This spec for the engine repairs is very different from the past as this spec. only references EMD Maintenance Instruction (MI) 1722. MI 1722 calls for multiple items that have not been part of the engine overhauls in the past and it leaves out a LOT of items that are normally included in the overhaul.

If we quote MI 1722 as it is written then we will issue multiple condition reports on the very first day to include all of the material that was left out of the spec. IE head seat rings, lower rod bearings, upper main bearings, test cocks, valve bridges, liner inserts, etc.

The MI calls for changing power packs but it does not mention suppling and installing the EPA 1042 kit which comes with power packs and injectors. Note: #3 & #4 engines currently have 1042 kits installed.

Please clarify the intended scope of work.
