About this file
This document is an amendment to a solicitation for the construction of a storage facility in Jinja, Uganda. The Navy is seeking to construct an open bay storage building with environmental controls to maintain temperatures between 15-30 degrees Celsius and relative humidity of 15-95%. The amendment provides responses to contractor questions, clarifying that experience of teaming partners may be used to meet requirements, wooden or plastic pallets can be accommodated, and fire detection and suppression systems are to meet specifications outlined in the Performance Technical Specification. Additionally, payment clauses have been added specifying the use of WAWF for electronic submission of payment requests and receiving reports in accordance with DFARS 252.232-7003 and 252.232-7006.

The Offeror must provide a letter of commitment and an explanation of the subcontractor’s role in the performance of this contract.”
PRE-PROPOSAL INQUIRY 003
The RFP states that the Past Performance citations MUST be for work done in Uganda. We are currently doing significant construction in Togo, Benin, and Guinea under our prime contract with GPOI. We also have done water purification systems installation under the APRRP. We were made award of this opportunity by the GPOI program office. Our construction has remained on schedule throughout the Covid lockdowns and we have complete confidence we can execute your project without issue even with Covid issues.
Will the government consider allowing Past Performance from other African countries in the region in lieu of only Uganda construction past performance?

No, the requirement remains unchanged.
