• GENERAL REQUIREMENTS
– Aircraft Performance Requirements
• Airframes: Type III and Type IV aircraft must be distinctly different Type/Model airframes.
• Substitution of aircraft: With advanced Scheduling Officer (SO) approval, Type IV aircraft may be substituted for Type III missions; however, contractor payment shall be at the Type III rate.
• Regardless of other stores configuration, aircraft must be equipped with either Tactical Combat Training System (TCTS), Large Area Tracking Range (LATR) or equivalent pods when operating on controlled ranges.
• Aircraft must be capable of conducting tactical maneuvering through a maximum of 180 degrees of turn within the visual arena with blue force aircraft. This maneuver may be offense or defensive in nature.
Type III Aircraft DRAFT Performance Requirements

DRAFT • Speed and Altitude: Accelerate to and maintain Mach 0.90M (objective) or 0.80M (threshold) at optimum altitude level with AST-9, TCTS or LATR pod and Captive Air Training Missile (CATM) and in a configuration that meets the "Minimum Take-off to landing duration time" requirement below.
• Ceiling: 35,000 feet Mean Sea Level (MSL)
• Turn: 6.0 G 180 degree turn at corner velocity below 15,000 feet MSL
• Range: 1,200 NM OCONUS with Instrument Flight Rule (IFR) fuel reserves at zero wind un-refueled in ferry configuration. 900 NM CONUS with IFR fuel reserves at zero wind un-refueled in ferry configuration.
• Minimum Take-off to landing duration time: Threshold: 2.0 hours at optimum loiter with AST-9, TCTS or LATR and CATM. Objective: 3.0 hours at optimum loiter with AST-9, TCTS or LATR pod and CATM. Where available, external tanks may be used to meet the requirement.

Every Type III mission-capable aircraft shall be able to perform the basic and external stores missions. The aircraft shall have a minimum of (2) hardpoint stations configured with interfaces for the external stores identified in paragraph 3.6.1.2 of the
DRAFT PWS.
• Every Type III aircraft shall be equipped with
– Threshold:
a. Operational ejection seats with FAA accepted training and maintenance program.
b. Permanently installed Technical Standard Order (TSO)-C147-compliant Traffic Advisory System (TAS) or Traffic Collision Avoidance System (TCAS).
c. Global Positioning System (GPS) based navigation capability
d. At least three (3) Very High Frequency (VHF) / Ultra High Frequency (UHF) radios. Aircrew must be able to monitor (1) VHF and (2) UHF frequencies simultaneously.
e. Air-to-Air Tactical Air Navigation (TACAN)

g. Infrared (IR) detection capability:
IR search and track (IRST) system and/or IR CATM with helmet and/or radar cuing.
h. Radar – Airborne radar capable of Track or Track While Scan modes.
Minimum detection requirement shall be a 5-meter square target at 30 NM with 90% detection probability. 50% of aircraft on each coast shall be radar equipped.
• Every Type III aircraft shall be capable of being equipped with:
a. At least one LAU-7, provided as government furnished property (GFP).
b. All EW external stores defined in paragraph 3.6.1.2 of DRAFT PWS (GFP).
c. RM-30 Tow Reel or equivalent capable, RADALT for tow mission (GFP).

• Additional Performance Requirements: The Type III aircraft must be able to routinely execute the following flight profile:
– Launch from operating base with pod and CATM, fly 100 Nautical Mile (NM) transit to Operations Area (OPAREA), loiter for 15 minutes, provide a 3-minute ingress presentation at max power at 22,000 MSL, loiter again for 15 minutes, provide a 3-minute off-target presentation at maximum power at 22,000 MSL, and 100 NM Return to Base (RTB) with IFR fuel reserves.

Option - “Aircraft with Radar” aircraft are intended to support delivery flight testing of new production F-35 aircraft (but may support other customers as well).
• The contractor shall provide aircraft with radar that meet the following performance criteria. The aircraft with radar may be the same model aircraft as the Type IV (or Type III, if performance otherwise permits):
• Speed and Altitude: Threshold: Mach 0.95 in a configuration that meets the "Minimum Take-off to landing duration time" requirement below.
• Ceiling: FL400 in a configuration that meets the "Minimum Take-off to landing duration time" requirement below.
• Turn:
– Greater than or equal to 5.0 G 180 degree turn at corner velocity at 10,000 feet MSL.
– Greater than or equal to 3.0 G 180 degree turn at corner velocity at 30,000 feet MSL
– Constant airspeed 360 degree turn while maintaining altitude between 35,000’ to
40,000’ MSL

Communication and Navigation Capability. The Contractor shall ensure all aircraft are equipped with the applicable communication and navigation capability to operate in the National Air Space, or foreign nation airspace requirements as applicable. Within the context that these aircraft may deploy worldwide, the Contractor shall comply with other FAA, International Civil Aviation Organization (ICAO) or foreign nation equipment pre-requisites, and shall be solely responsible to provide such equipment.

DRAFT • The aircraft must be capable of carrying and employing a combination of any two (2) of the following external stores simultaneously: ALQ-167, AST-6, AST-9, LATR, P5 Combat Training System (P5CTS), TCTS, or other current EA, Electronic Surveillance (ES), and tracking pods.
• The Government will provide C-9492/ALQ Control Indicators and the United States Navy (USN) Universal Control Box (UCB) (standard and mini-UCB) for use with EA pods as appropriate. The Contractor’s aircraft must be configured to use either control box interchangeably. The EA pods and control boxes are Government provided mission equipment and will be maintained by the Government. The Government will provide interface control documents for all PODS and equipment to be utilized in the training missions (includes pods and internal suite systems). Additional external stores types may be provided as GFP to support evolving requirements.

DRAFT • For Type III only – either RM-30 or equivalent. The Contractor shall provide at least one (1) coaxial cable for video to at least one (1) pylon on each side of the aircraft. The aircraft must be Government certified to carry GFP provided RM-30 tow reels plus any equivalent type tow reel provided by the Contractor as Contractor Furnished Equipment (CFE).
• Radar OPTION only – Provide chase for all F-35 Acceptance Check, Functional Check, and Operational Check Flight profiles and maneuvers.

Missions
• The Contractor shall provide services to include, but not limited to, the following types of missions: (Presentations may be flown as singles, sections, and mixed divisions). Other missions within aircraft operating limitations may be tasked.
• Typical profiles will require extended flight and loitering as far as 250 miles off-shore, operating between 200 ft daylight hours and 1,000 ft at night and 35,000 ft Mean Sea Level (MSL).
• Mission Flights under positive control, with the pilot responding to vectors and instructions by NAVAIR controllers as designated by the Scheduling office.
• Mission Flights with indirect control or independent un-vectored flight executed in accordance with a pre-briefed scenario driven presentations.

DRAFT • For Type III aircraft only: Target Tow Missions (MIDPAC and WESTPAC only). The Government will furnish GFP tow reels and banners. The Contractor shall ensure aircrews are qualified to operate Target Tow Reel and Banner Tow systems. The Contractor shall establish a Target Tow and Banner Tow training syllabus to include currency requirements. The GFR and COR will be provided a list that is kept current of pilots qualified to tow targets.
• MIDPAC and WESTPAC. GFP will be provided in support of MIDPAC and WESTPAC fleet target towing requirements. The Government will provide RM-30 Tow reels and spooling machine. The Contractor shall maintain this equipment and all associated support equipment in an operational state. This equipment is supplemental equipment to assist with the Contractor meeting all the towing requirements. When operating in Japanese air space, towing of targets will require a jettison tow system.
The Contractor shall follow the MOU or ISSA for storage and handling of pyrotechnics, which will be provided as part of the contract.
• The contractor shall provide all equipment, materials, and tools required to meet the requirements of the PWS other than those identified as GFP above.

OPTION w/Radar profile Additional Performance Criteria:
• Contractor and Defense Contract Management Agency (DCMA) acceptance check flight profiles consist of the following: MAX power takeoff to 350KCAS, climb at 350KCAS within 5NM of airfield to arrive at 15,500’ MSL within 360 degrees of turn.
• Subsequent close formation during engine cycles and configuration changes ranging from 250KCAS to 350KCAS.
• From overhead the field at 15,500’ MSL: climb to 35,000’ MSL at 5 degrees positive pitch angle via 350KCAS to 23,000’ MSL then 0.85M-0.90M until 35,000’ MSL.
• At 35,000’ MSL and .65-.95M, make multiple energy sustaining 180-360 degree turns in close formation between 2-3G.
• Accomplish an energy sustaining maneuvering BVR to WVR intercept at 35,000- 40,000’ MSL, providing a radar lock and targeting communications to the F-35.
• Following intercept, execute a descent below 18,000’ MSL for follow on checks.
• Accomplish a low-altitude maneuvering intercept below 5,000’ MSL providing radar lock and targeting to F-35. Complete other acceptance checks, ranging from 150KCAS in landing configuration to 400KCAS in close formation.
• Then accomplish generator cycles resulting in near-total mission, navigation, and communication system loss/degradation with chase providing visual lookout, radar sanitization, position reporting, and communication with Fort Worth Center, potentially until landing rollout.

– Attend a 30-minute brief at 1+30 hours before takeoff and be airborne with 1+00 hour from brief end.
– Start, Taxi, and Takeoff in less than 20 minutes.
– Takeoff from 650 MSL field elevation, climb to 15,500 within 5 Miles in no greater than 360 deg of turn.
– From 15,500, climb at 350 KCAS to 23,000 MSL then climb at 0.85 - 0.90 MACH to 35,000
MSL at 5 degrees pitch angle.
– At 35,000 - 40,000 MSL, execute 360 or 90-degree energy sustaining turns while maintaining altitude.
– Be able to conduct a basic radar intercept at 0.85 MACH or greater from no less than 25NM on a fighter size target at 35,000 MSL.
– Descend at 20,000 feet per minute from 35,000 MSL to 10,000 MSL in the event of an emergency.
– Capable of flying close formation from 135KCAS to 400KCAS.
– Provide UHF comm relay, Mode 3C squawk, RADAR/Visual lookout for up to 25 minutes.
– Crosswind limits of 25 knots dry / 20 knots wet.
– Capable of instrument approach to 300 foot ceiling and 1 mile visibility.
– Able to turn an aircraft between sorties to enable less than 3 hours from landing until next scheduled takeoff.
– Attend a 30 minute mission de-brief 45 minutes after landing.
