Question Answer
1 Solicitation We were just wondering what the justification and/or rational for issuing the subject solicitations as total small business set asides was. We appreciate any insights you can provide.
“Market Research results concluded that two (2) or more responsible small business concerns have the general capabilities required to perform the requirement. When this threshold is met, Navy acquisition policy is to default to a small-business set aside, absent special circumstances.”
“Moreover, pursuant to FAR 19.502-2(b)(1) the Contracting Officer shall set aside any acquisition over the simplified acquisition threshold for small business participation when there is a reasonable expectation that offers will be obtained from at least two (2) responsible small business concerns. Navy has fully implemented this FAR direction.”
