Pre-Proposal Inquiry Answers

N33191-14-R-1200 JOC DJIBOUTI

40. Is a Pre-Proposal Conference planned for this opportunity?

ANSWER: No there will a site visit or a Pre-proposal Conference.

41. Will offices be provided for Contractor’s use inside the installation?

ANSWER: No. No, offices will be provided. However, a laydown area will be provided for contractor's material storage in which the contractor may coordinate with Public Works for the installation of a temporary office. No power, water or other utilities are available.

42. Reference Solicitation Section 00070, FAR 52.236-1, page 42 of 55.

Question: The referenced clause requires the Contractor to perform at least “50% percent of the total amount of work to be performed under the contract”. For the construction market this would mean that a Contractor would need to perform three (3) or more specialties with its own organization. This is not the case among construction companies. Organizations focus on one (1) specialty or two (2) at the most. Is it the intention of the requirement to encourage companies to enter into joint ventures in order to be able to cover a number of specialties?

ANSWER: No, that is not the intention. The Government has reviewed this clause 52.236–-1 PERFORMANCE OF WORK BY THE CONTRACTOR (APR 1984). We are changing this fill in requirement from %50, to %15 of the total amount of work to be performed under the contract.

43. Paragraph C.5.2 states that the "Cost proposals are to be prepared in a data base with an Excel transfer feature as the contract standard." Does this mean that the awardee of this contract must use the Online or CD-ROM version of the RSMeans Cost Data Books because the printed hard copy book cannot transfer to Excel?

ANSWER: No, this does not mean that the awardee of this contract must use the Online or CD-ROM version of the RSMeans Cost Data Books. However, to be reviewed by the Government the awardee must provide the proposals in an Excel format or a format that can be transferred to Excel as stated. What means, methods or software used is up to the contractor.

44. If the Online version of RSMeans can be used, should we use the data from the first quarter of the most recent year, or the most recent quarter's data?

ANSWER: The most recent quarter.

45. The Online version of the RSMeans Cost Data does not have the cost data sets listed in C.5.3 "Facilities Construction Cost Data" and "Repair and Remodeling Cost Data" as available options.

Similar but differently named data sets available in the Online RSMeans Cost Data are "Commercial New

N33191-14-R-1200

Construction" and "Facilities & Commercial Renovation". Are those acceptable and equivalent to the data sets named in C.5.3 for use with this contract? According to an RSMeans employee the RSMeans book formerly titled, "Repair and Remodeling Cost Data" book referenced in C.5.3 has recently been renamed to "Commercial Renovation Cost Data".

ANSWER: Yes.

46. Reference Solicitation Section 00010, page 3 of 55. CLIN 0001 for Base Period FFP indicates Maximum Unit Quantity of 15,000,000. The General Description of SF1442 cover page states, “The annual estimated maximum amount of this contract is $10 million for the base period and $10 million for each option period”.

Question: Can the Government please clarify the Maximum Unit Quantity stated in CLIN 0001?

ANSWER: There should not be a Maximum Unit Quantity of 15, 000, 00 in that field. The CLINs are not to be filled out. Please refer to answers on earlier amendments regarding the coefficient table.

No further Pre Proposal Inquiries will be accepted. Proposals are due June 6th at 2:00PM Central European

Time. Please make sure you copy Joseph Martinez Joeseph. A. Martinez@eu.navy.mil on your proposals
