N32205-17-R-3505 Towing & Salvage Vessel Time Charter
Solicitation Questions and Answers #2
4. Q. In the table in Section 1.8, under Secondary Tasks, item e, requires carrying oil spill response equipment. Please detail the level of oil spill response equipment required as there are many levels of response capability.
A. The oil spill response equipment referenced in the table in Section 1.8, under Secondary
Tasks, item (e), in the PWS, Attachment E, Rev. 1, is Government Furnished Equipment (GFE), and therefore will be provided to the Contractor after award.
5. Q. Section 1.15.3.4 requires a crane for salvage operations. Please provide the required lift capacity of the crane.
A. Amendment 0002 amends the minimum lifting capacity of the ship’s crane. The ship’s crane is now required to be able to lift and support a minimum of 30,000 lbs.
6. Q. Is the maximum draft of 17 feet correct?
A. Amendment 0002 amends the solicitation to remove the requirement that the offered vessel have a maximum draft of no more than 17 feet.
7. Q. Since the highest weight in Attachment A, GFP, is 13,000 lbs., but the RFP has a requirement that the ship’s crane have a minimum lifting capacity of 30,000 lbs., is the intent to be able to load the larger equipment while pier side and also be able to launch and recover the small craft offshore with the same lift system? Or, can the small craft/ROV/UUV man-rated lift system be dedicated only to those assets and the salvage crane used for loading and offloading the larger equipment?
A. Though not a requirement of the solicitation, there can be separate cranes - a smaller man-rated crane and a larger salvage crane.
8. Q. Referring to Section 1.15.1 of the PWS, Attachment E, Rev. 1, is it intended that the Contractor is to provide an accredited instructor who can issue a Certificate of DP Operation? Is the certification to be for a Limited or Unlimited DP Operator? Also, is the Contractor provided Observer the Contractor required to be accredited by IMCA, OCIMF or any other body?
A. The Contractor is to provide a Dynamic Positioning Officer (DPO) who holds a Class A certification from the Offshore Vessel Dynamic Positioning Authority (OSVDPA) who will observe and instruct federal government civilian mariners (CIVMARS) who will stand Dynamic Positioning Officer watches. The Contractor’s OSVDPA certified DPO will validate whether CIVMARS under observation meet the sea time and practical experience requirements while the vessel is in dynamic positioning (DP) mode. During these training iterations, the Contractor’s OSVDPA certified DPO will oversee the CIVMARS undergoing DPO training and sign off in the CIVMARS’ task books when they successfully complete tasks. The Government’s intention is to obtain Class A
OSVPDA DPO certification for those CIVMARS who demonstrate the required degree of proficiency.
Essentially, the Government is requesting that the Contractor conduct training similar to what it would conduct with its own newly hired personnel it intends to serve as DPOs; however, for the purposes of the training to be conducted under this contract, the Government will use the OSVDPA certification scheme rather than that used by the Nautical Institute or any other certifying body.
A. Section X (B)(19)(xxv) states that the Offeror provide full style of vessel and vessel’s owners/operators; and load/discharge port agents’ information. Please advise if agent info is applicable?
A. Yes, as requested in Section X (B)(19)(xxv), in addition to the vessel and vessel’s owner/operators, Offerors are requested to provide the Full Style of the load/discharge port agents’, if any. As stated in Attachment E, Rev. 2, Performance Work Statement, Section 1.10, the delivery port for this solicitation is JEB Little Creek-Fort Story, Virginia Beach, VA.
