QUESTION:

We did not find the drawings that have been referenced in the Work Items on the download link provided for solicitation N32205-20-R-4112. If a work item references a drawing, it is not the contractor’s responsibility to provide that reference. We are requesting that MSC provide all the references that have been referred to in the work items of solicitation N32205-20-R-4112. If all of those references have been provided, please provide the contractor access to them. If the references or access to those references are not provided, we will be unable to consider them in our bid proposal.

ANSWER:

All references were provided for solicitation N3220520R4112 after receipt of attachment J-14. Files were available via DOD SAFE for download for up to seven (7) days. Some WIs do not have drawings and only reference manuals. Please request missing specific drawings.

PARAGRAPH / SECTION NO: 2.2.1

TITLE: Fire Doors and Shutters

Enclosure 2.2.1 Fire Door and Shutter List provided with Work Item 0574 is incomplete. The third and fourth columns have not been completed. The door type and operator is pertinent to the estimate and could significantly impact the effort required. Please provide a completed enclosure?

ANSWER:

3.1.2 Description/Quantity

a. Two hundred and five (305) hinged fire doors

b. Two (2) roller curtain doors

c. Four (4) horizontal sliding doors

-Reference 2.1.1 NAVSEA Drawing No. 801-8390112, Fire Control Plan for all third and fourth columns.

SPECIFICATION ITEM NO.: 0304

PARAGRAPH / SECTION NO: 7.3.13

TITLE: Cargo Refrigeration and Air Conditioning Plant Inspections and Testing

Paragraph 7.3.13 states to Install and set up M1 Main Machinery room Supply Fan VDF Controller. Is the controller GFM? If the controller is CFM, please identify where we can find the manufacturer and model information?

ANSWER:

Please resubmit and verify WI.

-WI 304 paragraph 7.3.13 is as follows:

7.3.13 Get economizers working as designed vice tripping out the units upon start up.

PARAGRAPH / SECTION NO: Various

TITLE: PRESERVATION OF RAS STATION AND UNREP STATION KING POSTS

1) Paragraph 3.1s list the items to be worked but no total surface area for these items is provided. Please provide a total surface area for these items?

2) Would the interior slide area of the RAS/FAS Station (that area that is covered in heavy grease) be part of the work area or is this section excluded?

3) Paragraph 7.8 directs for a spot power tool cleaning, but no surface area or a percentage of the area is provided. Please provide a surface area for this item?

4) Will it be acceptable that the coatings required in Paragraph 7.10.3 through 7.10.7 be applied via brush and roll as long as the proper DFT is obtained?

ANSWER:

1) -Previously answered in RFC as follows:

Is the area to be water washed the entire King Post? Does it include interior and exterior surfaces or just the exterior?

-Just the Exterior surfaces IWO preservation

For bidding purposes please provide an amount or percentage of area degradation?

-For bidding purposes assume 10,000 square feet total.

2) -Yes, this is excluded.

3) -Previously answered in RFC as follows:

TITLE: PRESERVATION OF AFT MOORING STATION DECK

The coating system is identified as “Poly Spec Flex” as per Paragraph 4.2 and 7.3.4. Is “Poly Spec Flex” or a similar type material currently the coating system in this area?

ANSWER:

-Yes

SPECIFICATION ITEM NO.: 0505

PARAGRAPH / SECTION NO: Various

TITLE: PRESERVATION OF CARGO CRANES

1) Paragraph 3.1 lists the items to be worked but no total surface area for these items is provided. Please provide a total surface area for these items?

2) Paragraphs 7.2, 7.3 and 7.4 direct to scaffold the areas for access. Due to the high cost of scaffold erection, rental and removal can JLG lifts be utilized for access?

3) Paragraph 7.5.1 directs to “degrease any areas on the Cargo Cranes that requires it”. This statement is vague and ambiguous. Please provide a surface area for this paragraph?

4) Paragraph 7.7 directs for a spot power tool cleaning, but no surface area or a percentage of the area is provided. Please provide a surface area for this item?

5) Paragraph 7.7 directs to abrade all other surfaces; would hand sanding satisfy this requirement or would grit sweep blasting be required?

6) Will it be acceptable that the coatings required in Paragraphs 7.10.3 through 7.10.5 be applied via brush and roll as long as the proper DFT is obtained?

ANSWER:

1) –Previously answered. For bidding purposes assume 20,000 square feet; 5,000 per crane.

2) -Not recommended. Contractor can price WI how they see fit to accomplish the SOW in its entirety.

3) -Contractor can assume 500 linear feet per crane.

4) –Previously answered. For bidding purposes assume 20,000 square feet; 5,000 per crane.

5) SSPC SP11, Power Cleaning to Bare Metal is the standard called out.

6) -Yes

7.10.2 All coatings shall be applied in accordance with the manufacturer’s recommendations. This includes temperature, humidity, and cure time limitations.

Paragraph 7.7 through 7.9 appears to instruct the refurbishing of all cylinder heads but the GFM paragraph 4.1 only provides (2) replacement heads, please clarify.

-Reference will be provided via DoD SAFE.

3.1.2 Quantity: Two (2) Main Diesel Engines

7.8 Receive cylinder heads identified in Paragraph 4.1.1. Install same to replace cylinder heads removed in Paragraph 7.7 and maintenance task serial number 173 listed in Table 209B-1.

Work out is for Two cylinder heads only.
