Background
Pearl Harbor Naval Shipyard & IMF (PHNSY & IMF) continually compares active and upcoming requirements to current organic capacity in an effort to determine shortfalls and subsequent contracting opportunities
PHNSY & IMF has currently identified an organic non-nuclear trade labor shortfall for FY16 – FY18 This shortfall presents a contracting opportunity in the form of a non-nuclear touch labor contract unlimited 3

Pre-solicitation Notice N32253-15-R-0005 (DATED 1/27/2016) was issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future
The RFI does not commit the Government to contract for any supply or service
All costs associated with responding will be solely at the responder’s expense

Question: Is there an incumbent contract and how much was spent on the contract in previous years?
Answer: There is not an incumbent contract.

Question: As a small business, are we allowed to sub with a large business?
Answer: The rules for subs can be found in the FAR clauses that will be referenced in the solicitation.

Question: Is there a 50% in-house must use clause/rule. If so, can you remove it being we are on an island and resources are limited.
Answer: The contract is going to include FAR Clause 52.219-14, Limitations on Subcontracting.

Question: Why not make this a MAC?
Answer: We anticipate that this will be a single award IDIQ, however, the government has not made its’ determination yet; A MAC is still an option.

Question: Paragraph C.1.3 Coordination Process- are the cost associated with providing supervisors/management of the contract directly billable as individual labor categories or should these costs be rolled into the trade rates?
Answer: It depends on how your accounting system allocates these costs.

Question: Would the government consider a large business version of this contract to increase your chance of getting all the labor you need?
Answer: We have already considered whether this will be open to large businesses as the prime. This is a 100% small business set aside.

Question: Does the government intend to specify a percentage or number of hours to be allocated to overtime for pricing?
Answer: This will be included as part of the solicitation.

Question: Will travel be an allowable cost under the contract or do you expect all of the labor to come from local (on island) sources?
Answer: Travel is an “other direct cost” (ODC) under the contract.

Question: Will there be a material line item included in the contract to allow the contractor to purchase consumables such as respirator cartridges, etc.?
Answer: Some consumables will be provided by the Shipyard (such as respirator cartridges). Consumables under the contract will be minimal and specified per delivery order.

Question: Will there be any SUBSAFE work associated with this effort?
Answer: No.

Question: Are you able to specify what trade skill designators (TSD’s) you are seeking and/or specific skills such as pipefitter, load, SUBSAFE, etc.?
Answer: This will be included as a part of the solicitation.

Question: Will the IDIQ have a minimum delivery specified?
Answer: Yes.

Question: Will the desired technical details be specified such as: Journey level, Helper level, apprentice, etc.?
Answer: The experience level is within C.2.4 of the draft PWS.

Question: Will there be a requirement for Shipboard experience? And if so, will there be allowance consideration for other equivalent industrial experience?
Answer: This is identified within C.2.4 of the Draft PWS.

Question: Understood the “Red badge” are able to be given when awarded contracts.
Question is, how long will red badge take to process? We have received CIA access on previous jobs.
Answer: Average turn around time for an interim clearance is 30 days.
The time for the red badge process may be different depending upon multiple factors. We do not have a specific time how long will the red badge take to process.

Question: Are there several responses from viable small businesses that have helped to dictate the decision for a 100% small business allocation?
Answer: Yes.

Question: How long will task orders usually allow before start of work?
Answer: 2 weeks.

Question: What OQE will be requested/required for training/qualifications?
Answer: Records to support that trade requirements have been met.

Question: Who will actually put the trades to work (pre-job brief, TWD, etc.), oversee the work and certify the work. If PHNSY, what is the role of contractor supervisor?
Answer: The role of the contractor supervisor is identified within the PWS at C.2.4. The NSA certifies the work.

Question: How far in advance of in yard need do you foresee issuing orders under the IDIQ? Lead-team for contractor to fulfill request?
Answer: 2 weeks from date of delivery order.

Question: Will a listing of current red-badge holders be required with the company’s proposal? Or/And will a list be required at the award?
Answer: This will be identified within section L of the solicitation.

Answer: The contract will include an access to vessel by non-US citizens.

Answer: The rates will be covered by a rate agreement, which is agreed to each year.

Question: What Shipyard security and safety training must the laborers attend?
Can that training be arranged to occur at one time for all, plus a stragglers session?

Answer: This is a first time contract.
