SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS

The following have been added by full text:

N33191-16-R-1004 MISSILE WARNING FACILTY; DESIGN/BUILD

AMENDMENT 0003

PRE-PROPOSAL INQUIRIES / RESPONSES:

PPI 21:

In order to prepare the Technical proposal, this is to kindly ask you if it is possible to receive:

- the CAD files of the drawings attached to the RFP;

- the as-built drawings of the layout of the underground utilities to connect to.

PPI 21 RESPONSE:

A summary of utility connection points has been provided for purpose of proposal submission. CAD files will provide after construction contract award to the successful offeror.

PPI 22:

1. Block 13 on top page of SF1442 references an offer guarantee as required. The solicitation however does not include instructions on an offer guarantee. Please clarify whether it is required or not. If yes, please specify what % is required.

2. Are request specific equipment for external area from antennas to entrance gate?

3. Please clarify if Services area, as per functional diagram (Attachment_1b_page 212), must to be in a separate building from main one composed of offices area+conf/training+storage+core area/ system comm area or can it be included?

4. Please clarify if protected area, as per functional diagram (Attachment_1b_page 212), is a fence around the building?

PPI 22 RESPONSE:

1. An offer guarantee is not required. Solicitation has been amended to reflect this.

2. See Government response listed in Amendment 002 dated 15 Dec 2015 to PPI #7.

3. This area is part of the main building. The only area external to the main building is the Antennas Area.

4. No, the "Protected Area" indicates a controlled area within the building for security reasons. The diagram indicates these areas to be co-located with controlled access from the "Serviceses Area".

PPI 23:

According to Part 3, Paragraph G4010 (Attachment 1 A page 268) and Drawing E602 (Attachment 1 C page 3) the point of connection is the spare switch way existing at ‘SW 678’, on a 20kV switchgear; therefore the branch to the new building is 20 kV. Please confirm if it is necessary to build a new transformer substation serving the new facility, with a prefabricated concrete enclosure, same as the existing ones or instruct otherwise.

PPI 23 RESPONSE:

Provide transformer/substation in enclosed structure as required for the facility, RFP and base requirements. System design will be at the discretion of the DOR. Design shall be coordinated with base requirements.

PPI 24:

According to Part 3 Paragraph D301005 SOLAR ENERGY SUPPLY SYSTEMS (Attachment 1-A page 225) the contractor shall Provide a complete solar domestic hot water system designed to furnish a minimum of 50% of the daily demand for domestic hot water and according to Part 3 Paragraph D509007 BUILDING PHOTOVOLTAIC SYSTEM the contractor shall Provide Mounted Photovoltaic (BIMPV) System on roof, whose capacity is calculated by the formula provided by Italian law D.L. 28 dated 3 March 2011.

The area covered by the panels for the solar domestic hot water system is very small and the panels may be located, with no problem on the south-west ridge of the building. In order to reach the required capacity of the photovoltaic system, on the contrary it will be necessary to install a number of panels, which are likely to exceed the roof area facing South.

Please confirm if they could be installed at grade in an area not occupied by the new facility or additional elevated supporting structures will need to be constructed to hold them up.

PPI 24 RESPONSE:

All effort shall be made to use panels with the highest power output while maintaining efficiency. Roof shall be designed IAW with the RFP, base requirements and the BEAP while allowing for maximum panel placement practical. Installation of panels at grade or additional supporting structures will not be accepted.

PPI 25:

According to Part 3, Paragraph G4010 (Attachment 1-A page 268) and Drawing E-602 (Attachment 1-C page 3) the point of connection is the spare switch way existing at ‘SW 678’, on a 20kV switchgear; therefore the branch to the new building is 20 kV. Please confirm if it is necessary to build a new transformer substation serving the new facility, with a prefabricated concrete enclosure same as the existing ones or instruct otherwise.

PPI 25 RESPONSE:

Provide transformer/substation in enclosed structure as required for the facility, RFP and base requirements. System design will be at the discretion of the DOR. Design shall be coordinated with base requirements.

PPI 26:

Part 3 Paragraph D301002 GAS SUPPLY SYSTEM reads:

“Natural gas is currently not available to site. Closest connection point is approximately 400 meters from site. For life cycle cost analysis the cost for natural gas piping to site is approximately $200 per meter.”

We would like to know whether the natural gas connection is required or alternate heating systems may be foreseen, (i.e. electrical water heaters and heat pumps for Air Conditioning), PPI 26 RESPONSE:

This is a clarification to the RFP. Disregard any mention of the local natural gas utility providing any portion of the natural gas piping system. The Offeror will be responsible for providing all of the natural gas system from the connection point, to the facility, and within the facility. With that stated, the Offeror is to determine if providing natural gas to the site is life cycle cost (LCC) effective for use in the facility from the closet connection point 400 meters away to the facility. Use your own estimated cost for this work. Disregard the estimate of $200/meter. If providing natural gas from 400 meters away is LCC effective then an oil system with an above ground storage tank is NOT required. If not LCC effective for natural gas then provide the oil system. Regardless of which system (oil or natural gas) the Offeror selects, the hot water boilers are required to be dual fuel (oil and natural gas).

PPI 27:

Part 3 Paragraph G402001 EXTERIOR LIGHTING FIXTURES AND CONTROLS reads: “Provide LED type lighting fixtures, complete with lamps.”

Part 3 Paragraph D502002 LIGHTING EQUIPMENT reads: “Typical fixtures in common spaces and corridors shall be recessed T8 fluorescent fixtures”

Please confirm the requirement of fluorescent fixtures for interior spaces. The recent trend is to use LED lamps only.

PPI 27 RESPONSE:

Design using LED fixtures.

PPI 28:

According to Demo Work Key Note 2 on Drawing C-101 (Attachment 1-B page 276) the existing fence close to the trench may be relocated. Please clarify whether the remaining of the existing fence shall remain as it is or is to be replaced/relocated.

PPI 28 RESPONSE:

Any portions of the existing fence that is not required to be relocated to accommodate new construction may remain in place. Fencing to be removed shall be to the nearest post.

PPI 29:

Part 3 Paragraph G403006 TV CAMERAS AND MONITORS reads:

Provide a system of cable supporting structures, including empty conduits with pull strings, junction boxes, outlet boxes, outlet connectors, and cover plates for exterior TV and security camera system.

Part 3 Paragraph G403007 ELECTRONIC SECURITY SYSTEMS (ESS) reads:

Provide exterior ESS including all conduit and wiring, underground structures, termination equipment, as required for a complete and usable system.

Please clarify the discrepancy between the two paragraphs. Usually the prime contractor installs empty conduits and boxes for the ESS system while the equipment is supplied by others (SPAWAR or other U.S. Contractors certified for installation of security systems.)

PPI 29 RESPONSE:

The intent is for the KTR to install the infrastructure (conduits, boxes, power supplies, etc.) for the ESS. Another entity (SPAWAR, etc.) would design, procure, install and test the systems equpment and devices. KTR must coordinate their design with SPAWAR and/or other entities.

PPI 30:

According to Part 3 paragraph D509004 LIGHTNING PROTECTION: “The Contractor shall provide a complete lightning protection system with a UL Lightning Protection Inspection Certificate certified to UL 96A”

Actually the system shall comply with European standards for materials and technical provisions, so it is almost impossible to have a Lightning Protection system certified to UL 96A. Of course the system will comply as far as possible with NFPA780 and with other military standards for that type of system.

Please clarify the actually intended requirements considering the mandatory requirement of compliance to Italian Norms.

PPI 30 RESPONSE:

The Contactor shall provide certification from a commercial third-party inspection company whose sole work is lightning protection, stating that the lightning protection system complies with both US and Host Nation Standards.

Third party inspection company cannot be the system installer or the system designer. Alternatively, provide a UL Lightning Protection Inspection Master Label Certificate or equivalent for each facility indicating compliance.

PPI 31:

According to the Base Exterior Architectural Plan (Attachment 1-B Pag. 230) the parking lot shall provide parking stalls and ramps for the handicapped.

Please confirm this requirement and clarify if one unisex or two separate male female accessible toilets shall be provided inside the new facility.

PPI 31 RESPONSE:

In accordance with RFP Part 3 Section 2.3.5, accessibility requirements shall be provided as required by the DEPSECDEF Memorandum "Access for People with Disabilities" dated Oct 31, 2008 and the New DoD, "ABA (Architectural Barriers Act) Accessibility Standard" (DoD ABAAS).

PPI 32:

Regarding Fencing (perimeter security) | Fence and gates height: In Part 3, Chapter 3, pg. 2, the required chain link fence and gates height is 2.4m (8'). In Part 6, Attachments, New Work Keynote #5 on sheet C-101 indicates 2.1m (7') tall chain link fence. Please clarify required height for perimeter fence.

PPI 32 RESPONSE:

The chain link fence height is 2.1m (7’) with an additional .3m (1’) of height associated with the 3 strands of barbed wire and outriggers at the top of the fence. The total height of perimeter fence including barbed wire and outriggers is 2.4m (8’).

PPI 33:

Regarding Project area | Required space dimension: In Project Program is indicated dimensions only for building and antennas diameter. Additionally, on drawings attached in Part 6 there are no measurements for project area, for Antennas concrete foundation and there are no requirements about distance between antennas and new building and between antennas concrete foundation and perimeter fence. Please provide these info for site development.

PPI 33 RESPONSE:

The edge of the antenna pad shall be a minimum of 200m from the centerline of the parallel taxiway. See attached drawing C-103 with dimensions shown in meters for reference.

PPI 34:

Section D503001, Telecommunications Systems requires SIPRNet and NIPRNet Systems. Please specify if only conduits and junction boxes or all elements (cables, panels, terminations, etc.)for complete systems are required.

PPI 34 RESPONSE:

Provide all telecommunications for a complete and usable facility. Coordinate with BCO for all design requirements.

PPI 35:

Regarding SIPRNet and NIPRNet Systems | Points of connections: On site plans attached to PP there are no indications about points of connection position for new SIPRNet and NIPRNet systems. Plese provide them.

PPI 35 RESPONSE:

Refer to paragraph G403001 and Attachment E-101 of the RFP.

PPI 36:

Regarding grounding system | Point of connection: On site plans attached to PP there is no indication about new grounding system point of connection to existing grounding system. Please provide it.

PPI 36 RESPONSE:

Refer to UFC 3-550-01 for distribution system grounding requirements. Grounding system design for the new facility shall be at the discretion of the DOR.

PPI 37:

In reference to the ATFP and UFC-4-010-01 requirements please advise if there is any restriction to have a one-story (one floor only) building for Missile Warning Facility?

PPI 37 RESPONSE:

The building shall be one-story .

PPI 38:

Can the Government please specify if UPS is required, autonomy, and for which system. Please provide the Government’s provided equipment total power system demand to be served by the UPS. Also, can the Government please clarify if the three 4.5 meter diameter antennas and all accessory will be provided and installed by the Government?

PPI 38 RESPONSE:

See Attachment 1 to this amendment for UPS and server requirements.

PPI 39:

In reference to PPI# 13 and the Government response listed in Amendment 002 dated 15 Dec 2015, Offerors request further information about the UPS. Please clarify if one or more UPS are required within this contract to be offered and for which electrical services and loads?

PPI 39 RESPONSE:

See Attachment 1 to this amendment for UPS and server requirements.

PPI 40:

In reference to PPI# 7 and Government response listed in Amendment 002 dated 15 Dec 2015, please clarify if the electrical power load requirement for the Antennas must be added to the building load and then to the building main panelboards, emergency generators, ATS, and/or UPS. If yes, please confirm that Offerors shall make available one

(1) Power Switch to future and separate antenna's installation contractor.

PPI 40 RESPONSE:

The antenna power loads shall be added as part of the building loads. The KTR shall supply all labor and material for the installation of power and comms to each antenna control cabinet. Cabinet will be NG provided KTR installed. Coordinate final locations, mounting instructions, stub-ups, and dimensions with NG prior to installation.
