The following items are applicable to this modification:

QUESTIONS AND ANSWERS PART II

The answers below combine some similar questions. Some potential Offerors requested sections removed from the Solicitation. The solicitation shall remain the same with the clarifications below.

1. C-2.3.e. states that “Within one business day of receiving delivery order award, awardee shall provide qualifications as listed in each trade.” Please specify what is specifically required to be provided.

See answer to question #2.

2. C-2.3.e. Due to fluctuations in the demand for touch labor to shipyards, it may be necessary to recruit and qualify personnel to supply the requirements of a delivery order. Recruiting, training and delivering qualified personnel records generally requires two weeks. Respectfully request that the Government consider relaxing the one day requirement to allow the Contractor ten calendar days to provide qualification documentation on personnel after award of a delivery order.

At a minimum, Contractor will provide qualifications records 14 days prior to the start of work.

3. C-2.4.c states “The contractor shall maintain detailed personnel qualification records for those workers performing work in accordance with this contract, and shall provide a printed copy of these records or supporting documentation for review to the Contracting Officer (or designated representative) prior to issuance of the delivery order.” This appears to conflict with C-2.3e which seems to ask for the same documentation by “Within one business day of receiving delivery order award...” As previously stated, due to fluctuations in shipyard touch labor requirements, ten calendar days is normally required to provide this documentation.

Contractor should maintain qualification records for workers continuously throughout the performance of the contract in addition to providing them before the beginning of performance.

4. Section L 2.3.3, please clarify whether or not the cross-reference table referred to is the same as the cross-index on page 79, Section L paragraph a.

Yes they are the same, you only need to include one cross-reference table.

5. Section L 3.3b addresses Previous Contracting Efforts. Attachment 7, however states that there is a two page limit for each questionnaire. Since the questionnaire, Attachment 6, is discussed in the preceding paragraph (a) and would not normally be subjected to a page limit, please clarify whether or not the 2 page limit is intended for the Previous Contracting Efforts, Attachment 7.

Neither attachment 6 nor attachment 7 needs to go beyond 2 pages each time a company completes the attachment.

6. L-4.0 states the completion and submission to the Government of an offer shall indicate the Offeror’s unconditional agreement to the terms and conditions in this solicitation. In evaluating an Offeror’s capability, the Government shall consider how well the Offeror complied with the instructions in the solicitation. May an Offeror take an exception to any of the terms and conditions of this solicitation in their response or propose an alternative?

Per Section L. 4.5.1, an Offeror may identify any exceptions it takes to the terms and conditions of this solicitation for the Government's consideration and acceptance or rejection at the Government's sole discretion.

7. Section L-4.1 states “Included in the Technical Capability section shall be a sample qualification/training record showing the minimum training, qualifications, and experience level, including required experience, the Offeror would present as suitable to meet the requirements of the PWS. Please clarify whether a single, sample Qualification record is required, or if an example is required for each trade that an Offeror is bidding.

Provide a sample qualification/training record for each trade that an Offeror is bidding.

8. L-4.1. A single sample qualification /training record will require multiple pages. If a sample is required for each trade, the sample qualification training records will, by themselves, exceed the 25 page limitation for the Technical volume. Request that the sample qualification records be added to the list of exemptions from the page limitations in L-2.3.2.

The sample qualifications will not apply to the page limitations in L-2.3.2.

9. L-4.1. states “The contractor must supply PHNSY with a training plan for each trade skill listed in the PWS as part of the contract proposal. This training plan shall identify all of the qualifications associated with a trade skill.” These Training Plans alone will exceed the 25 page limitation for the Technical volume. Request that the training plans for each trade skill be added to the list of exemptions from the page limitations in L-2.3.2.

The training plans will not apply to the page limitation in L-2.3.2.

10. L-4.2.1 (l) (4). Since actual tasking will result from awarded individual Task Orders, what is the definition of “full performance” in the requirement for offerors to address “The Offeror’s start-up plan to full performance within two weeks after contract award?”

Full performance in this instance means the full performance of receiving a delivery order for any trade.

11. L-4.2.3 (c) The requirement to “Describe the qualifications of the personnel who will be assigned to supervise and perform the work under this contract” is included under 4.2.3 Proposed Key Personnel. Please clarify the positions under this solicitation that are to be proposed as key personnel.

Each offeror will clarify the positions they consider key personnel as per L-4.2.3.

12. L-4.2.3 Proposed Key Personnel, states “Resumes, which will indicate education, background, recent experience, and specific pertinent accomplishments, shall be provided for all listed key personnel.” Contingent letters of hire have already been excluded from page count. Based on the large amount of information being required for the Management volume, recommend that resumes also be excluded from the Management volume page count.

Resumes are excluded from the Management volume page count.

13. Once the contract is awarded, is an IDIQ holder restricted to bidding RFQs based on the trades that they bid on this contract?

Yes. Propose all trades you intend to bid.

14. Section L, 4.1 “Copies of the contractor’s current training curriculum for confined space, respirator, and fall protection programs shall be submitted as part of the contract proposal.” Is the requirement for a syllabus with objectives and course outline or more detailed course content?

Syllabus and objectives and course outline is sufficient.

15. The solicitation contains FAR 52.215-20, Requirements for Certified Cost or Pricing Data and Data Other Than Certified Cost or Pricing Data, and various other cost or pricing data clauses. FAR 15.403-1(c)(1)(ii) states that adequate price competition is a standard for exception from certified cost or pricing data requirements if there was a reasonable expectation that two or more responsible offerors would submit priced offers.

This clause will remain in the solicitation. The Government will re-evaluate the inclusion of the clause in the awards after receipt of proposals.

16. It is assumed that the Government has reasonable expectation that two or more responsible offerors will submit price offers, as Section C states, “The purpose of this multiple-award…” Will the Government consider eliminating the cost or pricing data clauses and instead modify clause 52.215-20 to 52.215-20 Alt IV?

This clause will remain in the solicitation. The Government will re-evaluate the inclusion or modification of the clause in the awards after receipt of proposals.

17. The solicitation contains DFARS 252.215-7009, proposal adequacy checklist. Per DFARS 215.408(5), this is required, “When the solicitation requires the submission of certified cost or pricing data.” Will the Government eliminate this requirement if submission of certified cost or pricing data is not required?

The Government will not eliminate this request.

18. Will a lay down area be provided to the contractor for a temporary tool crib?

Contractor will need to share current lay down areas with existing shipyard personnel.

19. Will the government provide office space for the contractor supervision?

No.

20. Will the government please provide the make, model numbers in order for the contractor to procure the proper adapters for their tools?

Specific information regarding adapters can be provided upon award of contract and/or delivery order if requested.

21. Since the scope of work in unknown and contractor will not have access to the shipyard tool cribs, will the government provide the types/amount of tools and associated consumables the contractor is expected to provide to the tradesmen conducting the work?

A list of contractor furnished tools is listed in the contract by trade. Based on the work associated with the trade, the contractor will have to determine what consumables are typically needed

22. There is no requirement in the DD254 for contractor personnel to have access to or store classified information. Request the government delete paragraph C-1.7, which requires the contractor to have a “confidential” or higher facility security clearance and paragraph HQ L-2-0003, which requires offerors to have a facility security clearance at the “Secret” level.

The requirement for The DD254 and paragraph C-1.7 will remain in the solicitation and contract.

23. RFP paragraph C-1.1c) states “the contractor shall provide...for all labor, management, supervision, coordination…to perform the requirements of each delivery order issued.” RFP Attachment 3, Trade Estimate, does not allocate any labor hours to management personnel. Request the government provide additional labor hours for a project manager.

Different Offerors will take different approaches for project management. Include your approach in your management approach volume in section L.

24. Section C-1-1, paragraph b), page 8 states that: “….All proposals must contain at least 3 trades for consideration. “ If awarded an IDIQ Contract having bid less than the maximum number of billets, during the Delivery Order competition process will the awardee be permitted to quote on those labor categories not quoted for the IDIQ Proposal? (e.g., an offeror did not bid painter/blaster in the Proposal for the IDIQ and is an awardee. Will that offeror be permitted to bid on the painter/blaster category during Delivery Order competition?)

Propose on all trades that you intend to bid. E.G., an Offeror will not be permitted to bid on a delivery order for the painter/blaster category if they did not propose painter/blaster in their offer.

25. 2. Section C, pages 29 -30: A labor category and requirements are provided for a Foreman/Supervisor but there are no estimated man-hours for this billet in Attachment 3. How is the offeror to estimate this labor category?

Each delivery order will come with a requirement for a supervisor/foreman. The maximum ratio allowed will be 10 employees to 1 supervisor.

26. Section L, Management Approach (Factor 2), 4.2.1, page 85: A great deal of information is requested with regards to the offeror’s Quality System and its adequacy for this effort. Many ship repair contractors have had their Quality System reviewed and approved by NAVSEA and other U.S. Navy organizations (e.g., NSYs, RMCs). Instead of replicating the information from their Quality System in this Proposal section, may the offeror provide the approval letters?

Yes

27. Example from above: “(e) Document the use of the proposed quality system on previous and current contracts and describe the applicability of the system for this ship repair requirement.” All of our ship modernization and ship repair Prime Contracts require an approval from the customer of our Quality System in accordance with NAVSEA standard item 009-04.

Provide the approval letters vice making the generic statement.

28. Section L, Management Approach (Factor 2), 4.2.3 (c), (d), and (e), Proposed Key Personnel, page 86:

Which personnel are “Key Personnel”?

Each offeror will clarify the positions they consider key personnel as per L-4.2.3.

29. In (c), “Describe the qualifications of the personnel who will be assigned to supervise and perform the work under this contract. Information is required which will show each person's general qualifications and recent experience with similar projects or contracts”; should the proposal contain this information for every person bid, since personnel either supervise or perform work. Is this correct?

The proposal shall contain information on who the offeror considers key personnel. During the solicitation phase, qualifications are not required or desired for every person performing the work.

30. In (d), “For those personnel who will not be assigned full time to this contract, the proposal must show the approximate percentage of time each will be available for this contract.”; What billet(s) does PHNSY consider full time?

Discuss your approach on how you will ensure you will have adequate personnel for trades you bid. Use examples of billets you believe may become full time.

31. In (e), “Resumes, which will indicate education, background, recent experience, and specific pertinent accomplishments, shall be provided for all listed key personnel”.; again what does PHNSY expect from this requirement? Management? How many? All trade personnel? How many?

Each offeror will clarify the positions they consider key personnel as per L-4.2.3.

32. Section L, 4.1 Technical Capability, page 84: “The contractor must supply PHNSY with a training plan for each trade skill listed in the PWS as part of the contract proposal. This training plan shall identify all of the qualifications associated with a trade skill.’ Responding to this requirement for all eleven trades could be in excess of the 25 page maximum allowed for the entire Technical Capability Section. Request that the response to this requirement not be part of the Section page count maximum.

Concur, the response to this requirement will not be part of the page maximum.

33. Past Performance Report Form, Attachment 6: If a CPARS has been submitted by our customer for the contract/order developed for Attachment 7 (Previous Contracting Efforts Form), is it required that the customer submit an Attachment 6 when our performance has been previously documented?

Potentially. Either is acceptable and you do not need to submit the same information twice.

34. Past Performance Report Form, Attachment 6: There is no place on the Form to identify the offeror or customer. Permission requested to modify the form to include the offeror’s name; and customer’s name, agency (company), telephone #, e-mail address, signature, and date?

You may modify the form as you deem required. Limit the info on each Attachment 6 and/or 7 to 2 pages for each instance of the form.

35. Please confirm that this work is not wage determined (i.e., SCA work).

Confirmed.

36. Pg. 84, Section L, Paragraph 3.0, Proposal Organization, Sec. 3.5 Volume V – Contract Information indicates that the “SF-33: All Fill-ins, including page 1 blocks 12-18 fully complete and all fill-ins in Sections B to I” should be included in Volume V. On pg. 87, Section L, Paragraph 4.4.1, Section B is to be included in Volume IV – Supporting Cost Data and Paragraph 4.5 indicates that Volume V is to include Section H-I Fill-ins. Please clarify which contract “Fill-ins” are to be included with which Volume.

Fill-ins may be in volume IV or V. The intent is to keep the technical, management, and past performance volumes separate from costs.
