| 1 | Reference: 2.2 NON-PRICE EVALUATION (Non-Price/Technical Proposal), Projects submitted for the Offeror shall be completed within the past five (5) years of the date of issuance of this solicitation. | ||
| Given the economic situation that Spain has had in the past 5 years, would the government consider projects at 70% complete in lieu of having to have been complete within the past five (5) years of the date of issuance of this solicitation? Only the past two years have larger projects been awarded in Spain as the country emerges from a severe economic crisis. | No. Submitted projects must be 100% complete. | ||
| 2 | As per Factor 1.Experience page 20 of 45 from the RFP. |
Project completed by the offeror in any capacity other than a prime contractor will be considered unacceptable and not evaluated. However although the prime contractor does not have selfperforming of significant features must demonstrate that it has managed projects that included these features.
Due to the specialization of this project we understand that it should be acceptable if prime contractors with experience in projects management could submit completed relevant projects but utilizing experience information of a specialized subcontractor. In this kind of project is essential to focus on a good management and coordination of especialized subcontractors in this kind of utilities. We really appreciate if prime contractors could submit experience of a specialized subcontractor provided that the prime contractor has experience in project management and hold updated the certification of classification required under the
| Solicitation. | Subcontractor work experience will not be considered, unless the Offeror was the prime contractor on that work/project. | |
| 3 | 27 21 10.00 40 / Drawing C501 – Detail D3 - Fiber optic in PVC conduit |
What is the diameter of the PVC conduit?
Refer to the Project Drawings, General Notes on Sheets ET101, ET102, ET103, which states:
103mm (4") Schedule 80 PVC conduit with 3 cell fiber inner duct.
4 33 11 00 / 40 05 13 Drawing C601 – Restrained Length, Start and Stop
As indicated on number 4 of general notes “See sheet C601 for restrained joint placement and required restrained lengths”. The information provided in the tables are just lengths and coordinates of start and stop of the restrainers. Please provide details of construction of the restrainers.
Refer to the Project Specifications, Section 33 11 00, Paragraph 2.2.3 Pipe Anchorage, which states:
2.2.3 Pipe Anchorage
Provide pipe anchorage designed for a minimum working pressure of 2.4 MPa and in accordance with BSI BS ISO 10804. Provide restrained joints or restraint devices with gripper wedges incorporated into a follower gland and specifically designed for the pipe material and meeting the requirements of EN 681 or metal harness for PVC pipe joints.
5 Drawings ET102 and ET103 depicts the fiber optic connection between buildings 603 and 3201. However, Note 2 in drawings ET102 and ET103 states: “Install new 103 mm2 PVC conduit with 3 cell fiber inner duct between building 3236 and building 1968. Conduit to be schedule 80.
Note 4 in drawing ET102 and ET103 states: “Install 0S2 single mode, 24 strand, fiber-optic cable and terminate at patch panels in bldg 3236 and 1968.
Please, confirm:
- The features of the conduit and the fiber optic cable to be installed between bldg 603 and bldg 3201
- Whether, in addition to the connections depicted in the drawings, any other connection has to be done between bldgs 603/3201 and bldgs 3236/1968 Conduit shall be 103, schedule 80, PVC conduit with 3 cell fiber inner duct.
Cable shall be OS2, single mode, 24 strand, fiber-optic.
Connections for fiber-optic only need to be made between bldgs. 603 and 3201 and between bldgs. 3236 and 1968. No other fiber connections are required.
6 SECTION 33 11 00 Page 13. Part 3.2.2.1.c “Exterior Protection: Completely encase buried ductile iron pipelines with polyethylene tube or sheet, using Class A polyethylene film, in accordance with EN 14628.”
Question: Why does the ductile iron pipelines need Exterior protection with polyethylene?. Is there any evidence of aggressive environment in the terrain (presence of sulfates,…)?
Polyethylene encased ductile iron pipe is required to match material selections from previous water line projects at the site.
7 DRAWING I100
Question: According to this sheet, there are four different activities to execute. We don’t find any specifications that let us study these activities. Otherwise, we need to know the length of the 2.5mm2 power wire between the Analyzer and Pannel LA in Building 3201.
See Section 40 95 00 for instrumentation and control requirements. The new pH analyzer is located inside Building 3201 adjacent to the existing chlorine analyzer. Plan distance between the new pH analyzer and panel LA is approximately 9 meters.
8 SHEET C504 B4 (SILT FENCE INLET PROTECTION)
Question: The specifications and drawings don’t show the length that the silt fence inlet protection should have. Furthermore, we don’t find any specifications that define and show the size of the inlet protection rip-rap.
Detail B4 on Sheet C504 provides a distance of 1.8 meters from the inlet. The length of silt fence shall be as required for the location and inlet size.
Paragraph 2.5.2 to Section 31 23 00.00 20, EXCAVATION AND FILL, has been added to the specifications as follows:
2.5.2 Rock
Rock fragments sufficiently durable to ensure permanence in the structure and the environment in which it is to be used. Rock fragments shall be free from cracks, seams, and other defects that would increase the risk of deterioration from natural causes. The size of the fragments shall be such that no individual fragment exceeds a weight of 68 kg and that no more than 10 percent of the mixture, by weight, consists of fragments weighing 0.91 kg or less each. Specific gravity of the rock shall be a minimum of 2.50. The inclusion of more than trace quantities of dirt, sand, clay, and rock fines will not be permitted.
This addition is included in the revised Attachment 7a Fire Pressure Deficiency Specifications Rev1.
9 SHEET EP301 KEYNOTE 9.
The sheet doesn’t show the current position of the existing conduits that have to be relocated. It doesn’t show the total length of the conduits nor the existing conduits specifications neither.
| The existing conduits are routed from the existing pump safety switches directly behind the existing pumps to the junction boxes at the edge of Tank 70. The existing conduits are routed through the location of the proposed jockey pump T70.J.P-1. See pictures on Sheet R001 for location of existing conduits to be relocated. Existing conduits are 3” (75 mm) hot-dipped galvanized electrical conduits. “Electrical Plan” on sheet EP301 shows conduit routing. | |
| 10 | SHEET EP301 KEYNOTE 8. |
We don’t find information about the pressure transmitter to be installed.
| See Detail C3 on Sheet I500 for pressure transmitter installation in existing flow meter vault. The pressure indicator/transmitter is specified in Section 40 95 00. | ||
| 11 | Surface for Mulch and Permanent Seeding is not defined at specifications and drawings. Which is the correct width or surface for Mulching and seeding? (existing at water lines G and I). | Refer to Sheets R001 to R012 for existing ground surface types for each water line. See specification Section 01 57 19.00 22, TEMPORARY ENVIRONMENTAL CONTROLS for surface restoration requirements. These requirements apply to the entirety of the project. |
| 12 | Solicitation N3319118R1600 document , Page 39 of 45, Paragraph 52.211-10 COMMENCEMENT, |
PROSECUTION, AND COMPLETION OF WORK (APR 1984) states that Contractor shall “….complete the entire work ready for use not later than 540 calendar days.”
In addition paragraph 52.217-7 of the same document and same page OPTIONS FOR INCREASED QUANTITY—SEPARATELY PRICED LINE ITEM (MAR 1989) states that “The Contracting Officer may exercise the option by written notice to the Contractor”.
Also same paragraph clarifies that “If the Options 0001, 0002, 0003, 0004, 0005, 0006, 0007, and 0008 are not exercised at award, they may be exercised within 365 days from date of award”. In addition it is stated that “Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree”
Attending previous statements, the solicitation document does not clarify additional calendar days established by Government to complete the works under different Options in case those were not exercised at award. Please clarify this situation due to it means that if the Government award the options the day 365, contractor only will have 175 days to complete all the options and there are many construction and close-out activities for those Options including final cleanup.
| Please, clarify this condition because the execution of all the options taking in account the minimum remaining period is a huge concern to our company. | If any options are exercised, additional calendar days will be added to the period of performance/contract completion date. Clause 52.217-7 has been amended to clarify. If all options are exercised, the total period of performance will be 915 calendar days. | |
