• • JUSTIFICATION FOR URGENCY ($2,500 to $250,000)
Ref: FAR 13.106 and NAVSUP 4200.85D Chapter 5 Paragraph 2.b.(2)(b)
The service or material listed on (Document number) 1s urgent and advertising requirements are precluded for reasons indicated below. If the service/material is not received by the Required Delivery Date (RDD), specific damages to the Navy will result.
1. In the spaces above, provide the name of all known suppliers of the required product or service.
Suggested Source(s) (complete with addresses, phone and fax numbers):
(1) American Alloy; 3808 N Sullivan Rd.; Building 11 - Suite M; Spokane, WA 99216 phone: 509-921-5794; fax: 509-893-4175
(2) __________________________ _
2. Brief descriptive narrative of service or material required:
Fabrication of custom shield covers to be used for a project at the .
Usage will be in the May 2019 time frame. Delivery date for the containers must include sufficient time for inspection of the containers as well as time to address any deficiencies that may be found during inspection. Containers must then be shipped from Portsmouth
3. Required Delivery Date (RDD) :. ~Fe~b"-2=-8=c.i...=2=0-=-l """"'"9 ___ __________ _
4. Describe the resulting damages if the above required delivery date is not met. Explain why the service/material is needed and what will happen if it's not received by the RDD. (As necessary, describe the impact on overhaul/availability schedules, impact to base support, personnel safety issues, potential environmental damages, etc.) The impact should be expressed as the daily cost
(labor, material, etc.) to the government for each day of delay beyond the RDD.
The RDD is selected with approximately one month of buffer to allow for the possibility of late delivery by the vendor and/or for resolution of some minor deficiencies that may be found during inspection of the containers. Beyond this buffer, delays in delivery will directly translate into day-for-day delays in critical-path project work at the because we will be unable to remove the necessary items without a container into which they can be placed. This is sequential work with no parallel path. The project has stated that each day of delay results in a one million dollar cost to the government.
• • 5. Lack of prior planning does not support urgency. Please provide a time-line beginning on the date the need was first identified and ending on the date the requisition was submitted to the Contracting Office. Why is the claimed "urgency" not the result of a lack of advanced planning?
The Prime Contractor issued a general requirements drawing (111 E6251) controlling these shield covers on 8/23/2017. The initial conceptual design discussions with PNS parties occurred in November of2017; conceptual design was only able to be approximately 60 - 70% decided at this point. Detail design of these shield covers continued in parallel with training and "control scheme" work during the spring and into the summer of 2018, helping to finalize the design requirements from Portsmouth' s perspective. Late in August 2018, Code 2370.1 routed preliminary drawings to the affected control group personnel (PNS shop supervisors and SREs) for comment. After incorporating Portsmouth comments, drawings were sent off-yard on Oct.2, 2018 to Norfolk and Newport News shipyards for review. (Input from these two shipyards is required because they are working other portions of the project at KSO.) Off-yard comments regarding these shield cover drawings, received on 10116/2018, were incorporated and approved by 11/2/2018. However, there was also a comment involving re-design of other interfacing parts (see JMLs JMLs 3 through 04 7 were originated for these shield covers on 11/7/2018 with the understanding that, prior to contract solicitation, drawings would be revised as needed based on re design of the interfacing parts. After determining that re-design of the interfacing parts (revision A to 237080000003, issued 11 /20/2018) did affect these shield covers, required shield cover revisions were made, and then issued on 12113 2018. This now leaves only about 2 and a half months until the required delivery date, most of which is needed for the vendor' s lead time to deliver on the contract.
6. Only our minimum current requirements can be purchased under conditions of urgency. What is the minimum quantity that must be obtained by the RDD? Why can't some of the total required quantity be procured under urgency while procuring the remaining items/services through the normal procurement process?
All pieces will be used within a time span of a few weeks, and until we begin work on site and determine actual project conditions, we will not know the exact order in which the various pieces will be used. The entire quantity is urgent, and no portion of the order may be contracted separately through the normal contracting process.
I CERTIFY THAT STATEMENTS CHECKED ABOVE ARE COMPLETE AND CORRECT
TO THE BEST OF MY KNOWLEDGE AND DO NOT CONTAIN CLASSIFIED
INFORMATION. I UNDERSTAND THAT PROCESSING THIS URGENCY STATEMENT
COULD PRECLUDE THE FULL ADVERTISEMENT OF THIS PROCUREMENT.
