Pre-Proposal Inquiry Answers
N33191-14-R-1200 JOC DJIBOUTI
1. In cases where the value of either, materials, skilled labor, or equipment are significantly higher in the theater of operations, will these be determined by the U.S. Government to be “non-pre-priced work, competitive quote?”
Yes. It will be stated on the RFP Task Order whether it’s Pre-Priced Work, or a competitive quote is needed.
2. Will all task orders be within the Republic of Djibouti, or shall there be JOC task orders to be issued for it’s forward operating bases?
All Task Orders will be within the Camp Lemonnier & Chebelley Air Field, in Djibouti.
3. Is the awardee required to supply individual project management, project safety, and project QC for each task order?
Yes as required by the RFP instructions. Please see page 54 paragraph 9.
4. What is the typical timeframe between a negotiated/approved task order and the NTP in regards to allowing enough time for material procurement and shipping into Camp Lemonnier and/or its forward operating bases, if JOC task orders are to be issued to its forward operating bases?.
This will be negotiated at the time of the Task Order and or site walk.
5. What percentage of the TO’s are going to be considered design build?.
Estimated quantity of projects requiring a professional engineer’s stamp is 10% of the task orders issued per performance period
6. For skilled tradesman, what are the minimum qualifications required of each trade to be sufficient to meet or exceed the U.S. Government’s expectation?
Please refer to the RFP, PART I - THE SCHEDULE SECTION C: DESCRIPTION/SPECIFICATION/WORK
STATEMENT TABLE OF CONTENTS
7. Will the RS Means data come from the printed cost book or from the web based cost data?
Please refer to the RFP, PART I - THE SCHEDULE SECTION C: DESCRIPTION/SPECIFICATION/WORK
STATEMENT TABLE OF CONTENTS. C.5 R. S. MEANS COST DATA
8. Please explain the relationship between the CLINs 1 through 5 and SLINs 1 through 10. Is the "Total Evaluated Price” to be entered into each CLIN “MAX NET AMOUNT?”
A price is not to be entered where it states “MAX NET AMOUNT” line items, for the Base Period, and Option Periods. The price should be entered into the Coefficient Schedule and the Total Evaluated Price. The solicitation added to many Coefficient Schedule blocks, there should only be one for the Djibouti Africa, and there should only be SLINs 001 thru 003 and 004 is a place holder for design prices.
9. Replace Coeffeicient blocks on page 5, 6 of the solicitation with just the below info.

TOTAL EVALUATED PRICE
NOTES:
(1) The Offeror is to provide Proposed Coefficients for Subcontract Line Item Numbers (SLIN) 0001 through 0003, calculate the Estimated Amounts, and provide a Total Evaluated Price.
(2) The completed Coefficient Schedule is to be submitted with the Price Proposal and will become a part of the contract award.
(3) The value of work estimated for SLINS 0001 through 0003 is for price evaluation purposes only. The actual distribution of work may differ significantly from that shown. Therefore, the Contractor should ensure that the coefficient properly reflects its costs for each category.
(4) Coefficients are not to exceed more than two places to the right of the decimal.
(5) In the event there is a difference between a Proposed Coefficient and the extended Estimated Amount, the Proposed Coefficient will be held to be the intended proposal and the total of the SLIN will be recomputed accordingly. If the Offeror provides a total amount for a SLIN but fails to enter the Proposed Coefficient, the total Estimated Amount divided by Value of Work will be held to be the intended Proposed Coefficient.
(6) All coefficients will remain in effect throughout the life of contract including all option periods.
(7) Estimated quantity of projects requiring a professional engineer’s stamp is 10% of the task orders issued per performance period.
(8) Multiple awards will not be made.
10. Page 18 Factor 2 Management Approach. In bulleted item five, it is asked to discuss how the offeror will provide labor, materials, equipment, subcontractors, project management to multiple sites simultaneously at various geographically dispersed locations. On page seven it is said that “multiple awards will not be made” Please clarify if there will be a multiple awards for this contract? If it is not a multiple award, should we just ignore this discussion question?
This questions still needs to be answered, however, replace it with the below. This is a JOC contract not a MACC contract therefore, only one award will be made to a contractor.
Discuss how the offeror will provide labor, materials, equipment, subcontractors, project management to multiple sites simultaneously.
11. Page 1 of 55 a due date written as 06 June 3014.
The due date for this solicitation is due 06 June 2014.
12. Please confirm in the coefficient schedule SLIN items 0001-002-003 coefficient reflects its costs for Category II.
SLIN items 0004-0005-0006 coefficient reflects its costs for Category III and items 0007 0008 0009 Category IV.
Please see answer to number 8 of this Amendment.
13. Can you please clarify the differences between Site Safety and Health Officer (SSHO) on C.16.6 and Task Order SSHO on C.16.7. Because it increases the overhead cost to provide two different HSE Managers on site, would it be okay to provide one Site HSE Manager that will be on site during the period of performance and one HSE Manager at the Headquarters?
The requirements are explained on C.16.7. Where your SSHO individual resides is up to your firm. However, you will need a SSHO with the qualifications stated in C.16.6 and on every task order.
14. Because it is a heavy qualification for a Task Order job which increases the overhead cost, is it possible to remove the following qualification for both sections in C.16.6 and C16.7 “successfully completed the Environmental Compliance Awareness Training (ECATT) Program:
No this qualification cannot be removed.
15. Please clarify how many contractor will be selected for the project?
Only one Contractor will be selected for the JOC contract. This is not a MACC contract.
16. Section C 2012-7-9 part C.4.4 We understand from this phrase that the coefficient will be a sum of bare cost plus cost of doing business i.e. coefficient 1 for bare cost + (or minus) coefficient for doing business. Please confirm this.
Please read that complete section.C.4. The coefficients Schedule is provided..
17. Factor 4 – Past Performance, page 19. We have multiple CCASS ratings that have been provided for individual task orders but do not have one for the overall ID/IQ contract. Will a PPQ be required for the overall program, or can a representative of a few task orders be provided for each ID/IQ contract?
A representative of task order can be provided for each ID/IQ contract.
18. Contract Schedule Page 5 Are there missing schedules from the RFP? Should there be a schedule for Base Year and Four Option Years?
Refer to answer on question 8.
19. Is it acceptable to use 11x17 size paper for large graphics? If so, will the 11x17 page count as one page or two?
No we will not accept 11X17 size paper for large graphics.
20. Ref Section 00600, RFP page 30 of 55: Should Reps and Certs be submitted with the Price Proposal?
No, the Government will pull directly from the System for Award Management (SAM). Registration is required for all offerors and is the online Representations and Certifications Application. There is a clause on that page 30 of 55 for Certificate of Independent Price Determination and a fill in that needs to be completed.
21. Ref Section 00100, RFP pages 5 & 6 of 55: SLINS 1-3, 4-6 and 7-9 appear to be identical as the table headers and contents are the same except for the SLIN numbers themselves. Do SLINs 1-3 relate to Category II work; 4-6 relate to Category III work; and 7-9 relate to Category IV work?
Refer to answer on question 8.
22. Will the USG provide the JOC contractor fuel for its equipment used in the performance of task orders issued?
If so, what will be the conditions of providing this GFM?
No the Government will not provide fuel for the contractors equipment. Refer to clause 5252.236-9305 on page 50 of 55.
23. Are we going to complete the attached “Solicitation Contract Form” (Item no 0001 through 0005) or shall we leave it blank? In the Coefficient Schedule(pg.5), why does it read as “ SUBCONTRACT Line Item”? Normally it’s “Contract Line Item”. Does it mean anything? Why are there 3 tables of Coefficient Schedule, content of which are all same? Why is the proposed coefficient 1.0 for “0010 Placeholder for design price for projects requiring a Professional engineer’s stamp”?
Refer to answer on question 8.
24. SECTION C, C.4 Coefficients, page 9 of 41 Please clarify whether the Coeffient should take into account the Area Cost Factor, in accordance to UFC 3-730-01, 4-1.2.2 Location Adjustment:"Area Cost Factors is a listing of factors for use in adjusting estimated costs to specific geographical areas. The Area Cost Factors (ACF), updated annually, reflect the average statistical differences in normal labor, material, and equipment costs for similar facilities built in different geographical locations. The ACF includes allowances for weather, seismic, climatic, normal labor availability, labor productivity, life support/mobilization, and contractor's overhead and profit conditions. The factors do not reflect abnormal differences due to unique site consideration, such as historical preservation."The Area Cost Factor for Djibouti is 2.05, as determined in PAX Newsletter No 3.2.1, dated 15 Feb 2013 To this respect, please clarify whether in case of Pre-Priced Works the pricing will be obtained multiplying theCoefficient to the bare RS Means cost, or the RS Means cost increased by the Area Cost Factor. In other terms:a) Price = Coefficient * RS Means cost ; or b) Price = Coefficient * ( RS Means cost * AFD )
Coefficient must include contractors overhead and profit, but also all other costs associated with doing business that are not represented in the R.S. MEANS bare costs or in Subcontractors proposals. a) Price = Coefficient * RS Means cost. Even though you sate the Area Cost Factor for Djibouti is 2.05 it will be competitive on what offerors think the cost will be in doing business in that area. We changed it to only one Coefficient schedule for Djibouti Africa.
25. RFP SECTION 00010 - Solicitation Contract Form, Items 0001, 0002, 0003, 0004, 0005 - pages 3 to 5 of 55 - Please clarify whether we need to fill in the field "MAX NET AMT ___________" for each of the five items,or if we may leave these fields blank.- If we need to fill in, please clarify how we should determine the relevant amount.
No do not fill in, just the coefficient schedule.
26. SECTION C, C.19 Environmental Protection, C.19.3.2. Environmental Protection Plan, page 35 of 41"Appoint an Environmental Manager for the contract. This is not a key manager under the terms of the Contract, but is still an integral part of meeting the environmental requirements. This person may have other job duties as assigned, provided that the environmental requirements of the contract are met." - Please clarify whether the Environmental Manager may be the same person as the SSHO or the QCM, or if weneed to plan for dediated personnel to serve the role, and therefore price it in the Coefficient.
As long as the Environmental Contract requirements are met, it can be the same person as the SSHO or the QCM.
27. RFP Section 2.4 Non-Price Evaluation Factors, Factor 2 - Management Approach, page 18 of 55"Identify key personnel and provide qualifications for who will perform the following functions:project management, quality control management, and safety management." SECTION C, C.2 Management and Administration, C.2.6.1.3.
Quality Control Manager (QCM), page 7 of 41"The QCM may or may not be the same person as the PM, unless specified under requirements of individual Task Orders. In the case where an individual Task Order requires that a QCM cannot serve separate functions, such services shall be included as a non-pre-priced item in that Task Order." - Please clarify whether both a PM and a separate QCM need to be priced in the Coefficient, or whether only the cost of the PM needs to be included in the Coefficient.
At a minimum, include the PM, QCM, SSHO and on-site supervisor. Please refer to Part I – The Schedule Section C: Description/Specification/Work Statement.
No further Pre Proposal Inquiries will be accepted after May 26, 2014 at 11:30 A.M. Central European Time.
