QUESTIONS AND ANSWERS
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
Questions and Answers
Question 1
The RFP has numbered paragraphs that jump from 8.4 directly to 10.0 – there is no Paragraph 9.1 in what was provided to PAI. Respectfully request that PAI be furnished a copy of paragraph 9.1 in order to formulate our bid for these costs.
Answer: There is not a number 9.1. in the PWS, therefore there is no requirement. Only a list of acronyms for line item 9.
Question 2
The Government’s response to Question 7 states “CLINS 0002-00016 will be priced, and executed as they come online. The PoPs will be established when the options are executed.” These CLINs are specified to be priced by LOT, and costs cannot reasonably be developed without a PoP established at time of price development. Since each New Ship Construction program has two CLINs that are identical in all respects except for the CLIN number, respectfully request that the Government clarify that either the two CLINs represent Base Year and Option Year PoPs, or else clarify what the difference is between the two
Answer: There were two CLINS provided as option CLINS for each CLASS to facilitate more than one New Ship Construction program. The Base Period is what it states: The first period of performance. The Option Period is the continuation of the same service for the second Period of performance.
Question 3
The Government’s answer to Question 4 states that PAI must submit a Phase-in plan with the proposal. The revised PWS references “CDRL XXXX” in paragraph 8.1 and “Attachment XXX” in paragraph 8.2. No such CDRL or Attachment was provided with the RFP – respectfully request that the Government clarify the requirement and provide any necessary attachments
Answer: CDRL will be provided and updated in the PWS. The GFP attachment will be the GFP equipment assigned upon contract award. The attachment will be provided once the GFP has been assigned.
Question 4
The revised RFP references a “Transition CLIN” in paragraph 8.2, but no such CLIN is established in the RFP – please clarify which CLIN is the transition CLIN.
Answer: Transition will be priced as part of the entire effort in CLIN 0001 and CL1N 1001. Paragraph 8.2 will be revised accordingly to remove the transition CLIN.
