About this file

This document contains an amendment to a solicitation for the design and construction of a new storage facility in Jinja, Uganda.

The amendment provides responses to 30 pre-proposal inquiries to clarify requirements and specifications. Key clarifications include revising the water storage requirement to a single 10,000 liter elevated tank if Option 001 is selected. Four pedestrian access gates at 1.5 meters wide are required for the perimeter fence. Bathroom specifications in Room 006 were revised. Exterior security lighting and a brushed concrete finish for the vehicle ramp are specified. Electrical conduit types for different uses are identified. The septic tank and drain field described are not project requirements.

The solicitation is for a design-build project to construct the new storage facility for the Department of the Navy Naval Facilities Engineering Command. The contractor will be responsible for all design, permitting, and construction to complete the project in Jinja, Uganda.

PRE-PROPOSAL INQUIRY 021

On page 8 of 40 of the RFP solicitation documents, under Factor 1 Corporate Experience reads: “

(ii) Basis of Evaluation: To receive an acceptable rating in this factor, the offeror MUST provide a minimum of one

(1) relevant project meeting the following requirements:

1. Design and construction of new construction of a new facility; and

2. New construction shall include grading and/or paving of an undeveloped site by Design-Build (MUST show experience in design or design management as well as construction); and

3. Performed in the country of Uganda within the last 10 years of the date this RFP was issued; and

4. Similar in magnitude with a value of at least $500,000; and

5. Construction must be at least 70% complete by the date this RFP was issued.

An offeror will be rated UNACCEPTABLE if the offeror does not submit the minimum number of relevant projects (one (1)).

Then on page 10 of 40 of the RFP, under Factor 3 Past Performance reads:

In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability “unknown” shall be considered “acceptable”.

Please clarify that acceptability or non-acceptability ratings for both sections, and if we were to not submit a “relevant” project, or submit a partially relevant project, could we receive an acceptable for both Factor 1 and Factor 2?

PRE-PROPOSAL RESPONSE 021

Yes.

Corporate Experience - The offeror must provide a project that meets all of the relevancy requirements to receive an acceptable rating for Corporate Experience.

Past Performance - if the offeror submits a partially relevant project they would be considered not to have a past performance submittal and would be found to be "acceptable" based on unknown past performance.

PRE-PROPOSAL INQUIRY 022

(Include RFP Section, page number, and paragraph if applicable) On page 5 of 40 of the RFP solicitation documents, the last paragraph #5 says:

All items listed below are required for the offeror to be found responsive and the offer to be considered forward.

Any unrequested information will not be considered as part of the offer and will not be reviewed.

The solicitation requires the evaluation of price and the following non-price factors:

Factor 1 – Corporate Experience Factor 2 – Safety Factor 3 – Past Performance The RFP and the PTS (scope of work) make no mention of any other documents that should be submitted prior to contract award such as a schedule, technical execution plan, etc.

Please confirm whether a technical execution plan and schedule are required as part of the bid proposal, and even if not, we would normally include this level of detail to demonstrate our competence and capability to successfully complete the project on time and to the level of quality the Navy requires?

PRE-PROPOSAL RESPONSE 022

That is correct they are not required. As stated above any unrequested information will not be reviewed.

PRE-PROPOSAL INQUIRY 023

As per the requirement of the project and as per your answer in the amendment 001 about the environmental HVAC equipment, the temperature should be between 15- & 35-degree Celsius.

Can you please confirm this requirement because 15 degree means we should install special HVAC units not available usually in the market.

PRE-PROPOSAL RESPONSE 023

The equipment to be stored in the storage area may require temperature conditions as low as 15 degrees Celcius, therefore it is confirmed that the temperatures in the storage area should have a range as low as 15 degrees Celsius.

PRE-PROPOSAL INQUIRY 024

On page 10 of the PTS (Performance Technical Specifications), it says “All new construction shall adhere to the Accessibility Standards outlined by the Uganda National Action on Physical Disability).

Could you please provide this document, method of obtaining it or accept using American standards for disability accessibility?

The tender documents refer to EM 385. Please also provide document.

PRE-PROPOSAL RESPONSE 024

The Accessibility Standards outlined by the Uganda National Action on Physical Disability can be obtained at the website https://unapd.org/accessibility-standards/

PRE-PROPOSAL INQUIRY 025

In a previous inquiry, the Navy made it clear that power is coming from existing utility line. Please provide the scope of the electrical distribution works, if we are to provide any transformers, switches, etc.

Please provide a description of the current power available for use, if coming from electrical pole and if contractor or Navy will coordinate with utility company, and responsible for any fees.

PRE-PROPOSAL RESPONSE 025

The contractor shall provide all electrical utility equipment, including transformer and switches, to tie into the existing electrical utility lines to provide power to the new facility. Site is adjacent to electrical power poles with lines as indicated on page 22 Site Utilities Layout. It his highly recommended that offeror’s visit site to verify utility connections points.

It is the contractor's responsibility to coordinate with the local utility company in order to connect to existing electrical utility as well as take responsibility for necessary fees.

PRE-PROPOSAL INQUIRY 026

On page 40, the safety officer is required to have OSHA certs, does this need to be submitted prior or after contract award?

PRE-PROPOSAL RESPONSE 026

The site safety officer qualifications and training certs may be submitted after contract award as part of the Project Safety Plan / Accident Prevention Plan (APP).

PRE-PROPOSAL INQUIRY 027

Page 50 of 103, above ground water piping for cold water use asks for “copper piping” and we ask if we can use galvanized steel or any other approved water pipe since copper is expensive, or confirm copper is what Navy wants.

PRE-PROPOSAL RESPONSE 027

Copper piping shall be used for refrigerant piping and distribution related to HVAC equipment and as prescribed by the equipment manufacturer. All other above ground water piping shall be appropriate for service type and may be galvanized steel or other equivalent for service.

PRE-PROPOSAL INQUIRY 028

On page 52, what time of conduit should the electrical wire be in? Galvanized steel, EMT, PVC, rigid or? We suggest the following:

a. Schedule 80 PVC for underground roads and ground

b. Schedule 40 PVC for inside concrete and concrete encased

c. Rigid metal for stub-ups

d. EMT or galvanized or PVC for walls (surface mounted)

e. Cable rack or cable trays for above drop ceiling

We recommend using non-certified because the local materials are good quality and less expensive. Please either specify type of conduit for each use or confirm the above as required for all in order to bid equivalently.

PRE-PROPOSAL RESPONSE 028

For electrical wire conduit pertaining to this project, the following non-certified conduit types are considered acceptable:

Schedule 80 PVC for underground roads and ground Schedule 40 PVC for inside concrete and concrete encased Rigid Metal for stub-ups EMT or Galvanized or PVC for walls surface-mounted Cable rack or cable trays for above drop ceiling

PRE-PROPOSAL INQUIRY 029

On page 55 out of 103, PTSG30 and ESR30 refer to a septic tank which shall discharge into a drain field. Please confirm if this is a requirement for this project, and if so, please provide any details, if the drain field is natural ground, sloped, concrete or else.

PRE-PROPOSAL RESPONSE 029

The septic tank and drain field described on page 55 of 103 PTS G30 and ESR 30 is not a requirement for this project since existing sewage lines are identified in section 1. These lines are called out as drainage lines and are intended for the bathroom to drain sewage and wastewater to.

PRE-PROPOSAL INQUIRY 030

Due to our site visit on 12/16/2020, The person of contact mentioned the construction of a canal to protect the school below of the construction site from flooding. Should we consider the cost of such an improvement?

PRE-PROPOSAL RESPONSE 030

No.
