About this file

This is a Standard Form 30 amendment to a solicitation for engineering and construction management support services for Naval Facilities Engineering Systems Command Europe, Africa, Central (NAVFAC EURAFCENT).

The amendment responds to nine pre-proposal inquiries and revises Sections C (Description/Specifications/Statement of Work), L (Instructions to Offerors), and M (Evaluation Factors). Key clarifications include confirmation that no incumbent contractor currently performs these services; Engineering Technician and Construction Manager support are estimated at 1 FTE per 12-month period with specific staffing allocations detailed in Table 1.1 for base year and Table 1.2 for option years; removal of requirements for qualified candidate resumes and letters of commitment; elimination of plain text (.txt) format requirements for proposals in favor of Microsoft Word (.docx) or Adobe PDF; clarification that the Ability to Attain Qualified Candidates plan and milestone schedule should be included within the 10-page management limit; confirmation that Design Architect and Project Planner candidates must have worked on U.S. Department of Defense or similar U.S. Federal Government agency projects (NATO and Host Nation programs do not satisfy this requirement); and personnel shall meet specific security and visa requirements per sections 11.4 and 23.1. The Performance Work Statement outlines five core service categories: Engineering Technician (ET), Construction Manager (CM), Functional and Administrative Support (FA), Design Architect (DA), and Project Planner (PP), to be performed across multiple ROICC offices in Italy, Spain, Greece, Poland, and Romania. The contract is firm-fixed-price with a one-year base period and four one-year option periods plus a potential six-month extension. Only SeaPort Master Agreement Holders (MAC) are eligible for award. The proposal due date remains unchanged, and proposals must be submitted through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module with formal acknowledgment of all amendments required.

Pre-Proposal Inquiry Responses

Is there an incumbent contractor(s) currently providing these services? If so, can the incumbent(s) name and contract numbers be provided?

There is no incumbent performing these services.

The solicitation states the Engineering Technician support is estimated at one (1) full-time equivalent (FTE) per 12-month period of performance. This conflicts with Table 1.1 Please confirm the number of base year Engineering technician FTEs?

Intent of 3.1 is to define that Engineering Technician support will consist of 1-FTE for a 12-month period. Table 1.1 identifies the number of ET's planned at various locations for the Base Year.

The Solicitation states the Construction Manager support is estimated at one (1) full-time equivalent (FTE) per 12-month period of performance. This conflicts with Table 1.1 Please confirm the number of base year Construction Manager FTEs?

Intent of 3.2 is to define that Construction Manager support will consist of 1-FTE for a 12-month period. Table 1.1 identifies the number of CMs' planned at various locations for the Base Year.

States that qualified candidate resumes will be provided for up to seven (7) specified positions. Please clarify with specific positions the government expects Offeror's to include?

This paragraph is being deleted from Section L. Please refer to amended solicitation.

States that letters of commitment will be provided for the specified positions. Would the government waive this requirement for existing staff? We suggest the instruction language be adjusted to state:

"Letters of commitment are required for individuals not currently employed by Offeror."

This paragraph is being deleted from Section L. Please refer to amended solicitation.

Section L 2.5.2 requires the Volume II narrative in plain text (.txt) but also requires Times New Roman 11-12 point, 1-inch margins, and 8.5 x 11-inch formatting. Because .txt files do not preserve font, font size, margins, or page layout, please clarify how Offerors are expected to satisfy these formatting requirements and whether another file format is intended.

Section revised to remove plain text (.txt) format requirements.

Section M 3.4.1 requires an Ability to Attain Qualified Candidates plan and a milestone schedule addressing staffing/recruiting and physical mobilization. Section L 2.5.3 does not identify where this content belongs or provide a separate page limit. Please clarify where the Section M 3.4.1 response should be included and whether it is included within the 10-page management limit.

Please confirm whether personnel of any nationality may be proposed for positions in Italy provided they already possess valid authorization to live and work in Italy without Government or Contractor sponsorship and can satisfy all applicable security, background investigation, and installation access requirements.

The U.S. Government does not have vetting authorization for various countries where personnel will work; as such, the U.S. Government cannot confirm your proposed situation. Personnel shall meet the requirements of 11.4 and 23.1.

The Solicitation requires Design Architect and Project Planner candidates to have worked on U.S.

Department of Defense or other similar government agency projects. Please confirm whether comparable NATO and Host Nation government facilities programs satisfy the "other similar government agency projects" requirement.
