. The contractor must service the units three times per week and provide all necessary water and waste disposal off-base, as no on-site water supply or dump facility is available. The waste transport vehicle must display the company's name and logo prominently and requires Security Department authorization to access restricted areas, with personnel requiring personal safety gear and escort. Contractors must obtain base access credentials for service technicians, with the assigned Contracting Officer's Representative assisting post-award. The units must be equipped with pad eyes for overhead crane operations, which the Government will provide if needed. A separate freight ELIN covers delivery and pickup of the units. The contractor may select its own unit numbering system, invoice submission frequency (as allowed by the CLIN), and documentation format for service records. California sewage hauling and disposal requirements per San Diego County Code Ordinance No. 10104 apply. No SCA occupation code has been predetermined; vendors must ensure their own compliance with service contract labor standards. Site visits are not available prior to quote submission, and California sales tax typically would not apply to rental contracts.

Solicitation N3904026Q3122

Rental and Maintenance of (8) Chemical Toilets

Questions and Answers as of 6/4/2026

Q1: We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.

If not brand new, could you please provide the current / previous contract number?

A1: This solicitation is a new contract.

Q2: Could you please clarify the purpose of the separate ELIN for freight? Additionally, will a Performance Work Statement (PWS) be provided with further details regarding the requirement?

A2: The freight ELIN (CLIN 0002 on the Combined Synopsis) is for the delivery of the (8) chemical toilets at Naval Base Point Loma, San Diego, CA. It also includes picking them up from the same location at the end of the period of performance. I do not have a Performance Work Statement, however the Statement of Work is within the Combined Synopsis attachment.

Q3: Could you please provide an estimated number of personnel expected to utilize the portable restrooms during the period of performance?

A3: There will be approximately 250 personnel utilizing these chemical toilets during the period of performance.

Q4: Will water be provided by the government?

A4: No

Q5: Is there a dumping facility we can use on site?

A5: No. There will be no water or dump site available for the chem toilets. Usually they are serviced by a truck that has everything on it.

Q6: Do the portable toilets need to be individual units or unisex units?

A6: It is a standard unit to include requirements listed in Section 3 of the Statement of Work.

Q7: EXACT PLACEMENT LOCATIONS

Can you provide the specific location(s) within NBPL where the eight (8) portable chemical toilet units are to be placed? Are all eight units co-located in one area, or distributed across multiple areas of the base? Will placement require any special equipment beyond what the vendor provides (e.g., overhead crane for pad eye placement)?

A7: Same general area. No special equipment needed.

Q8: ACCESS BADGING / CREDENTIALING LEAD TIME

What is the estimated lead time to obtain base access credentials for contractor service technicians? Is there a specific security office or point of contact at NBPL to initiate this process prior to contract award?

A8: Time varies. Once the contact is awarded the assigned COR will work and assist the contractor with access/credentials.

Q9: CRANE / LIFTING LOGISTICS

The SOW specifies units must be equipped w3ith pad eyes/lifting eyes for overhead crane operations.

Will the Government provide crane services for initial placement and final removal? If so, what is the crane capacity and scheduling process?

A9: If needed, Government will provide crane service.

Q10: SERVICE AREA ENVIRONMENTAL CONDITIONS

Are the units to be placed in an open-air outdoor area, under cover, or inside a structure? Are there any environmental or safety conditions at the site (e.g., hazardous materials proximity, restricted zones) that would affect servicing procedures or require special PPE beyond standard safety gear?

A10: Chemical toilets will be placed in open-air outdoor area, removed from any hazardous environmental or safety conditions.

Q11: WASTE DISPOSAL REQUIREMENTS

Given that there is no on-site dump facility and the contractor must transport waste off-base, are there any restrictions on the type of waste transport vehicle permitted on base, or any base-specific vehicle inspection/permitting requirements for pump trucks?

A11: The transport vehicle must have the company’s name / logo prominently displayed. To gain access to the drydock environs, authorization must be given by the Security Department, personnel must be escorted and possess / wear their own personal safety gear.

Q12: SERVICE FREQUENCY FLEXIBILITY

If the COR determines that 3x/week servicing is insufficient due to usage levels or environmental conditions, does the Government anticipate ordering additional service visits, and if so, would that be handled via a contract modification or a separate ordering mechanism?

A12: SOW Para. 4.3.1.3. In the event that the contracting officer determines sanitation standards are not being met, the vendor will receive formal notification of the issue. Portsmouth Naval Shipyard will work with the vendor to resolve the issue.

Q13: CALIFORNIA PERMIT REQUIREMENTS

Can you clarify what types of emission-producing machinery, if any, are anticipated to require California permits under Section 4.2.1 of the SOW? Is this referencing the service/pump truck or the toilet units themselves?

A13: Refer to:

SAN DIEGO COUNTY CODE RELATING TO SEWAGE HAULING AND DISPOSAL,

ORDINANCE NO. 10104 (N.S.)

Q14: NUMBERED IDENTIFICATION SYSTEM

Is there a specific format or standard required for the unit numbering/identification system (e.g., government-assigned numbers, sequential numbering), or is this at the contractor's discretion?

A14: Sow Para. 3.1.2. Numbering system to uniquely identify each individual portable chemical toilet unit delivered. It shall be in contractor’s format.

Q15: INVOICING FREQUENCY AND DOCUMENTATION

Should invoices be submitted weekly, monthly, or at another interval? The invoice can be submitted as frequently as the CLIN allows. The SOW requires written documentation of cleaning service dates attached to invoices — is there a specific format or government form required for this documentation?

A15: It shall be in contractor’s format.

Q16: SITE VISIT

Is a site visit available prior to the quote due date for vendors to assess the placement area and access conditions? If so, please provide scheduling details.

A16: No, site visits are not available at this time.

Q17: SCA Wage Classification:

Which SCA occupation code applies to portable chemical toilet service technicians under this contract?

A17: The total price of the proposed services is being evaluated, not the individual labor categories. An occupation code is not being chosen for this procurement and it is up to the vendor to ensure compliance with the service contract labor standards.

Q18: Tax Exemption:

Is this contract exempt from California sales tax (7.75%)?

A18: Typically, it wouldn’t be a sales tax on a rental contract.
