About this file
This document is a Questions and Answers (Q&A) file for RFP N3220525R2149, related to the Military Sealift Command's (MSC) Engine Room Control Systems Maintenance and Repair (ERCS R&M) contract. The Q&A addresses nine key clarification points for potential offerors, covering topics such as project manager roles, documentation requirements, labor rates, pricing structure, and contract administration.
Key highlights include MSC's preference for a performance-based, firm-fixed-price approach with nine specific events/support efforts, guidance on labor categories and travel costs, and instructions that proposal development costs are considered indirect expenses. The contract allows offerors to propose additional labor rate categories and specifies that each task or delivery order will have a specified quantity, with FAR provisions applying to orders under $2,500. The Q&A provides detailed guidance on how vendors should structure their proposals, allocate costs, and understand the contract's pricing and administrative expectations.

Questions/Answers - RFP N3220525R2149
No. Question Section of Document
Answers
It's unclear if the requirements in this section apply to the "Program Manager" or the "Project Manager".
We presume that they apply to the "Project Manager" but request clarification.
8.1.1.4.4 See revised PWS section 8.1.1 with revision highlighted in red font.
This section says "Additional Project Manager requirements are as follows", but section
8.1.1.4.5.1 immediately below appears to state that this section applies to "Program Manager". Please clarify which role this section applies to.
8.1.1.4.5 See revised PWS section 8.1.1.4.5 with revision highlighted in red font.
This section states "The Contractor is to submit the results of all corrective maintenance including, but not limited to, equipment inspections, functional tests, electrical tests, and any abnormal conditions found during the course of in-port maintenance in a Condition Found Report (CFR) (CDRL 0001)". Does this mean that all shipboard work performed under TO/DO in this contract must be documented in a CFR? Or is a CFR only required upon discovery of an "abnormal condition"?
5.2.1.5
No. Not all shipboard work performed under the Task Orders (TOs) or Delivery Orders (DOs) issued under this contract requires documentation in a Condition Found Report (CFR). Only abnormal conditions encountered during the execution of work must be reported via a CFR. For further guidance, please refer to Section 5.2.1.5 of the Performance Work Statement (PWS), including the revisions highlighted in red font.
The "Labor Rates" tab lists five (5) labor categories then nine (9) specific events or support efforts. It was our understanding that each of the specific events or support efforts would be issued as individual task orders or delivery orders (TOs/DOs), with their own scopes of work and other specifics.
Does MSC want the Offeror to generate Statements of Work for each of these nine (9) specific events or support efforts in order to accurately bid the items?
"Labor Rates" tab
No. MSC does not require Offerors to generate separate Statements of Work (SOWs) for each of the nine (9) specific events. Instead, Offerors shall reference Attachments 0001, 0002, 0004, 0005 and the PWS for details regarding these events. MSC requests that Offerors provide a firm-fixed-price (FFP) quote for the completion of the required services in their entirety, rather than basing the quote on level of effort (e.g., FTEs, labor hours). This procurement is structured to support performance-based results, and pricing should reflect the cost to successfully achieve the defined outcomes and deliverables for each event. Travel costs shall not be included in the quoted labor categories; instead, travel will be proposed and evaluated at the Task Order (TO) level, based on the specific locality of performance.
Is the plan to award the T-AOE USNS SUPPLY MCCS OS Upgrade Planning and Execution under this IDIQ vehicle?
If the MSSC OS Upgrade Planning and Execution is required, it will be solicited as a Task Order (TO) Request for Quotation (RFQ) under this IDIQ contract, as the scope encompasses the T-AOE USNS Supply and all associated tasks.
6 Can G&A be applied to travel rates? 7.2.1.2
No. To maintain consistent pricing across Task Orders (TOs) and Delivery Orders (DOs), MSC requires that all General and Administrative (G&A) costs associated with travel and other administrative or indirect expenses be consolidated under a single labor category—'Service Coordinator'. Vendors shall allocate these costs exclusively to the 'Service Coordinator' category, rather than distributing G&A across individual line items within each TO or DO. This approach ensures standardized application of G&A and simplifies cost tracking and reconciliation.
Would MSC be open to Offerors providing additional labor rate categories in order to increase accuracy of proposal/pricing?
"Labor Rates" tab
Yes, MSC will allow offerors to provide additional labor rate categories in their proposal.
Can Offeror add proposal development costs to the TOs/Dos?
No. Proposal development costs associated with responding to individual Task Orders (TOs) or Delivery Orders (DOs) under this IDIQ contract are considered indirect costs. As this is a firm-fixed-price contract type, such proposal costs are not directly reimbursable and should be allocated as part of the contractor’s overhead or general and administrative (G&A) expenses. In accordance with FAR 31.205-18, these costs fall under Bid and Proposal (B&P) expenses and are not charged directly to any specific TO or DO.
When issuing a delivery or task order, will there be a minimum order quantity or will the contractor be allowed to included a processing fee for orders that fall under a specific price threshold?
Each task or delivery order will specify the required quantity at the time the Request for Quote (RFQ) or Request for Proposal (RFP) is issued. The overarching IDIQ contract will not specify a minimum order quantity for all pre-priced parts. If an order is placed using pre-priced parts listed in the base contract, Federal Acquisition Regulation (FAR) 52.216-19, within the solicitation, applies. This clause states that when the Government requires supplies or services under the contract in an amount less than $2,500.00, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, unless both parties agree otherwise. Additionally, any processing fees or indirect costs must be incorporated into the base pricing and may not be added as separate line items.
