DRAFT Section M: Technical
• A Technical Evaluation Compliance Rating and Technical Risk Rating will be assigned
• The Technical Compliance Rating assignments reflect the Government’s assessment of the Offeror’s technical solution to meeting the Government’s requirement
• The Technical Risk Rating assignments reflect the Government’s assessment of potential for disruption of schedule, degradation of performance, the need to increase Government oversight, or the likelihood of unsuccessful contract performance
– Appreciably exceeding the threshold in requirements that are expressed with both a threshold and an objective can also potentially produce performance or operational benefits, but only up to the objective. Meeting the objective shall be considered a strength.
– Additionally, a proposal that provides the Government with a capability, service, or resource that is not specifically required, but benefits the Government, can have merit if it appreciably enhances performance and/or operations to benefit the Government.

Technical Risk Rating Definitions
Rating Description
Low
Proposal may contain weakness(es) which have little potential to cause disruption of schedule, increased cost or degradation of performance. Normal Contractor effort and normal Government monitoring will likely be able to overcome any difficulties.
Moderate
Proposal contains a significant weakness or combination of weaknesses, which may potentially cause disruption of schedule, increased cost or degradation of performance. Special Contractor emphasis and close Government monitoring will likely be able to overcome difficulties.
High
Proposal contains a significant weakness or combination of weaknesses, which is likely to cause significant disruption of schedule, increased cost or degradation of performance. Is unlikely to overcome any difficulties, even with special Contractor emphasis and close Government monitoring.
Unacceptable Proposal contains a material failure or a combination of significant weaknesses that increases the risk of unsuccessful performance to an unacceptable level.

• Assign a Past Performance Confidence Assessment Rating for this requirement
Price Information is not included in this Volume release; distribution is unlimited"
Volume 3: Past Performance
Past performance information received will be evaluated for recency and relevancy.
– Recency: Past performance will be considered recent if the contract/order has been performed within the past five years of the solicitation release date
– Relevancy: The Government will use the definitions in Section M for Relevant and Not Relevant to determine relevancy as it relates to the evaluation of past performance
Only contracts determined to be recent/relevant will be considered in the past performance evaluation.
