1.0 PROJECT DESCRIPTION

Building 95 is a 17 KSF multi-functional pre-engineered building built in 1994. It houses the FM&S and

UEM portion of the PD as well as NAVSUP FLC administration and storage spaces. This project will address necessary repairs to the aging building envelope, correct fire related deficiencies, and improve the efficiency of the HVAC system.

Given the stated objectives above, provide design and construction services for the following:

Architectural Works

The exterior works will include the following:

a. Remove existing roof system, replace with insulated roofing panels.

b. Remove existing side panels, replace with insulated panels.

c. Install a roof drainage system.

Mechanical Works

HVAC

Existing Conditions

Currently Building 95 has 17 split type heating and air conditioning units which serve the office spaces.

These systems are stand-alone and lack central temperature controls. Condensate from these systems is collected in rudimentary collection systems (buckets and bottles) and must be managed manually. Areas such as workshops, restrooms, the laundry room and the electrical room are not air-conditioned and are limited only to ventilation or exhaust systems.

Description The project will upgrade the HVAC system for buildings 95 by removing the existing split-units and installing dedicated outdoor air systems (DOAS) which include a Total Energy Recovery

(TER) exhaust air system as well as terminal units for individual room temperature control. The project will provide for new air supply, return/exhaust air ducts, associated HVAC piping with support fittings, drainage for condensates and electrical connections. New terminal heating/cooling units shall be controlled by DDC thermostats integrated to the building’s energy management control system (EMCS).

The EMCS will enable building operators to control, monitor and optimize functions of each individual room and all building mechanical systems through a wired network connected to DDC controllers.

Finally the project will combine heat recovery HVAC components with a solar hot water system to deliver 60% of the buildings total annual requirement for domestic hot water.

General Guidelines

The workshop areas shall be only ventilated and in accordance to Industrial Ventilation. Ventilation is achieved using transfer air from adjoined space and intake louver with pressure-relief damper and exhaust fan on wall. High Volume Low Speed airfoil fans will be provided in every workshop area.

The Laundry Room shall be a separate zone. For Laundry room, provide outdoor supply air directly to a central air plenum behind the dryers. Do not utilize conditioned air for dryer supply air. Supply air and

SMALL PROJECT TEMPLATE - PART 3 STATEMENT OF WORK / PROJECT PROGRAM - Page 3 exhaust air shall be provided as a separate and self-contained zone. Restrooms including showers shall be separate zones and ventilated only. Electrical room may be ventilated if feasible.

Provide a drainage system for fan coil unit condensates with an adequate number of floor drains to avoid running condensate and drain piping across open floor space. Sanitary cleanouts shall not be installed within occupied spaces, except for toilet and janitor spaces.

The main focus of the HVAC system design will be the safety, convenience, reliability, and comfort of the building occupants. All components of the HVAC systems will be easily accessible for maintenance and adjustments, and the design will include provisions for easy removal and replacement in the future. The systems will be reliable and stable in their operation and configured for ease of control and adjustment.

Requirements

Assess current conditions and provide the most cost-effective solution taking into account the following project goals and requirements:

Effective Temperature and Humidity Control: space temperature must be controlled within specific range for cooling and heating that is between 68°F (20°C) and 75°F (25°C), Indoor

Relative Humidity (RH) must be maintained between 30% and 60%. Provide positive room air pressure against the outside air to prevent moisture and unconditioned air penetration directly into the room. Consider high-efficiency dedicated outdoor air systems (DOAS) Air Handing Units for pre-cooling/pre-heating which includes a Total Energy Recovery (TER) exhaust air system to handle the ventilation requirements and the latent (moisture) load in the spaces. Consider

Desiccant wheel energy recovery unit(s) and Air Economizer features. Consider new supply and exhaust air system with fiber-free elastomeric duct liner for spiral ducts (thermal & acoustical insulation) to ensure constant air exchanges with respect to the Air Indoor Quality AHSRAE standards at a minimum. If air re-heat is required along distribution to maintain humidity levels, provide reheat via mechanical means rather than electric.

Energy Reduction and Metering: Reduce energy consumption by 25% compared to the FY15 baseline consumption verified through energy savings calculations in the design. Provide individual energy thermal and electric meters for the HVAC and Domestic Hot Water systems as part of the Measurement & Verification process, in accordance with base metering standards

(AMI). All new components must be high-efficiency, variable-speed pumps and EC super premium motor fans should be used throughout the HVAC system.

Energy Management Control System: Provide a system to include terminal unit/room controllers, DDC components and an operator’s workstation with a graphical interface located within the building. The energy management system shall interface via LonWorks® or BACnet® protocol with all mechanical systems installed and shall be part of the approved package of the

HVAC manufacturer (3rd party software and DDC components shall not be accepted)

SMALL PROJECT TEMPLATE - PART 3 STATEMENT OF WORK / PROJECT PROGRAM - Page 4

Design Criteria

Project design shall adhere to the following standards:
