UNCLASSIFIED Page 1
SUBSYSTEM REQUIREMENTS DOCUMENT
1. Scope. This specification defines the requirements for the external Video Camera System Camera to be used with Dry Deck Shelters (DDS).
2. Background. The Video Camera System under design shall be capable of viewing, to provide situational awareness, the full deployment of underwater payload and displaying the image on a screen inside the host sub for Special Operations Forces (SOF) viewing. The system will comprise of the Subsystems:
Subsystem A: Camera Power Supply
Subsystem B: Outboard camera cables
Subsystem C: Cameras
Subsystem D: Camera mounting brackets
3. Identification. A complete Video Camera System will consist of:
a. (1) AC-DC Power Supply per installed camera
b. Power and video distribution cables (permanently installed on host submarine) and/or distribution equipment to support all installed cameras
c. (1) Outboard cable to provide power to and video from each installed camera
d. (1) Forward Camera (per DDS), aft viewing, mounted on DDS
e. (1) Aft Camera (per Host Sub), forward viewing, mounted on deck of Host Sub
f. (1) Camera mount per installed camera
4. Referenced documents.
a. SS800-AG-MAN-010/P-9290 – System Certification Procedures and Criteria Manual for Deep Submergence Systems
b. NAVSEA S9592-B3-MAN-010 – Dry Deck Shelter Systems Scope of Certification Notebook
c. MIL-STD-167-1 – Mechanical Vibrations of Shipboard Equipment (Type I – Environmental and Type II – Internally Excited)
d. MIL-HDBK-2036 – Preparation of Electronic Equipment Specifications
e. MIL-STD-810 – Environmental Engineering Considerations and Laboratory Tests

5. Subsystem C: Cameras.
The Camera will be considered a Commercial Off-the Shelf (COTS) item, and many requirements are tailored with Minimal Acceptance guidance of Reference (d).
The Cameras shall be a low-light grayscale or color/grayscale design, capable of displaying an image in light levels as low as 0.002 lux. The camera may have a range of operating voltages, but it shall operate on the 24 VDC voltage provided by a constant voltage power supply. The camera shall not draw more than 600mA typical, 1.6A max current (@75 degrees C). The camera shall output a minimum of 570 TV lines horizontal resolution in a 1Vp-p composite video signal, into 75 Ohms. The camera shall have a minimum signal-to-noise ratio of 35dB.
The Camera shall operate satisfactorily in a DC magnetic field environment of 10 Oersteds (800 amperes per meter), with shielding being employed if necessary.
The camera shall have a fixed focus, rectilinear/flat type (not curvilinear/fish-eye) wide angle lens, with automatic iris control. The camera shall have an optimum horizontal field of view (HFOV) of 80 degrees, although the HFOV may be from 60 to 90 degrees.
The camera shall be capable of operating from 0 to +40 degrees Celsius (in water), and shall have a rated depth of 500 meters minimum. The outer diameter of the camera shall be no more than 4.125 inches in the mounting area (approximately 3 to 4 inches along casing of camera).
The camera weight shall not exceed 34 pounds (including housing, lens, connector, and integral cabling if applicable).
The Camera should operate satisfactorily under testing for ship motion and attitude. This testing will consist of incline at the rate of 5 cycles per minute to 7 cycles per minute in one phase, to angles of 60 degrees on both sides of the vertical for a period of not less than 30 minutes. The test will then be repeated with the Camera reoriented 90 degrees to the plane in which the initial test was performed. The Camera will then be oriented with an inclination of 15 degrees for not less than 15 minutes, to ensure that continuous operation can be maintained. Finally, the Camera will be rotated through the vertical to 15 degrees in the opposite direction and the test for continuous operation shall be repeated.
The Camera should provide satisfactory test results when tested for shock IAW Reference (e) Method
516.7 Procedure I – Functional Shock, and Procedure IV – Transit Drop. Vendor will provide a satisfactory means of testing IAW Reference (e).
The cameras shall have user replaceable components. The lens, end cap, and casing shall be made available by the supplier as maintenance items.
The cameras are Scope of Certification (SOC) components, for implodability or explodability (dependent upon design), and may require testing IAW Reference (a) and Reference (b). The vendor shall specifically state the generic material type, material specification, and grade of material within the specification (if applicable) for all pressure boundary parts or provide a COC referencing the vendor drawing, which specifically lists the material by type, specification, and grade, stating that referenced
UNCLASSIFIED Page 3 parts comply with drawing requirements. The vendor shall provide detailed structural characteristics of all pressure structures and viewing windows.
The vendor will, upon selection, provide proof of vibration testing to Reference (c), Type 1, 4-33 Hz.
Camera Interfaces
The interface to the camera shall be a Seacon or Burton 5506-1508 connector, located on the rear of the camera. The pinout of each connector shall be:
Pin 1: Common, Power Return
Pin 2: Video Out
Pin 3: DC Power In
Quality For consideration as a supplier to the US Navy for this component, organizations submitting information for this camera must show evidence of a quality control system IAW or similar to ISO 9001. This includes:
- Control of Documents
- Control of Records
- Internal Audits
- Control of Nonconforming Product/Service
- Corrective Action
- Preventive Action
