3. Revise Factor 1, Coprorate Experience: Remove entire Factor 1 section located 2.3 NON-PRICE

EVALUATION FACTORS:

and REPLACE with:

(1) Factor 1, Corporate Experience:

(i) Solicitation Submittal Requirements: The offeror shall provide a minimum of two (2) and a maximum of five (5) examples of relevant projects to be documented only on Attachment J-2 Corporate Experience Project Data Sheet. Offerors shall not submit any information under Factor 1 unless it is on Attachment

J-2. The offeror shall clearly demonstrate recent and relevant prime contractor and/or subcontractor experience on projects similar in size, scope, and complexity to the requirements described in the Performance Work Statement

(PWS).

For purposes of this evaluation, the projects submitted by the offeror must include in the aggregate performance of services comparable to at least four (4) of the following technical specifications and at least one (1) in each of the:

a. three following categories:

Roofing Category:

SECTION 07 41 13 METAL ROOF PANELS

SECTION 07 52 00 MODIFIED BITUMINOUS MEMBRANE ROOFING SECTION 07 57 13 SPRAYED

POLYURETHANE FOAM (SPF) ROOFING

Painting Category:

SECTION 09 90 00 PAINTS AND COATINGS

Paving Category:

SECTION 32 12 17 HOT MIX BITUMINOUS PAVEMENT

The offeror is allowed to submit a minimum of two (2) and a maximum of five (5) projects in accordance with:

b. The offeror may provide separate projects (a minimum of two (2) and a maximum of five (5)) in the total package submittal for this Factor so long as in the aggregate of the submittal package projects demonstrate the offeror's recent and relevant projects for all 3 of the required areas below:

Roofing Category, Painting Category, and

Paving Category

This work shall be demonstrated with legally binding contract information and may include those contracts performed for sites other than military bases.

c. With a value at or exceeding $500,000 or greater, within the five (5) year period immediately preceding the release date of the solicitation.

d. Recency is within five (5) years within issuance of this solicitation (projects completed or on-going).

A “project” is defined as a task order under an IDIQ contract or a stand-alone contract; Offerors may provide an IDIQ contract as an example of a completed contract. Examples of work submitted that do not meet the definition of “project” will not be evaluated.

If the offeror is a Joint Venture (JV), recent and relevant experience should be submitted for projects completed by the JV entity. If the JV members have not previously performed together then experience must include at least one

(1) relevant project demonstrating performance for each Joint Venture partner.

JV offerors are still limited to a total of five (5) recent and relevant projects. If a project was performed by a JV and not all partners from that JV are on the JV proposed for this contract, the Offeror shall clearly demonstrate what portion of the work on the submitted project was performed by the JV partner offering on this contract and shall not include work performed by the JV as a whole. If the Offeror does not specifically address what portion of the work under the submitted contract was performed by the JV member(s) offering on this contract, the project will not be evaluated.

If the offeror uses a proposed subcontractor(s) to demonstrate corporate experience, the offeror must include the subcontractor in the list of Team Members and submit other documentation necessary to meet the corporate experience requirements (to include providing a signed letter of commitment from the subcontractor that meets the requirements in Factor 1). Offerors are still limited to a total of five (5) recent and relevant projects.

If the offeror uses affiliates/subsidiaries/parent/LLC/LTD member companies (name and DUNS Number are not exactly as stated on the SF33) to demonstrate corporate experience, the offeror must include the subcontractor in the list of Team Members and submit other documentation necessary to meet the corporate experience requirements (to include providing a narrative regarding meaningful involvement that meets the requirements in Factor 1). Offerors are still limited to a total of five (5) recent and relevant projects.

The corporate experience request in Factor 1 must demonstrate the relevancy of the contract. The past performance information requested in Factor 2- Past Performance much be for the same contracts the Offeror submitted for corporate experience under Factor 1.

For each project the offeror shall complete Attachment J-2 Corporate Experience Project Data Sheet. All information shall be provided as requested on the form. Attachment J-2 may be expanded and is not limited to the two (2) pages provided with the solicitation.

IMPORTANT: It is the Offeror’s responsibility to clearly explain and demonstrate to the Government how its work experience, and the experience of each Team Member (if applicable), for each submitted project is relevant to the contract requirements in this solicitation. All information shall be documented on Attachment J-2, except for information required to be submitted as part of Factor 1- Corporate Experience. If the offeror does not clearly explain how its experience is relevant to the contract requirements in this specification, the Government may determine that the submitted project experience is not relevant. NOTE: This includes Team Members, see above.

(ii) Basis of Evaluation: The assessment of the Offeror’s recent and relevant experience will be used as a means of evaluating the capability of the Offeror to successfully meet the requirements of this solicitation. The minimum standard for Corporate Experience has been met when the offeror has demonstrated adequate experience in successfully performing at least two (2) recent and relevant project of similar size, scope, and complexity to this requirement. The Government will review only five (5) projects. Any projects submitted in excess of the five (5) project limit will not be considered.

The Government will not evaluate any information provided under this factor unless it is provided on the required Attachment J-2 or as part of submittals for Factor 1 (per solicitation submittal requirements).

With the exception of offerors covered by Mentor-Protégé Agreements approved by the Small Business Administration, if the offeror is a Joint Venture (JV), each member of the JV must demonstrate experience on at least one relevant project. If each member of the Joint Venture does not have at least one relevant experience project, then the offeror will be considered unacceptable.

For this solicitation, the definition for recency is within five (5) years within issuance of this solicitation (projects completed or on-going) and the definition for relevancy are projects similar in size (with a value equal to or exceeding $500,000, or the equivalent foreign currency), scope (painting, paving, and roofing as defined in the technical specifications), and complexity.

Offers submitted before this Amendment will be evaluated as is, unless an offeror chooses to submit a revised offer. All offerors are eligible to revise and submit new offers before the extended deadline described in this Amendment.
