Fleet Fighter Jet Services – Draft Performance Requirements N00421-19-R-0011 (10-30-18sk) Matrix 1
TYPE III – Performance Requirements
| Speed and Altitude: |
| Mach 0.90 objective or 0.80 threshold at optimum altitude with pod and CATM and in a configuration that meets the "Minimum Take-off to landing duration time" requirement below. |
| Ceiling: |
| 35,000 feet MSL |
| Turn: |
| 6.0 G 180 degree turn at corner velocity below 15,000 feet MSL |
| Range: |
| 1,200 NM OCONUS with IFR fuel reserves at zero wind un-refueled in ferry configuration. 900 NM CONUS with IFR fuel reserves at zero wind un-refueled in ferry configuration. |
| Minimum Take-off to landing duration time: |
| 2.0 hours at optimum loiter. Where available, external tanks may be used to achieve airborne time. |
| Configuration and Special Equipment: |
| a. Every Type III mission-capable aircraft shall be able to perform the basic and external stores missions. The aircraft shall have a minimum of 2 hardpoint stations wired for carrying pods. |
b. Operational ejection seats with FAA accepted training and maintenance program.
c. Permanently installed TSO-C147-compliant Traffic Advisory System (TAS) or Traffic Collision Avoidance System (TCAS).
d. At least one (1) type of FAA-approved navigation equipment such as Very high frequency Omni directional Range (VOR); global positioning system (GPS), etc. A GPS must be available for operations in remote areas where other navigational aids are not available.
e. At least one (1) Very High Frequency (VHF) radio.
f. At least two (2) Ultra High Frequency (UHF) radios.
g. Air-to-Air Tactical Air Navigation (TACAN)
h. LAU7, government furnished equipment.
i. Jamming pod such as the ALQ-167, government furnished equipment.
j. Threat radar emitter pod such as the AST-9, government furnished equipment.
k. RM-30 Tow Reel capable, Hawaii and Japan only. RADALT for tow mission.
l. Objective: Link-16/RedNet equivalent system, tie into TCTS Inc II/LVC, government furnished equipment.
m. Objective: Infra-red search and track (IRST) system and/or IR CATM with helmet and/or radar cuing.
n. Radar – Mechanically Scanned Array radar that can Track or Track While Scan. Minimum detection requirement is a 5 meter square target at 30 nm.
· Objective is 50% of aircraft on each coast.
· Threshold is 0% of aircraft on each coast.
| Additional Performance Criteria: |
| Tactical maneuvering through a maximum of 180 degrees of turn within the visual arena with blue aircraft. This maneuver may be offense or defensive in nature. |
The Type III aircraft shall be able to routinely execute the following flight profile: Launch from operating base with pod and CATM, fly 100-mile transit to OPAREA, loiter for 15 minutes, provide a 3-minute ingress presentation at max power at 22,000 MSL, loiter again for 15 minutes, provide a 3-minute off-target presentation at maximum power at 22,000 MSL, and 100 miles return to base (RTB) with IFR fuel reserves.
Note: The Contractor shall provide proof of performance including identifying operating base, fuel and drag count calculations, and OEM flight performance tables.
Substitution of Aircraft:
With advanced SO approval, Type IV aircraft may be substituted for Type III missions; however, payment shall be at the Type III rate.
Type III and Type IV aircraft shall be distinctly different airframes.

TYPE IV – Performance Requirements
| Speed and Altitude: |
| Objective: Mach 1.5 at optimum altitude without pods or CATM and in a configuration that meets the "Minimum Take-off to landing duration time" requirement below. |
Threshold: Mach 1.1 at optimum altitude with pod and CATM and in a configuration that meets the "Minimum Take-off to landing duration time" requirement below.

| 2.0 hours at optimum altitude and maximum endurance speed. Where available, external tanks may be used to achieve airborne time. |

The Type IV aircraft must be able of routinely executing the following flight profile: Launch from operating base with a pod and CATM, fly 100-mile transit to OPAREA, perform Mach 0.9-1.1 run for 75 miles at 30,000 ft. MSL, transit back to cap and repeat, 100 miles RTB with IFR fuel reserves.
The Contractor shall provide proof of performance including identifying operating base, fuel and drag count calculations, and OEM flight performance tables.

Matrix 3 Sortie / Mission Requirements
Threshold:
1. The Contractor shall be able to operate in support of each Task Order at least six (6) of requested type aircraft per Task Order for up to four (4) turns daily (Day and/or Night).
2. Contractor service platforms shall be able to be scheduled 365 days a year.
1.0 Basing – Fleet:
1.1 West Coast Basing: The Government has designated a permanent base for Type III and Type IV aircraft on the West Coast at Naval Base Ventura County, CA. The Government will provide facilities at Naval Base Ventura in accordance with the Memorandum of Agreement (MOA) (to be provided with RFP) at no cost to the Contractor.
1.2 East Coast Basing: The Contractor should establish the use of facilities for an East Coast permanent base for Type III and Type IV aircraft within 100 nautical miles (NM) of Naval Air Station Oceana, VA. The Government will not reimburse the Contractor for ferry expenses greater than 100 nautical miles (NM) of NAS Oceana. If the facility the Contractor selects does not have a Government fuel contract, the Contractor shall be reimbursed for fuel only up to the Government contract fuel rate. Current Government contract fuel rates can be obtained from the COR.
1.3 Hawaii (MIDPAC) Basing: The Government has designated a permanent base for Type III aircraft at Marine Corp Air Station (MCAS), Kaneohe Bay, Hawaii. The Government will provide facilities at MCAS, Kaneohe Bay, Hawaii in accordance with the MOA (to be provided with RFP) at no cost to the Contractor.
1.4 Japan (WESTPAC) Basing: The Government has designated a permanent base for Type III aircraft at Naval Air Facility (NAF) Atsugi, Japan or MCAS Iwakuni. The Government will provide facilities at NAF Atsugi, Japan or MCAS Iwakuni in accordance with the MOA (to be provided with RFP) at no cost to the Contractor. Contractor personnel shall be deployed to support missions.
2.0 Estimated number of hours – Fleet: 6,000 Hrs
Type III: 4,600 hrs East Coast: 1,400 hrs West Coast: 1,400 hrs Key West: 1,000 hrs MidPac: 800 hrs
Type IV: 1,400 hrs East Coast: 750 hrs West Coast: 650 hrs
3.0 Basing – T&E
3.1 EAST Coast Basing: The Contractor should establish the use of facilities for an East Coast base for Type III and Type IV aircraft within 100 nautical miles (NM) of NAS Oceana, VA. The Government will not reimburse the Contractor for ferry expenses greater than 100 nautical miles (NM) of NAS Oceana, VA. If the facility the Contractor selects does not have a Government fuel contract, the Contractor shall be reimbursed for fuel only up to the Government contract fuel rate. Current Government contract fuel rates will be provided by the COR.
3.2 WEST Coast Basing: The Contractor should establish the use of facilities for a West Coast base for Type III and Type IV aircraft within 100 nautical miles (NM) of NAS North Island, CA. The Government will not reimburse the Contractor for ferry expenses greater than 100 nautical miles (NM) of NAS North Island, CA. If the facility the Contractor selects does not have a Government fuel contract, the Contractor shall be reimbursed for fuel only up to the Government contract fuel rate. Current Government contract fuel rates can be obtained from the COR.
4.0 Estimated Hours – T&E: 2,550 Hrs
Type III: 900 hrs East Coast: 450 hrs West Coast: 450 hrs
Type IV: 1,650 hrs East Coast: 750 hrs West Coast: 900 hrs
