About this file
This is a Technical Offer Worksheet for the SSV MIDPAC Time Charter, which establishes documentation requirements that offerors must submit to demonstrate vessel compliance with the Performance Work Statement (PWS) requirements.
The worksheet specifies required submissions across multiple vessel capability categories. For Flag & Class Certifications (PWS 2.10), offerors must provide USCG Certificate of Inspection, US Certificate of Document, and Vessel Class Documentation demonstrating compliance with 46 CFR Chapter 1, Sub Chapter I and IACS standards. For Endurance (PWS 1.6 & 2.3), documentation must demonstrate 45-day continuous at-sea operations capability without resupply, including vessel specification sheets, general arrangement drawings, fuel consumption data, and tank plans. Position Reference requirements (PWS 2.7.1) mandate a third DGNSS unit for Dynamic Positioning and all related DP documentation. The Tie Down System section (PWS 2.9) requires vessel specification sheets and general arrangement drawings confirming Baxter bolt deck socket patterns with 5 feet minimum unobstructed walking space on three sides of equipment. Lift Systems (PWS 2.10) require documentation of a 40,000 lbs SWL crane with CRC-OC Class notation (CRC-OC PL++ if used for manned RHIBs/SDVs) and a 34,000 lbs SWL A-frame with protective measures and similar class notations. Additional requirements include Small Boat Fuel Capacity documentation showing USCG-approved refueling system with two 1,000-gallon unleaded gasoline tanks, Diving and Vehicle Support space documentation, Communications and Classified Access Area specifications (40 Mbps minimum download, 8 Mbps minimum upload), 600 sq. ft. secure conference room with ICD 705-1 compliance, Deck Electrical Power stow plans, and Hotel Services accommodations for 35 government personnel with berthing and recreational facilities.

2.10 Flag & Class
Certifications
Offeror shall provide the following documents to demonstrate that the vessel has been inspected and certified under 46 CFR Chapter 1, Sub Chapter I.
Documents also demonstrate that the vessel is designed, built and maintained in accordance with
International Association of Classification Societies
(IACS) standards, and has a class certificate with notations for lifting appliances and other equipment listed in the PWS.
a) USCG Certificate of Inspection (COI)
b) US Certificate of Document (COD)
c) Vessel Class Documentation
1.6 & 2.3 Endurance
The offeror shall confirm, by providing the documents below, that the vessel can sustain continuous at-sea operations for up to 45 days without resupply (fuel and stores), while adhering to all performance requirements outlined in the PWS.
Vessel specification sheets are requested to demonstrate liquid load capacity, deck space and draft. General arrangement drawings will provide deck configuration, equipment layout and sponsor payload storage and messing and berthing detail.
Fuel consumption data and the vessel tank plan will demonstrate potable water and full fuel load capacity and days of propulsion fuel at various operating speed.
a) Vessel Specification Sheet
b) General Arrangement Drawing
c) Fuel Consumption Data
d) Vessel Tank Plan
2.7.1 Position
Reference
a) The offeror shall confirm that the vessel is fitted with a third Differential Global
Navigation Satellite System (DGNSS) unit, which must be available as a reference for the Dynamic Positioning (DP) system. This is required when the vessel is offshore and physical position references are unavailable.
b) The offeror must confirm availability and provide all vessel DP Documentation as specified in PWS section 6.5.
2.9 Tie Down System
The offeror shall confirm, by providing the documents below, the vessel meets the following deck and equipment securing requirements: The vessel must be equipped with a Baxter bolt (or equivalent) deck socket pattern to secure all sponsor mission equipment (craft and equipment) for stowage and transit in conditions up to Sea State 8. A minimum of 5 feet of unobstructed walking space must be maintained on at least three sides of all stowed equipment to permit access to contents.
a) Vessel Specification Sheet
b) General Arrangement drawings with layout locations to demonstrate the sponsor mission equipment stow plan and confirm equipment access.
2.10 Lift Systems
The offeror must confirm, by providing the document below, that the vessel is equipped with a
40,000 lbs. SWL capacity crane that is able to perform pier-side loading and unloading of all
Sponsor Mission Equipment (SME) in the technical proposal narrative. Crane launch and recovery plans for vehicles must also be discussed in the narrative.
The boom must have sufficient reach to lift all SME from the pier or water and place it in its designated storage location on deck, eliminating the need for shore cranes.
The crane certifications must be listed in the vessel
Register of Lifting Appliances, and must be maintained throughout the Period of Performance.
The crane must maintain a CRC-OC Class notation.
If the Offeror plans to use the crane for launching and recovering manned RHIBs or SDVs, the vessel must maintain the CRC-OC PL++ class notation.
a) Vessel Lifting Appliance Documentation including the Crane Class Notation (ABS) and the Crane Load Chart to demonstrate the ability to move manned equipment and plan lifts for equipment on-load and off-load.
The offeror must confirm, by providing the document below, that the vessel is equipped with an
34,000 lbs. SWL capacity A-frame for launching and recovering SDVs, PWCs, CRRCs, UUVs, ROVs, S/TS, and RHIBs. A method must be in place to protect payloads from impacting the A-frame structure during launch and recovery (e.g., padding, fendering, bumper systems) and to minimize the lateral movement of the load during operations. The
A-frame must have CRC-OC notation at a minimum.
If the A-frame is used for launching and recovering manned RHIBs or SDVs, the vessel must maintain the more stringent CRC-OC-PL class notation.
a) Vessel Cargo Gear Register including the A-
Frame Class Notation (ABS) and the Sea-
State Load Chart to demonstrate the ability to move manned equipment and plan lifts for vehicle launch and recovery.
2.11 Small Boat Fuel
Capacity
The offeror must confirm, by providing the document below, that the vessel will be equipped with a USCG-approved small boat refueling system that meets the following specifications:
-Tanks: Two (2) portable and removable tanks.
-Capacity: A total of 1000 gallons of unleaded gasoline.
-Equipment: All associated equipment, including hoses and nozzles, required for at-sea refueling of
RHIBs and CRRCs on the main deck.
a) General Arrangement that shows the location of tanks and associated re-fueling system equipment. Drawings will demonstrate how boats and equipment will be positioned for re-fueling.
2.13 Diving and
Vehicle Support
The offeror shall confirm, by providing the document below, that the vessel provides the following dedicated spaces on or in the immediate vicinity of the working deck to support Sponsor Mission
Equipment (SME) and related operations:
Bottle Storage Space
Diver SCUBA Charging & UBA Building Space
Drying Cage Space
