About this file

This document is a Performance Work Statement (PWS) for Control Net Fiber Optic Inspection and Cleaning for the USNS SUPPLY (TAOE 6) naval vessel. The PWS details a comprehensive fiber optic maintenance task involving approximately 425 individual connectors across the ship's Data Acquisition Unit (DAU) control net system. The contractor is required to provide specialized equipment including an EXFO Handheld Display, AFL Visual Fault Locator, Optical Wavelength Laboratories Fiber Optic Tester, and various cleaning materials.

The work involves systematically disconnecting, testing, cleaning, and polishing fiber optic connections, with strict requirements including using only 99% Isopropyl Alcohol for cleaning, testing cable signals at specific wavelengths (1300 nm for single mode, 850/1300 nm for multimode), and ensuring less than 5 dB signal loss. The contractor must estimate and perform up to 30 splices, cover splices with heat shrink, and potentially replace cables that cannot be repaired. Additional tasks include vacuum cleaning DAU cabinets, verifying system communication with ship's crew, and providing a comprehensive report of findings and corrective actions. Any cable renewals require specific repainting using government-furnished materials.

7.2 Electronics:

7.2.1 With the assistance of Ships crew verify MCS control system DAU communication and note discrepancies.

7.2.2 With the assistance of Ships crew Tag out individual DAU controller. Tag out shall be limited to one ring at a time. Rings are listed in Para 3.1.2

7.2.3 Contractor shall provide all labor, services and equipment in the cleaning and polishing of the Control Net Fiber Optic light end plates.

7.2.4 Remove inspect, test and polish all Control net connections.

a. There are approximately 425 individual connectors across the

DAU control net system. Each DAU has an average of 8-10 connections in each cabinet. Each connector shall be temporarily disconnected, tested, polished and retested to prove less than 5 dB loss at the end plate. Connections are multimode or single mode function.

b. Cleaning Chemical is restricted to 99% Isopropyl Alcohol only.

Acetone or similar chemicals shall not be used.

c. Frequency and amplitude of each cable light signal shall be recorded and report submitted in a CFR. All testing shall be conducted at 1300 nm range for single mode cables and 850/1300nm range for Multimode cables.

d. Any Fiber Optic Cable with greater than 5 dB loss shall require the cable to be renewed or spliced at the damaged point.

e. Contractor to estimate thirty (30) splices will be required. All splicing components shall be NIST approved. All splices shall be covered with heat shrink, at a minimum of 4 inches on either side of the splice.

f. Any cables requiring complete renewal shall be subject to a CFR and a Contract Change order. New cables will be CFM.

7.2.5 Vacuum clean all DAU’s with anti-static vacuuming equipment. Cleaning shall be to the Satisfaction of the Chief Engineer or OMTREP

7.2.6 Reconnect all DAU connections as per references listed in para 2.0

7.2.7 With the assistance of Ships crew verify proper configuration and operation of Ethernet switches.

7.2.8 With the assistance of Ships crew verify MCS Control system DAU communication and provide a report via CFR, listing findings, corrective actions taken and recommendations.
