General description of access and security matters in the security zones at Keflavik Airport - Implementation of projects cf. Icelandic Defence Act No. 34/2008.
The Icelandic Coast Guard (LHG) is responsible for the implementation of security and defence-related projects cf. the agreement between the Ministry of transport and local government, the Ministry for Foreign Affairs, the Icelandic Coast Guard and the National Commissioner of the Icelandic Police (RLS), dated 30 July 2014, including the operation and supervision of the Security Zones in Iceland. The National Commissioner of the Icelandic Police supervises the security matters of the Security Zones cf.
the above mentioned agreement and Regulation No. 959/2012. The Icelandic Transport Authority supervises measures regarding airport security within the boundaries of the fence surrounding Keflavik Airport. The Security Zone at Keflavik Airport is defined in:
a) the Icelandic Defence Act No. 34/2008.
b) Act No. 176/2006 on measures in accordance with the Agreement with the United States of
America on the return of the defence area at Keflavik Airport.
c) Notice No. 720/2015 on the geographical limits of the security and defence areas.
The security measures within the Security Zone in Keflavik Airport are covered by Regulation No.
959/2012 on the protection of confidential information, security clearances and security approvals with regard to security and defence matters. Regulation No. 985/2011 on civil aviation security covers the aviation security measures within the airport fence at Keflavik Airport.
Zone B lies both within and outside of the fence which demarcates the restricted areas at Keflavik Airport. Zone B, i.e. the Security Zone, is partly separated by a fence and a gate, i.e. Gate 22. Enclosed areas within the Security Zone are: (a) the work area of the explosive ordnance disposal and special task unit of the Icelandic Coast Guard, (b) the work area of the National Commissioner of the Icelandic Police, (c) the West-end area. In addition there are two other Security Zones in Keflavik Airport, one covering Hangar 831 (Háaleitishlað 1) and the surrounding area. The other is the east oil depo and the oil pipeline system connecting the east and west oil depos to the oil depo in Helguvík.
The main entrance to the Security Zones at Keflavik Airport is through the Diamond Gate at the junction of Þjóðbraut and Grænásbraut. In addition, the Security Zone can be accessed from the Háaleitishlað by the so-called service road running from Háaleitishlað to Þjóðbraut west of Gate 22 and parallel to the south end of Runway 01-19. On the service road there is a crossing barrier with card readers which are now controlled by LHG and Isavia.
In order to perform its duties the LHG needs unrestricted access to the Security Zone, see the following (this may include surveillance and other demands with regard to aviation security, etc.):
1. Security Zone B, including Hangar 831.

Access authorisation: A general access authorisation is issued in the form of an access card with a photo and identifying information on the relevant person. A general access authorisation is issued to those parties with legitimate grounds to enter the security restricted area. The access permit is issued for a maximum of five years. In case of special tasks, i.e. temporary projects, the access permit is issued with a shorter period of validity.
Access authorisation for vehicles: Access authorisation for vehicles if legitimate grounds have been demonstrated as well as the necessity of the use of the vehicle for the operations of the relevant party in the Airport.
Public area: the areas in the airport, adjacent areas and buildings or parts thereof that are not flight areas.
Background check (performed by police): An investigation regarding the identity of an individual as well as police information regarding any criminal record, including whether there are any recorded offences, as part of an assessment of whether it is safe to allow access for the relevant person to the security restricted area without supervision and to sensitive confidential information on aviation security.
Provisional employee access authorisation: An individual with a valid access authorisation, who for some reason does not have the access authorisation available, can be issued with a provisional authorisation and stay within the security restricted area without being accompanied by a supervisor.
Provisional authorisation: A provisional authorisation is intended for parties who come for a short period of time to perform specific tasks Flight area: A defined area within the fence which covers the flight area, special task areas, aviation security restricted area, separate aviation security areas and other defined areas within the airport.
Aviation security restricted area: Flight areas of the airport where surveillance is conducted on access in order to ensure civil aviation security. In general, these areas cover all passenger departure areas between checkpoints and aircraft, ramp ([r03regu, 10:06:25 PM]: Svo í 32008R0820) , cargo sorting area, cargo hall, post stations and operation areas for cleaning services and airport supplies.
Legitimate purpose: A legitimate purpose applies to individuals who verifiably need access to security restricted areas. A passenger who can provide a valid travel document is for instance considered to have legitimate purpose. A crew member with a valid crew card issued by an aircraft operator has a legitimate purpose to be within the restricted area.
Mandate for signatures: A responsible employee appointed by the relevant company with a mandate to sign applications for access authorisation on behalf of the relevant company.
4. On personal access authorisations in general
Everyone working within the security restricted areas in Keflavik Airport or who is there with a legitimate purpose shall be in possession of an issued access authorisation. An access authorisation shall be visible at all times while a party is present within the restricted area.
There are two basic access authorisation: General access permission and provisional access authorisation.
A general access authorisation is issued for employees working in the airport or individuals who, by the nature of their work, need access to security restricted areas.
A provisional authorisation is intended for individuals who enter for a short period of time to perform specific tasks. These individuals do not need to attend a course in aviation security awareness but instead an escort is required to accompany the individual at all times during his stay within the restricted area.
Access authorisations shall be scanned against the access reader at checkpoints to confirm the validity of the access authorisation in the airport’s electronic access control system. Aviation security officials should also be presented with the access authorisation when required.
The bearer is not authorised to use an access authorisation for other purposes than those that are work-related.
An individual with a valid access authorisation, present in a security restricted area to which passengers have no access, shall report to security control unit if a person with no visible access authorisation is on the grounds. Such incidents shall be reported to aviation security control centre at tel. 4256210.
