4.2 PERIMETER FENCES
CLIN 001 – New Storage Facility shall be built with its own dedicated perimeter fence. The perimeter fence dedicated to the new storage facility building shall be 2.67 M in height and shall be implemented to secure the entire new storage building and foundations. The fences shall be offset a minimum distance of 6 meters from each side of the storage facility. Security fence shall match existing throughout UPDF base. The fence shall contain one rolling gate wide enough for truck access to load and unload equipment. This vehicle gate should be a minimum of 6.0 meters when fully open. The fence shall also contain at least one pedestrian access gate approximately 1.5 meters wide in order to access other sides of the facility.
CLIN 002 – The new perimeter fence for the adjacent empty training field shall be 2.67 M in height and shall be implemented to secure the training area at all times. Security fence shall match existing throughout UPDF base with concrete posts, metal mesh, and barbed wire. The fence shall contain a minimum of one rolling gate wide enough for truck or forklift access to load and unload equipment. This vehicle gate should be a minimum of 6.0 meters when fully open. The fence shall also contain at least approx. 4 pedestrian access gates approximately 1.5 meters wide in order to access the training area from each side.
Uganda People's Defense Forces (UPDF) Storage Facility and Fence for Training Field
4.3 RAINWATER DRAINAGE AND WATER DISTRIBUTION SYSTEM
The new storage facility shall be equipped with proper drainage and gutters. An adequate drainage system must be incorporated to ensure proper drainage of rainwater away from the project site. This includes roof rain water gutter systems and downspouts as well as perimeter drain lines built into the foundation to disperse water off the site.
4.4 LIGHTINING PROTECTION SYSTEM (LPS)
An LPS shall be implemented for the new Medical Storage-Training Facility building. It shall consist of a conductor system with air terminals on the roof of the building, bonding of the structure and other metal objects, grounding of electrodes, and interconnecting conductors. A bimetallic connector shall be used to connect all copper cable conductors to all aluminum cable conductors. Metal compatibility (galvanic action) shall be taken into consideration in order to avoid corrosion. In any case a copper conductor shall be used to complete the connection to the grounding rod on both sides of each building. Type and number of air terminals and ground rods to be used shall be determined by the designer, based on local conditions, earth resistivity data, and on the size and type of the electrical installation. Ground inspection holes shall be constructed of concrete walls and base and a steel cover capable of withstanding pedestrian foot traffic.
4.5 SETTLEMENT OF EXTERNAL AREAS
The Contractor shall grade the site to limit water from ponding and promote positive drainage off of the grounds. Provide appropriate grading, suitable soil and grass seed for exterior areas within the perimeter area of the training center.

5.2 GROUNDING SYSTEM
A grounding (earthing) system consisting of multiple connected rods shall be designed and implemented.
Rods shall be located away from most accessible areas, shall be protected from involuntary/unauthorized access and signposted by the earth symbol shown below. At least two rods per building shall be installed.
5.3 LIGHTNING PROTECTION SYSTEM REQUIREMENTS
Type and number of air terminals and ground rods to be used shall be determined by the Designer, based on local conditions, earth resistivity data, and on the size and type of the electrical installation.
It is required that LPS is designed and installed by qualified, trained personnel.
For normal conditions, copper clad steel rods are typically used.
Galvanized coated steel or stainless steel rods are typically used where low soil resistivity are encountered and galvanic corrosion may occur between adjacent underground metallic masses and the copper-clad rods.
In high resistivity soils, 3 m sectional rods may be used to obtain the required resistance to ground;
however where rock is encountered, additional rods, a counterpoise, or ground grid may be necessary.
The rod selection for each facility shall be coordinated as specified in…
