Instructions
| Instructions |
| (Please note that the cells referenced below correspond to the CPFF Labor Term worksheets (Year 1 - Year 5). The Summary worksheet is numbered slightly differently.) |
| Subcontractor: | |
| 1 | In the Header of each worksheet, the subcontractor shall insert their proposal number. |
| 2 | In the Footer of each worksheet, the subcontractor shall insert the firm's name. |
| 3 | A worksheet has been prepared for each year of the period of performance (Year 1 through Year 5) along with a Total Summary worksheet. The information in the Total Summary worksheet is a summation and automatically calculates from the Year 1 through 5 worksheets. |
| 4 | There is one Total Summary worksheet. This worksheet automatically calculates data based on all other worksheets. No input is required for this worksheet; the subcontractor shall not manually input data into this worksheet. |
| 5 | Each worksheet shall be formatted for printing on letter-size paper, without requiring "adjustments." Worksheets may be formatted for either landscape or portrait. DO NOT FORMAT FOR LEGAL SIZE PAPER. |
| 6 | Colored cells within the worksheets shall not be edited unless the subcontractor deems it necessary to show required information. Formulas shall not be edited unless the subcontractor deems it necessary to modify the formulas to remain in compliance with their financial disclosure statement. In these instances, the subcontractor shall insert a comment explaining what changes were made and why the changes were made. |
| 7 | All dollar figures shall be displayed to two decimal places. |
| 8 | If there is not going to be any data entry in a row or group of rows, the subcontractor should hide the rows. No rows or columns shall be deleted. For example, if the subcontractor is only proposing two personnel, then Rows 8 through 54 should be hidden. |
| 9 | When submitting this file, the Instructions may be deleted. The subcontractor shall not delete or alter the worksheet titled "DO NOT USE OR DELETE." This worksheet is for the labor category dropdown functions. Additionally, the subcontractor shall not delete hidden data in columns O through S on the Total Summary worksheet because these allow the summary formulas to function properly. |
| 10 | ODCs (this worksheet shall only be completed by a subcontractor if the prime Offeror has allocated ODC(s) elements to the subcontractor): |
| 11 | A worksheet has been prepared for the ODC CLINs. The subcontractor shall enter an estimated cost for each ODC element as directed by the prime. If the subcontractor was not allocated any of the ODC element values by the prime, the subcontractor shall input 0.00. If the subcontractor has been allocated ODC element values by the prime, the subcontractor shall fill in the material handling and G&A rates, if any, for Material and Travel (if being proposed as an ODC cost). If no material handling or G&A is being provided, the cells should read 0.00%. ODCs have no fee associated with them. |
| 12 | Labor: |
| 13 | In the CPFF Labor Term Year 1 worksheet, subcontractors shall do the following: |
| (a) Use the dropdown in column A to choose the appropriate proposed labor category. Use the dropdown in column C to choose if the performance of the proposed labor category is at the Contractor or Government site (choose K for Contractor Site (Off-site) or G for Government (On-site)). Use the dropdown in column E to indicate if the personnel being proposed will be working in a full-time (F) or part-time (P) status. | |
| (b) The subcontractor shall assign each individual person their own line regardless of if they are proposed to work in Year 1 or not. For example, if John Doe only has hours in Year 4 and 5, the subcontractor shall enter his name and labor category in Year 1 and assign 0 hours in Years 1 through 3. This will ensure that every individual is calculated properly in the Total Summary worksheet. | |
| (c) In column F, the subcontractor shall enter the name of the proposed individual for that position. Subcontractors shall be consistent in their formatting of employee names. | |
| (d) In column G, the subcontractor shall enter the unburdened labor rate for each proposed individual in the Year 1 worksheet. | |
| (e) When data is entered into columns A, C, E, and F of the Year 1 worksheet, it will automatically carry through to the same respective columns in the out year worksheets (Year 2 -through Year 5). Cells that are blank in the out year worksheets (Year 2 through Year 5) must be filled in (i.e. burdened rates (See 13(b) above) and hours). Direct labor rates entered in column G will automatically carry through to out year worksheets; however, burdened rates entered in column G will not automatically carry through to out year worksheets. | |
| 14 | In column A of the CPFF Labor Term Year 1 worksheet, starting at row 5, two Government labor categories have been inserted utilizing the dropdown as an example as to how the subcontractor is to complete it. The subcontractor shall propose using the labor categories identified in Section C , Paragraph 3.4 Personnel Qualifications of solicitation N00421-20-R-0002 and propose hours as directed by the prime. The dropdown captures all labor categories and identifies the key personnel with "(KEY)." If a labor category requires both non-Key Personnel and at least one Key Personnel during execution, then the labor category is included twice in the dropdown. Subcontractors shall utilize the labor category that includes "(KEY)" when proposing key personnel. In column B of the CPFF Labor Term Year 1 worksheet, the subcontractor can insert the title of the labor category it will be utilizing if unable to match to the Government supplied labor categories. If necessary, the subcontractor shall insert additional rows; however, it is critical that the integrity of the formulas be maintained. Additionally, labor categories requiring more than one person providing services shall be listed multiple times for each person performing work. For example, if the subcontractor proposes four Senior Analysts, then the labor category Senior Analyst shall be listed four times along with the applicable rates and information for each. |
| 15 | In column D, the field is colored "green" indicating no required input. |
| 16 | Subcontractors shall enter their proposed escalation rate(s), if any, into cell G3 on each worksheet for Year 2 through Year 5. If the subcontractor does not want to propose escalation, they shall enter "0.00" into cell G3 on each worksheet for Year 2 through Year 5. This enables automatic calculation of proposed direct labor rates with the application of escalation. If the subcontractor chooses not to escalate certain labor categories, they can remove the green coloring from the cell and enter the rate manually. |
| 17 | In column G (except where cells are colored): |
| (a) In row 57, the subcontractor shall insert its fringe rate for full time, if it is not included in its overhead rate. If the fringe is included in the overhead rate, this cell shall be left as 0.00%. | |
| (b) In row 58 , the subcontractor shall insert its fringe rate for part-time, if it is not included in its overhead rate. If the fringe is included in the overhead rate, this cell shall be left as 0.00%. If no part-time employees are proposed, this cell shall be left as 0.00% | |
| (c) In row 61, the subcontractor shall insert its overhead rate for work performed at the Contractor's facility. | |
| (d) In row 62, the subcontractor shall insert its overhead rate for work performed at the Government's facility. | |
| (e) In row 65, the subcontractor shall insert the G&A rate being applied for work performed at the Contractor's facility. | |
| (g) In row 66, the subcontractor shall insert the G&A rate being applied for work performed at the Client/Government's facility. | |
| (h) In row 70, the subcontractor shall insert the fixed fee rate applied to its proposed labor cost, excluding FCCOM. | |
| (i) In row 72, the subcontractor shall insert the FCCOM rate it is applying to its proposed labor cost. | |
| 18 | In column H on each CPFF Labor Term worksheet (Years 1 through 5): |
| (a) The subcontractor shall enter the hours associated with each individual labor category. | |
| (b) Column H automatically calculates the total hours. |
