QUALITY ASSURANCE SURVEILLANCE PLAN (QASP) FOR THE MSC UNDERWAY TRAINING CENTER (MUTC) INSTRUCTOR AND MAINTENANCE SUPPORT CONTRACT
1. Objective: The purpose of this plan is to provide a quality assurance surveillance plan for use by the Contracting Officer’s Representative (COR) in support of the MSC Underway Training Center (MUTC) Instructor and Maintenance contract. The Contractor is responsible for maintaining all fixed and mobile training devices located at the MUTC, located on the Joint Expeditionary Base Little Creek (JEBLC), to provide instruction on underway replenishment related courses and other maritime courses as indicated in Appendix J-1, and to provide support to the CIVMAR Manpower and Personnel and Military Manpower and Personnel Programs that in turn support the PO1 mission. MUTC’s primary mission is to provide training for Civil Service Mariner (CIVMAR), Contract Mariner (CONMAR), and U.S. Navy Active Duty and Reserve personnel, and to any students requesting training as identified by the Deputy Director for CIVMAR Manpower and Personnel Program (MSC N12) via the CIVMAR Training Office (MSC N122). As part of this mission, the MUTC provides Underway Replenishment (UNREP) Ship Qualification Trial (SQT) assessment teams and train the MSC Naval Reserve personnel, to include but not limited to, MSC Ammunition Management Teams and three MSC Cargo Afloat Rig Teams (CARTs) of Reserve personnel whose mission it is to augment PO1 Combat logistics Force ships with qualified Underway Replenishment (UNREP) rig teams. This plan provides a basis for the COR to evaluate the quality of the contractor’s performance. The oversight provided for in the contract and in this plan will help to ensure that service levels reach and maintain the required levels throughout the duration of the contract. Further, the plan provides the COR with a proactive way to avoid unacceptable or deficient performance, and provides verifiable input for the required performance evaluations.
2. Performance Standards: The COR shall perform this surveillance according to the following criteria:
a. Monitor Performance Criteria: By monitoring the contractor, the COR will determine whether the performance levels set forth in the PWS have been attained. This QASP provides a systematic method to evaluate the quality, quantity, and timeliness of services furnished by the Contractor versus the steps taken or procedures used to produce the services.
b. This QASP is based on the premise that the Contractor, not the government is responsible for management and quality control actions to meet the terms of this contract. Good management and the use of adequate quality control procedures will allow the Contractor to perform satisfactorily. The Government is responsible for assuring quality services are received from the contractor. In achieving this objective, the COR will be objective, fair, and consistent in evaluating the Contractor’s performance against the standards outlined in this document and its attachments.
c. Quality Level: The Government surveillance will determine whether the performance level set forth in this contract is attained as identified in the Performance Requirements Matrix attached.
3. Roles and Responsibilities:
a. Contracting Officer (KO): The KO is the only person authorized to contractually obligate the Government. While the Contracting Officer’s Representative (COR) may evaluate the contractor’s performance, only the KO may take formal action against the contractor for unacceptable performance. Additionally, only the KO may change the terms and conditions of the contract to include changes in schedule, delivery location, and scope.
b. Contracting Officer’s Representative (COR): The COR will be designated in writing by the KO. The COR’s authority is limited to administering the technical aspects of this contract as specified in the COR appointment letter.
4. Evaluation Methods
The COR will use Contract Monitoring and Surveillance Reports to gather the data from inspections on the contractor’s performance. Each surveillance report will be annotated with the date, results and comments. The COR will be responsible for providing copies of this report to the KO and the contractor.
Surveillance: The COR will evaluate the services required by the PWS to ensure compliance.
Standard: The COR will evaluate the contactor’s performance by using the performance standards of quality, accuracy and timeliness. The Acceptable Quality Level (AQL) will be 95%.
Procedures: The COR will inspect all of the reports required by the PWS to ensure contractor compliance with the PWS. The COR will record results of the inspection, noting the date and time of inspection. If the inspection indicates unacceptable performance, the COR will inform the contractor of the deficiencies for correction. The contractor shall be given a reasonable amount of time after notification to correct the deficiencies.
Primary Method of Surveillance: The primary method of surveillance describes which surveillance method will be used to monitor the contract requirement. The element also indicates whether the surveillance method will be supported by validated customer complaints, incidental inspections or alternate methods. The two methods used to evaluate the contractor’s work will be 100% inspection and customer input.
5. Issue Resolution:
The COR will periodically, but no less than every 4-6 weeks, meet with the contractor’s Project Manager to discuss any problems, identify circumstances beyond control of the contractor, identify possible remedies, and not positive accomplishments.
Any issue not resolved in consultations will be communicated to the Contracting Officer for resolution.
