About this file

This is a pricing template for vessel charter services under RFP N3220526R0014. The attachment establishes the basic daily pricing structure that offerors must use to submit cost proposals for a Jones Act-qualified U.S.-flag host ship to be based in Pearl Harbor, Hawaii, for Naval Special Warfare operations. The template covers a base period and four option periods, with the base period and options 1-3 calculated on a 365-day year (option 4 on 335 days), requiring offerors to itemize daily costs across multiple categories: crew-related expenses (lines 1-8, including wages, training, victualling, transportation, and other crew costs totaling $0); vessel costs (lines 9-18, including maintenance, lubricants, surveys, equipment, capitalized costs, depreciation, and other vessel costs totaling $0); insurance costs (lines 19-26, including protection and indemnity, hull and machinery, and other insurance totaling $0); general and administrative expenses; and profit. The final line item calculates the daily rate by dividing total annual costs by days assumed on-hire per year, accounting for off-hire days.

The template also includes a separate fuel consumption data section requiring offerors to specify barrels per day of fuel consumption across four operational categories: fuel underway (laden), fuel underway (ballast), auxiliaries underway, and idle fuel periods, with an estimated total of 1,978 days of performance across the base period and all options. Offerors must select from three fuel types—MGO/MDO, IFO-180, or IFO-380—and consumption data must align with Special-Time boxes 68-71 and be reflective of 60 degrees Fahrenheit conditions. The government will convert barrel consumption to metric tons using specified conversion factors and apply Defense Logistics Agency-Energy (DLA-E) standard prices: MGO/MDO at $1,500.83 per metric ton, IFO-180 at $964.80 per metric ton, and IFO-380 at $956.21 per metric ton, with all pricing in U.S. dollars.

Notes:
The total number of days include the base period and all options to include the FAR 52.217-8 Option to Extend Services.
The number of days in the box above are considered estimates and shall not form the basis of a future claim.
The Government's fuel consumption calculations will be made using metric tons as the unit of measure. The below table will be used to convert barrels to metric tons.
Conversion Factors for Barrels to Metric Tons
MGO/MDO:7.507 barrels per metric ton
IFO-180:6.526 barrels per metric ton
IFO-380:6.468 barrels per metric ton
The price per metric ton will be based on the following Defense Logisitics Agency - Energy (DLA-E) Standard Prices as indicated in the below table.
Defense Logistics Agency - Energy (DLA-E) Standard Prices
MGO/MDO:per metric ton$ 1,500.83
IFO-180:per metric ton$ 964.80
