SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
The following have been modified:
DESCRIPTION OF AMENDMENT
Amendment 0005 to N3220518R0055 hereby incorporates the following:
Questions and Answers-
Q1) PWS Paragraph 14.1. Pages 13 & 14 of 67. Various Labor Category descriptions that include the text, "or current registration in any state in the United States as a Professional Engineer."
A number of the Key Engineering Labor Categories require Professional Engineering (PE) licenses. Since ABS will be approving/stamping the drawings we believe MSC does not require contractors with PEs to do this function which would drive up costs to MSC for support contractor work. Would MSC consider removing the PE requirement from the Engineering Labor Categories?
A1) The PE certification is offered as an alternative to key personnel having had USCG Merchant Marine credentials for some labor categories. It is not the Government’s intent to relax key personnel requirements.
Q2) PWS Paragraph 14.1. Page 13 & 14 of 67. Various Labor Category descriptions that include the text, "Coast
Guard credentials/licenses".
Many of the Key Labor Categories require evidence of Coast Guard credentials/licenses. Based on our extensive
Marine Engineering and Naval Architecture experience, we believe that these credentials are not essential to completing the engineering work described in the PWS and will drive up the costs to MSC for contractor support.
Would MSC consider reducing the number of positions within a labor cateorgy requiring Coast Guard credentials for the Engineering Key Labor Categories as was done for the Senior Engineer on page 13?
A2) The Government does not intend to reduce or revise the key personnel qualifications as stated in the PWS.
Q3) Reference ATTACHMENT_VIII_-_Pricing_Spreadsheet; Line 17 and RFP N3220518R0055U0001 and
Paragraph 14.3 Key Personnel, 5th Bullet. Bottom of Page 14 of 67 and Page 16 of 67
Attachment VIII states the position is a Senior Safety Engineer.
Labor Category Description: Senior Safety/Safety Management System Specialist
The Labor Category on Line 17 of Attachment VIII states the position is a Senior Safety Engineer but the RFP, pages 14 and 16, describes a Key Personnel position as Senior Safety/Safety Management System Specialist. Are these two labor categories the same?
A3) Yes, they are the same labor category. Attachment VIII has been revised and is attached to this amendment.
Q4) PWS Paragraph 14.3, Key Personnel – General Provision. Page 16 of 67.
The positions identified below are key personnel positions under this Contract. The numbers of key personnel required to support the contract are to be determined by the Offerors to support the requirements of the contract and the task orders. The numbers noted below in parentheses ( are the minimum number of key personnel that must be proposed under the contract. No substitutions shall be made except in accordance with paragraphs 14.4 and 14.5 below.
• Program Manager (1)
• Assistant Program Manager (1)
• Senior Marine Engineer (4)
• Senior Automation Engineer (2)
• Senior Safety/Safety Management System Specialist (5) • Senior Engineer (4) • Lead Electrical Engineer (2) •
Lead Naval Architect (2) • Lead Marine Engineer (2) • Lead QA Engineer (1) • Thermographic Surveyor (2)
Can MSC explain why there is a large majority of the labor categories identified as Key Personnel for a multiple award, ID/IQ contract?
A4) Under the terms of this solicitation, awards will be made based upon the technical acceptability of the Offeror.
It is the Government’s desire is to have a large group of technically proficient resources available to handle this requirement.
Q5) PWS Paragraph 14.1. Page 14 of 67.
Lead Naval Architect
• Master’s Degree in Naval Architecture or structural engineering program.
• Eight (8) years post-graduate experience in complex hull structures (including various materials), stability, ship salvage and dry-docking operations.
• Familiar with the development of work items, drawings, analysis, cost estimates, and technical reports for ship repair or related projects.
The Lead Naval Architect has a requirement for a Master’s Degree in Naval Architecture or structural engineering program. Can a Bachelor’s Degree in Naval Architecture with a USCG Merchant Marine Credential, with the following rating and endorsements: Chief Engineer of Steam/Motor/Gas Turbine, Unlimited Horsepower or a PE be an equivalent?
A5) No. We envision the lead Naval Architect position to be highly technical in support of a myriad of complex structural, stability, docking, and hydrodynamics issues. The level of education and experience noted is commensurate with those expectations.
Q6) PWS Paragraph 14.1.
For the Lead Naval Architect position, can comparable Navy Experience be equivalent to having a USCG Merchant
Marine Credential, with the following rating and endorsements: Chief Engineer of Steam/Motor/Gas Turbine, Unlimited Horsepower?
A6) There is no requirement for the Lead Naval Architect to have USCG Merchant Marine credentials. Accordingly, Navy experience is not germane.
Q7) FAR Paragraph 52.222-46 EVALUATION OF COMPENSATION FOR PROFESSIONAL EMPLOYEES
(FEB 1993). Page 61 of 67.
Recompetition of service contracts may in some cases result in lowering the compensation (salaries and fringe benefits) paid or furnished professional employees. This lowering can be detrimental in obtaining the quality of professional services needed for adequate contract performance. It is therefore in the Government's best interest that professional employees, as defined in 29 CFR 541, be properly and fairly compensated. As part of their proposals, offerors will submit a total compensation plan setting forth salaries and fringe benefits proposed for the professional employees who will work under the contract. The Government will evaluate the plan to assure that it reflects a sound management approach and understanding of the contract requirements. This evaluation will include an assessment of the offeror's ability to provide uninterrupted high-quality work. The professional compensation proposed will be considered in terms of its impact upon recruiting and retention, its realism, and its consistency with a total plan for compensation. Supporting information will include data, such as recognized national and regional compensation surveys and studies of professional, public and private organizations, used in establishing the total compensation structure.
The FAR Clause requires Offerors to submit a Total Compensation Plan (TCP) as part its submission. The
Submission Requirements do not instruct Offerors about the TCP. Can MSC provide any the submission instructions for the TCP?
A7) offerors will submit a total compensation plan setting forth salaries and fringe benefits proposed for the professional employees who will work under the contract. The Government will evaluate the plan to assure that it reflects a sound management approach and understanding of the contract requirements.
