About this file
This document contains questions and responses related to a federal solicitation for Reliability Centered Maintenance support. The solicitation seeks support for reliability centered maintenance analyses of aircraft engines, systems, support equipment, and depot plant equipment for the Department of the Navy Naval Air Systems Command. The incumbent contractor is Andromeda Systems Incorporated, with Wyle Laboratories Inc. as a subcontractor. The responses provide clarification that offerors may submit supplemental narratives to the past performance form, confirm this remains a small business set aside, provide the incumbent's contract number, correct labor hour totals in the solicitation, and clarify that cover and title pages are not included in scenario page limits.

| # | Sections / Paragraphs | Questions | Answers | posted to FBO date |
| 1 | 2.0 Volume 2: Past Performance, 2.1 General | Please clarify if offerors are permitted to submit an additional narrative along with Past Performance Information Form, Attachment P1. The Past Performance Information Form does not provide an efficient space for longer narratives and makes it difficult for the reviewer to read. Other solicitations we have seen allow a written narrative along with the form. |
| Offerors may supplement P1 with additional narratives | 11/7/19 | ||
| 2 | n/a | We saw the two FBO postings overnight for Solicitation Number: N0042120R0006. I would like to confirm that this is still progressing as a Small Business set Aside. | The draft solicitation was posted with the solicitation number N00421-20-R-0006 and to make sure all vendors who were tracking to the sources sought also received notification, the identical draft solicitation was posted to the original sources sought notice with instructions saying all future coorespondance would be under N00421-20-R-0006. |
This solicitation will be a small business set aside.

| 3 | Section L, Section 3.5.3 | I am writing to inquire if the you can provide me the contract numbers associated to the requirement. |
RELIABILITY CENTERED MAINTENANCE SUPPORT
Solicitation #: N0042120R0006 Incumbent Contractor: Andromeda Systems Incorporated Incumbent Subcontractor: Wyle Laboratories Inc. (KBR Wyle) The incumbent's contract is N00421-17-D-0017
| The incumbent has multiple subcontractors as shown in Section L. The Government does not have a contract with the subcontractors. Subcontractors have a contract directly with the Prime. | 11/7/19 | ||||
| 4 | Section L, Section 3.5.2 Labor Hours | Page 105 and 106 of the Solicitation, Ordering Period Year 1 and 4, the total hours need to be recalculated. Ordering Period 1 total should be 260,238 and Ordering Period 4 total should be 284,291. The LOE on page 11 is correct, just a small change needed on page 105 and 106. | The differences were due to rounding. The question appeared to have a typo reversing numbers in 1st year of ordering period. Final RFP will reflect year 1 with 260,329 hours and year 4 will reflect 284,290 hours. Total LOE has not changed. | 11/7/19 | |
| 5 | Section L, Section 3.0 Proposal Content and Volumes | Section L of the RFP, Part A, 3.0 Proposal Content and Volumes, Pages 82 and 83. The RFP states on page 82 that the page limit for Volume 1 is 10 pages per scenario. It is our assumption that the Cover and Title Page and Table of Contents mentioned on Page 83 are not part of the 10 page limit. | Section L does not provide a page limit at the technical volume level. The page limits only pertain to the scenarios. The cover page, title page, table of contents are required at the volume level, not for each individual scenario, therefore these pages do not count towards the page limits for each scenario. | 12/2/19 | |
