QUESTIONS AND ANSWERS 07
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
No. Question Answer
1 RFP Reference Text: 5.6.3 (a) In the event that a proposed or substituted aircraft is not Dynamic Interface Testing (DIT) certified, the Contractor will be required to present the proposed aircraft, or like type/series for DIT as defined in NAVAIRINST 3710.1F, NAVTESTWINGLANTINST 3710.7, and HX-21INST 3710.7. The Contractor shall comply with specific DIT pilot qualification requirements and experimental flight procedures. Any additional insurance and aircraft transportation will be paid for by the contractor. During this test period, the aircraft shall be configured as required by NAVAIR to conduct the testing. Once the testing is complete, the aircraft will be released to the Contractor for reconfiguration and normal operations.
Question: Could the USG clarify that the DIT aircraft must be configured identical to that of the operational DET assigned aircraft?
Any aircraft subject to DIT under this contract must be configured as required by the PWS. In addition, as noted in the PWS, configuration in accordance with NAVAIR testing requirements may also be necessary.
2 RFP Reference Text: 5.6.2 (b): Passenger (Pax) transfers for a minimum of five (5) pax and associated baggage in addition to Detachment aircrew, per Paragraph 7.7.11.
Question: Per VERTREP historical experience, up to 14 pax have been transferred on a single airlift. Can the U.S.
Government verify the passenger requirement and amend the RFP if needed to reflect the minimum number of pax to accommodate similar and future taskings?
The minimum number of passengers an individual contractor aircraft must be capable of transporting in its operational environment is five (5).
Additional passenger capacity is provided at the contractor’s discretion, but must meet all operational environment requirements.
3 RFP Reference Text: Attachment 10 DD254
Question: Please confirm use of DD254 form provided by U.S. Government dated DEC 1999 for proposal submission purposes. To our knowledge, most recent DD254 form is dated APRIL 2018.
Upon award, contractor information will be uploaded onto current version of DD Form 254 for signature. New attachment DD Form 254 using APRIL 2018 version is uploaded to the solicitation.
4 RFP Reference Text: Volume IV, Pricing;
Factor III: Price
Question: Over the previous 18 months the US Government has made many short notice changes to port call schedules making it substantially more costly to either book new airline tickets at the last minute or pay for last minute ticket change fees. To prevent the contractors from having to firm fix price this travel on a historical worst-case scenario, would the government consider making airline travel cost an ODC which is cost reimbursable?
Other Direct Costs (ODC) expenditure lines will no longer be included in the MSC VERTREP Contracts. If extraordinary travel costs are encountered as a result of situations or events that are deemed reasonably unforeseeable and unavoidable, the contractor may submit a Request for Equitable Adjustment for consideration.
