The following items are applicable to this modification:
SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
BIDDERS QUESTIONS PART 3
PHNSY Touch Labor Potential Bidder’s Questions Part 3
1. The solicitation contains FAR 52.215-20, Requirements for Certified Cost or Pricing Data and Data Other
Than Certified Cost or Pricing Data, and amendment 0002 stated it would not be removed. 52.215-20(b)(1) states:
The offeror shall prepare and submit certified cost or pricing data, data other than certified cost or pricing data, and supporting attachments in accordance with the instructions contained in Table 15-2 of FAR
15.408, which is incorporated by reference with the same force and effect as though it were inserted here in full text.
This compels offerors to submit certified cost or pricing data with the proposal submission. Please clarify if that is the intent.
The clause will remain in the solicitation and the resulting contract. The intent is to have the clause available if, for example, we do not believe we will get adequate price competition at the delivery order level. Thus, the clause needs to remain in the parent IDIQ. The intent is not to get certified cost and pricing data with your solicitation proposal.
2. Based on the Government’s response to question #5, Amendment 0002, it is understood that neither
Attachment 6 nor Attachment 7 are to exceed two pages. Page 87, L - 4.3.3 Previous Contract Effort
Narratives, states “For each of the Previous Contracting Efforts submitted on Attachment 7 (Past
Performance Information Form), the Offeror shall also provide a Previous Contracting Effort Narrative detailing the following information.” Based on the organization of Volume III Past Performance, this narrative is in addition to Attachments 6 and 7. Does a page limit apply to each individual narration?
The information referenced in the question should fit within your 2 page maximum on Attachment 7. Yes, the page limit applies to each individual narration.
3. M-2.2 Description of Evaluation Factors, Factor 2 – Management Approach states “The Government will evaluate the Offeror’s approach for subcontract management for level of detail and quality with emphasis on areas which may include... contingency plans... as well as other proposal content of this factor as considered to be relevant.” Request that the Government provide guidance on the type of contingency planning that it requires the Offeror to discuss.
This refers to your management approach for subcontractor management. What, if any, are your contingency plans if your subcontractor approach does not work out as planned?
4. Mod 2, Response to Question #5: The offeror is only able to request that the customer limit his/her input for Attachment 7 to two pages or less. If the customer exceeds two pages, will that information be accepted by the Contracting Officer?
If a customer exceeds two pages, the Contracting Officer will accept the relevant information in the customer’s response beyond two pages.
5. Section L, Paragraph 4.2.1, Management Plan: Subparagraphs (a) through (g) specifically relate to the offeror’s Quality System. The response to Questions #26 and #27 of Mod 2 permits submitting the offeror’s
Quality System approval letters instead of “Provid(ing) the approval letters vice making the generic statement”. Will these letters preclude the offeror from providing narratives to (a) through (g)?
N32253-15-R-0005
Yes, provided that you mention in your solicitation response that this is your intent.
6. Section L, Paragraph 4.2.1 (h): What is meant by “Describe the process of assigning responsibility to work results”?
How do you hold your employees responsible for their work results?
7. To clarify Mod 2, if a Contract used as Past Performance is assessed through CPAR, a Past Performance
Questionnaire (Attachment 7) is not required to be completed and submitted by the customer?
Correct, provided that you provide information in your response making the Contracting Officer aware that this is your intent.
