N0060426Q4106 Questions and Answers
Q1 Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
A1 This requirement is a recompete to Contract N0060421C4002. The incumbent contractor is Bowhead Marine Support Services, LLC.
Q2 Is there a Collective Bargaining Agreement (CBA) that applies to this effort? If yes, will the Government please provide?
A2 Yes. The applicable Collective Bargaining Agreement (CBA) has been incorporated to the solicitation via amendment 00001.
Q3 The condensed response time of 10 days for the solicitation gives an unfair advantage to the incumbent contractor, would the government consider a 30-45 day response turnaround?
A3 In accordance with solicitation notice requirements in RFO 5.201, Table 5-3, the contracting officer has determined that a 10-day response period, from issuance of the combined synopsis/solicitation, provides vendors a reasonable opportunity to respond. This determination is based on the scope of the previous contract and the commercial nature of the services.
Q4 Due to high upfront costs for non-incumbents bidding on the solicitation would the government consider adding additional option years to the period of performance?
A4 The period of performance remains unchanged. The Government will not add additional option periods to this solicitation. Future long-term requirements will be evaluated under separate follow-on acquisition strategies should it be in the Government's best interest.
Q5 Is Wage Determination 2015-0213 Rev.42 going to be incorporated into the solicitation? These are maritime based personnel and the attached hourly rate does not incorporate these types of positions.
A5 The incumbent contractor's Collective Bargaining Agreement (CBA) sets the minimum monetary wages and fringe benefits for covered positions and is incorporated. For any labor categories not covered by the CBA, DOL Wage Determination 2015-0213 applies.
Q6
Section 1.18.2 can the government provide the list of Tools and Support equipment that will be transferred during the transition so we can develop our needs/costs? There are several items mentioned in Section 2.4.4 which would require large purchases if not provided by the government.
A6 The initial Government-Furnished Property (GFP) list of tools and support equipment is provided via amendment 00001. Offerors shall base their proposals on this inventory. If any updates to this inventory are finalized, they will be issued via formal solicitation amendment.
Q7 Historically how often are all the TWR’s used simultaneously?
A7 Historically, all TWRs operate simultaneously on a daily basis during standard working days (Monday through Friday), and an average of two (2) weekends per month
Q8
PWS Section 3.4.2 requires the On-Site Manager and Craftmasters to hold Secret security clearances and all other contractor personnel to hold Confidential clearances, with performance beginning November 1, 2026. Will the Government accept personnel holding interim Secret / interim Confidential clearances at the start of performance (with final clearances in adjudication), or must all required clearances be final by November 1, 2026?
A8 Yes. The Government will accept interim Secret and interim Confidential clearances at contract start (November 1, 2026), provided that final clearances are actively in adjudication and interim access complies with the requirements of the solicitation's DD Form 254.
Q9
2.3.5 The number and duration of operating days away from Pearl Harbor will vary and shall be determined by Government operational requirements. Operations conducted during weekends for independent steaming, or work performed beyond the established weekly work period, may be paid at the applicable overtime rate in accordance with the Flat Rates. Overtime shall be limited to that which is reasonable and necessary to support Government operational requirements and shall not be incurred without prior Government authorization or validation.
Will the Government please define "Flat Rates"?
A9 Flat Rates refer to the established premium and overtime rate schedules set forth in the attached
CBA.
Q10
2.3.5 The number and duration of operating days away from Pearl Harbor will vary and shall be determined by Government operational requirements. Operations conducted during weekends for independent steaming, or work performed beyond the established weekly work period, may be paid at the applicable overtime rate in accordance with the Flat Rates. Overtime shall be limited to that which is reasonable and necessary to support Government operational requirements and shall not be incurred without prior Government authorization or validation.
Section 2.3.5 states that overtime may be paid for weekend or extended operations with Government authorization. Since this is an FFP requirement, should overtime be included in the FFP, or will authorized overtime be billed separately during execution?
A10 All costs must be included in the FFP CLIN. In accordance with PWS Paragraph 2.3.6, overtime should not normally exceed 20 hours per week.
