This is a Performance Work Statement (PWS) for underwater hull cleaning and inspection services for the USNS Sacagawea (T-AKE 2), a U.S. Navy vessel. The work is categorized as a fixed-rate task under contract number N00000-00-X-0000, with performance scheduled from November 16, 2026, to November 26, 2026, at Guam Pier. The contractor must perform complete removal of marine fouling and growth from the entire underwater hull, including the propeller (6.5-meter diameter, five-blade, nickel aluminum bronze), rudder, shaft seals, sea chest suction grates, bow thruster propeller, rope guards, and all appendages. Cleaning must conform to NSTM Chapter 081 standards using approved methods: hand-cleaning with plastic scrapers and nylon brushes, and powered cleaning with nylon and polypropylene brushes and non-abrasive conditioning discs. Propeller blade edges within three inches must be cleaned by hand only to prevent damage. The contractor must conduct comprehensive pre- and post-cleaning inspections, document any damage or deficiencies with photographs and completed inspection forms, submit condition reports and "as released" condition reports in PDF format, perform painting and restoration of disturbed surfaces, provide technical documentation updates, and coordinate equipment lockout/tagout procedures with ship's force.
Performance standards include 99 percent on-time completion with liquidated damages of 1 percent of contract value per business day late (maximum 10 percent), quality deliverables with no more than three errors per document, and compliance with FAR 52.222-50 (trafficking in persons) and DFARS 252.203-7002 (whistleblower rights). No government-furnished equipment or materials are provided. The primary government point of contact is Port Engineer Lee Fulcher, with additional contacts including Chief Engineer Mark Mariner and Captain/Master Ty R. Penny. All work must comply with General Technical Requirements 1 through 7, 22, 23, 24, 28, and 29, and comply with IMO and SOLAS requirements. The contractor and all subcontractors must consult applicable requirements and conduct a pre-dive planning meeting addressing vessel drafts, clearances, water conditions, communication procedures, and emergency protocols.
