SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
AMENDMENT 0004
The purpose of Amendment 0004 is as follows:
1. Provide Government responses to thirteen (13) Pre-Proposal Inquiries.
2. Updates to Technical Evaluation Factors 1 and 3.
3. Updates to specifications and drawings in TECHNICAL CONTINUATION SHEET section.
4. Incorporate attachments SKC-1 and SKL-1.
PRE-PROPOSAL INQUIRIES:
1. Question: 2.3 EVALUATION FACTORS AND PROPOSAL SUBMISSION
REQUIREMENTS, Page 27 - Section 4
According to this section, as a basis of evaluation for general construction experience, significant features include:
(i) multi-story construction;
(ii) at least 30 hospitality suites/rooms;
(iii) phased renovation of at least 5,000 square feet;
(iv) similar elements to Navy Lodge including guest rooms, front desk, lobby area, offices, retail space and lounge;
(v) phased renovation of hospitality common spaces;
(vi) emphasis on quality of workmanship on ALL aspects of the project; and
(vii) strict completion schedule.
Please, clarify why items (iii) and (v) “phased renovation” are significant to experience if the scope of work in the RFP doesn’t include any “renovation” in existing building.
Answer: See section entitled AMENDMENT 0004 – Eval Factors for information.
2. Question: 2.3 EVALUATION FACTORS AND PROPOSAL SUBMISSION
REQUIREMENTS, Page 28 - Section 4- Subfactor 1b
Regarding to this section, several dudes have arisen:
- In order to provide the more accurate information, please, clarify which “security works” have to be performed, as we have not found in the RFP any “security works”.
- If according to the specs (section 27 10 00 and section 33 82 00) all the communication works have to be done by one of the authorized vendors in the Base (Telefónica, Sinetel or Dominion), why is required company’s experience or subcontractors experience for this work?
- Basis of evaluations for this subfactor includes contradictories statements:
*Offerors who propose Offeror/specialized subcontractor teams or joint venture (JV) teams that have worked together previously on projects submitted for review may be rated higher.
* Offerors who demonstrate their own experience on the specialized work may be rated higher.
Please, clarify what is rated higher: own experience or subcontractor works.
Answer: See section entitled AMENDMENT 0004 – Eval Factors for information.
3. Question: Buried fuel pipes
We haven’t found in the specs any provision for the buried fuel pipes to be installed between the tank and the mechanical room. Please, provide the requirements (features, testing,….) these pipes must comply with.
Answer: Information provided in the TECHNICAL CONTINUATION SHEET section of this Amendment.
4. Question: Buried water tank – Drawing C108 Note 21
Note 21 in drawing C108 refers to a “buried water tank” to be installed close to the building. We have not found neither in the plumbing drawings nor in the specs the features for this tank and the connection to the interior water system.
Please, provide this information.
5. Question: The transformer for this project is identified as 1000 kVA in the attached drawing from the project and 2000 kVA from the attached SOW reference from the project.
Can you please verify which transformer capacity is correct?
Answer: Transformer capacity is 1000kVA.
6. Question: We haven’t found in the RFP the technical specs related to the wood trellis to be installed in the exterior of the building. Please, provide.
Answer: Provide pressure treated wood lumber members and fasteners as indicated on the drawings and specified in Section 06 20 00 Finish Carpentry.
7. Question: KITCHEN AND LAUNDRY EQUIPMENT
We have doubts regarding the kitchen and laundry equipment to be provided and installed by the awarded contractor. Please, clearly clarify which pieces of equipment are to be provided.
Answer: The equipment to be provided is specified in all Division 11 sections of the Specification.
8. Question: SECTION 31 23 00.00 20 Page 4- paragraph 1.7.1, DRAWING S-005 – SPECIAL
INSPECTION NOTES – Note 4
Section 31 23 00.00 20 Page 4- paragraph 1.7.1 “requires to hire a Professional Geotechnical Engineer to provide inspection of excavations and soil/groundwater conditions throughout construction”.
Drawing S-005, Special Inspection note 4 “recommends to hire the geotechnical services of a licensed Geotechnical Engineer to perform the soil special inspection”.
Please, clarify if the “Geotechnical Engineer” is mandatory or just recommended for the project inspection.
Answer: A licensed Geotechnical Engineer is required to perform the inspection.
9. Question: PART II - EVALUATION FACTORS - 2.3 EVALUATION FACTORS AND
PROPOSAL SUBMISSION REQUIREMENTS - FACTOR 3 – SCHEDULE –
This section requires “submit a narrative discussing transition plans for renovation work, including how the front desk, reception guest check-in area and admin office construction, relocation, and migration will be phased”
We have not found in the project any description or provision regarding renovation work, existing facilities relocation or migration. Please, provide information about the scope of this work.
Answer: See section entitled AMENDMENT 0004 – Eval Factors for information.
10. Question: RFP PART B - TECHNICAL SPECS
Several sections in the specs call for “LEED requirements” for materials and procedures, but it is not clearly stated whether this is a “USGBC LEED certified project” or not. Please, clarify whether this is a “USGBC LEED certified project” and therefore a LEED AP is required.
Answer: Yes, the project is USGBC LEED Certified and is currently registered as LEED Silver.
HBA has received approval of the design credits and the contractor will be responsible for providing the construction credits. See Section 01 33 29 SUSTAINABILITY REQUIREMENTS. Also see requirements of Section 01 45 00.00 20 QUALITY
CONTROL.
11. Question: RFP PART B - TECHNICAL SPECS –Courts – section 32 86 04
Regarding the playing courts surface system, specs in paragraphs 2.2.2 and 2.3.1 call for: “Basketball court / Tennis court surface shall be as indicated on the drawings and meet the requirements of Section 32 12 17, "Hot Mix Bituminous Pavement." Neither drawings nor spec 32 12 17 provide data for the surface system to be applied. Please, provide the requirements for this material.
12. Question: RFP PART B - TECHNICAL SPECS –section 09 05 00-paragraph 2.1 + Drawing
A604
Drawing A604 calls for “Noraplan Envioncare Art 1462” as the basis of design for the rubber tiles (F7). This is a roll tile with 2 mm thickness. However, specs require 300 mm square tiles with 3.2 mm overall thickness. Please, clarify the correct features the rubber flooring should comply with.
13. Question: RFP PART B - TECHNICAL SPECS –section 09 26 00
Specs section 09 26 00 addresses the “veneer plaster” finish. However, we haven’t found in the drawings where this finish has to be applied. Please, clarify.
Answer: Refer to Sheet A-603, ROOM FINISH SCHEDULE REMARKS NOTE 8.

SECTION 00600 - REPRESENTATIONS & CERTIFICATIONS
AMENDMENT 0004 - EVAL FACTORS
Technical factors 1 and 3 are revised as follows:
(a) FACTOR 1 – CORPORATE EXPERIENCE:
Corporate experience pertains to the types of work and volume of work completed by an offeror that are similar in size, scope and complexity to the project requirements as set forth in the subject Solicitation.
1) Proposal Submission Requirements: For all projects to be submitted for the Experience factor (both general and specialized), the attached Construction Experience Project Data Sheet (Exhibit 1) is MANDATORY and SHALL be used to submit project information.
The project description must describe the scope of work performed to demonstrate its relevancy to the applicable requirements of the RFP. Individual blocks on the form may be expanded; however, total length for each project data sheet cannot exceed two (2) single-sided pages. A minimum Times New Roman, 10 point font size may be used for the Construction Experience Project Data Sheet.
Subfactor 1.A General Construction Corporate Experience:
For general construction corporate experience, the Government seeks to evaluate the relevant hospitality facility construction experience of the Offeror as a prime construction contractor directly responsible to the owner, emphasizing quality of workmanship on all aspects of the project, and working within a congested construction area and under a tight construction schedule. Criteria for Subfactor 1.A are:
• Projects completed by the Offeror in any capacity other than a prime construction contractor will be considered unacceptable.
• Projects completed by a proposed subcontractor will be considered unacceptable.
• Projects with a total value below $10M (or foreign currency equivalent) will be considered unacceptable.
• Projects with less than 50,000 square feet of work will be considered unacceptable.
• With regard to the significant features, not every single project needs to include every single feature, but the relevant projects collectively must demonstrate experience in all of the significant features for the general experience of the offeror to be considered acceptable or higher.
• The prime contractor does not have to self-perform the work identified as significant features;
however the prime contractor must demonstrate that it has managed projects that included these features.
• If the Offeror is an existing JV, then the Offeror must provide at least one relevant general construction experience from one of its members.
• If the Offeror is a JV that does not have relevant general construction experience as a JV, then each member of the JV must submit at least one relevant general construction project in order for the Offeror to be considered acceptable.
• If each member of the JV does not have at least one relevant general experience project then the offeror will be considered unacceptable.
• For multiple award contract (MAC) or indefinite delivery / indefinite quantity (ID/IQ) contracts, the specific relevant task order(s) that constitute a single project on the same site, not the entire MAC or ID/IQ contract, will be considered the project for evaluation purposes.
• Offerors who demonstrate projects that exceed general construction experience requirements or experience on widely recognized, Mid-Market Limited Services Hotel facilities may be rated higher.
• Offerors who demonstrate work on mid-scale hotel facilities with similar amenities to the proposed project and that have consistently documented high guest satisfaction surveys may be rated higher.
In Tab 1a of the technical proposal, submit a minimum of two (2) to a maximum of five (5) construction projects (new construction or renovation) completed by the Offeror as the prime construction contractor that best demonstrate the Offeror's experience successfully executing and managing projects similar in size, scope, and complexity to the one under this RFP. Construction Projects shall have a total value of $10 million (or the equivalent foreign currency) or higher with at least 50,000 square feet of work and completed within the past seven (7) years from the date of issuance of the RFP. As detailed in the basis of evaluation for general construction experience, significant features include:
(i) multi-story construction;
(ii) at least 30 hospitality suites/rooms;
(iii) REMOVED
(iv) similar elements to Navy Lodge including guest rooms, front desk, lobby area, offices, retail space and lounge;
(v) REMOVED
(vi) emphasis on quality of workmanship on ALL aspects of the project; and
(vii) strict completion schedule.
Project description for each project shall clearly describe the scope of work performed and the relevancy to the project requirements of this Solicitation (i.e.: unique features, square footage, construction methods). In addition, the description should also address any sustainable features for the project, including specific descriptions of those features. For projects which are registered USGBC Certified, submit a copy of the LEED certificate. The LEED certificate does not count towards the overall page count.
Subfactor 1.B Specialized Communications and Security Construction Corporate Experience
REMOVED IN ITS ENTIRETY

• Final rooms will meet quality established and approved by NEXCOM during Final Sample
Room inspections
• Facility is fully functional –major appliances, air conditioning, lighting, plumbing, communications, keying system works and is fully programmed, etc. at CCD
• Punchlist shall only be aesthetic in nature (e.g., minor touch up paint, and must be able to be completed within two weeks)
