About this file

This document is a Statement of Work (SOW) for an Underwater Inspection in Lieu of Drydocking (UWILD) survey on the USNS SACAGAWEA, a T-AKE class supply ship, scheduled for Port of Embarkation in Guam from November 16-26, 2026. The vessel measures 688 feet 11 inches in length, 654 feet in breadth, with forward draft of 22 feet 10 inches and aft draft of 27 feet 9 inches, and is equipped with one rudder and one propeller.

The contractor must provide diving services through an ABS-recognized External Specialist to conduct a comprehensive underwater hull inspection as an alternative to traditional drydocking. Key deliverables include a pre-survey planning meeting with specified stakeholders, complete underwater examination of the entire vessel using closed-circuit television with two-way communication and color photographic/video documentation, inspection of sea chests, valves, rudder assemblies, propeller, stern and rudder bearing clearances, and anodes. The contractor must coordinate equipment lockout/tagout procedures, measure bearing clearances, conduct nondestructive testing as required, and provide three DVD copies of video documentation with audio commentary to the OMT REP, ship, and ABS Surveyor. Condition reports identifying any deficiencies must be submitted electronically in PDF format within 24 hours of discovery. Performance standards require 99% on-time completion with penalties of 1% contract value per business day late (maximum 10%), and deliverable quality standards permitting no more than 3 errors per document with 1% deductions per return (maximum 10%).
