Amendment 0001 Questions

Q1: Reference: Section L, Part A, 2.0 Proposal Format, page 93 The solicitation states "Graphs and Tables that fit on an 8.5” x 14” printed page will be counted as one page." Because the standard format for graphs and tables is 11" x 17", we request that the Government also count as one page graphs and tables that fit on an 11" x 17" printed page.

Answer: Graphs and tables that fit on an 11” x 17” page will be counted as one page. Section L, Part A, 2.0 Proposal Format will be updated to reflect this.

Q2: Reference: Section L, Part A, 3.0 Proposal Content and Volumes As a standard practice we develop a glossary containing acronyms and their definitions for inclusion in the front matter of each volume, after the table of contents. This reference for reviewers usually does not count against page limitations. Since the solicitation does not have any information concerning this item, would the Government please confirm that a glossary does not count against page limits in the Offeror's response?

Answer: A glossary will not be counted against the page limits.

Q3: Reference: Section C, paragraph 3.1.2.1.2, page 13 The Government lists locations to include “(1) within 50 miles radius of NAS Pax River WOLF and (2) within 30 miles of Fort Bragg, NC”. Would the Government consider allowing the PM to work from another location?

Answer: The Government will not consider allowing the PM to work from another location.

Q4: Reference: Section L 1.1.3.2 f. Design. Provide a Preliminary Design Review (PDR) level design of the proposed solution.

With the request for a Preliminary Design Review in 1.1.3.2, will the Government consider increasing page count for the Sample Task for us to sufficiently answer this requirement or making this section not part of the 25-page count and allowing the Offeror to respond as an attachment or appendix for the Sample Task?

Answer: The Government will not increase the page limit for the Sample Task. The Preliminary Design Review (PDR) shall be included in the 25 page limit.

Q5: Reference: No section reference Will the Government consider FTE allotment in Germany?

Answer: FTE allotment for Germany is dependent on tasking. The number fo FTE’s required to perform in Germany will be stated in the individual task orders.

Q6: Reference: Section C 3.0 Requirements, 3.1.2 Work location and facilities, page 13, 3.1.2.1.2 The Government identified 7 FTE at Ft. Bragg in para 3.1.2.1.2, however the P3, P6 and P8 Labor hour allocation does not indicate the labor category allocation associated with each performance location.

Answer: Attachment P8 will be updated to to indicate the labor category allocation for each performance location. In addition, a Location column was added to the P6 for the offerors to indicate the proposed location for each proposed individual. The Offerors shall add additional rows as needed to the P3 attachment to indicate differences in fully burdened labor rates based on the different locations.

Q7: Reference: page 70 “Clauses incorporated by reference 252.242-7004 Material Management and Accounting System MAY 2011" Would the Government consider removing clause 252.242-7004, Material Management and Accounting System MAY 2011, located on page 70; its inclusion prohibits a "receipt and issue process" at Customer sites, causing delays and additional incurred cost in material receipt and issue.

Answer: The Government will not be removing Section I, Clause 252.242-7004 from this solicitation.

Q8: Reference: Section L, 1.3.1 Section L, 1.3.1 states “All strategies shall be presented in both dollars and percentages in relation to total subcontracted value”, however Section L, 1.3.1(d) states, “Offerors shall calculate the percentage in terms of the value of the total acquisition.” Will the Government please confirm 1.3.1(d) should state the SB goals are based on “total subcontract value”, consistent with 1.3.1 and the DoD statutory goals?

Answer: Yes, the SB goals are based on the total subcontracted value. Section L, Paragraph 1.3.1(d) will be updated to reflect this.

Q9: Reference: Section L, 1.3.1 Section L, 1.3.1 states “All strategies shall be presented in both dollars and percentages in relation to total subcontracted value”. Section L Part B Specific instructions states “Cost or pricing information shall only appear in the Price/Cost volume.” Can the Government please clarify?

Answer: For Volume 1, percentages shall be included to show the proposed usage of the different small business categories. In Volume 3, both dollar and percentages shall be presented.

Q10: The Government states in Section M, Part B, Paragraph 3.1.1, that the BLS ranges included in Attachment P4 will be utilized in the cost realism evaluation. In the P4 Attachment, why are the percentages broken out the way they are?

Answer: The 10-50% range represents a Junior level, 25-75% is a Journeyman level, and 50-90% is a Senior level. The Attachment P4 will be updated to reflect this.

Q11: Section L, Part B, Paragraphs 3.3.8 and 3.4 both state a requirement for a total compensation plan. Are two separate compensation plans required?

Answer: The offerors shall provide two different plans: Total Compensation Plan for Service Contract Act (SCA) Employees in accordance with the Solicitation section L, Part B paragraph 3.3.8, and Total Professional Compensation Plan in accordance with Section L, Part B paragraph 3.4.

Section B - Supplies or Services and Prices

B-2 NOT SEPARATELY PRICED CLIN

CLINs 0002-0006 and 0009-0014 are Not Separately Priced on the base IDIQ contract. These CLINs will be separately priced on the individual task orders dependent upon the type(s) of funding that will be applied on the task order.

B-1 ESTIMATED RATES NOTE

B.1 Streamlined Ordering Procedures for Cost Plus Fixed Fee LOE orders.

Level of Effort (LOE) Orders will be issued under this contract using the following streamlined ordering procedures:

(1) For each proposed order, the contracting officer will provide the contractor with a Task Order (TO) and an Independent Government Cost Estimate (IGCE). The IGCE is an estimate of labor hours by labor category utilizing the estimated and negotiated Composite Labor rates table below to calculate the total estimated cost for the proposed TO. The TO fixed fee is calculated using Section H Clause, H-2 FIXED FEE and Section G Clause, 5252.232-9510 PAYMENT OF FIXED FEE (NAVAIR).

(2) These Composite rates are estimates, and invoicing will be based upon actual costs incurred. Ceiling for Other Direct Costs (ODC) will be priced in accordance with the Government estimate. TOs crossing multiple years will be estimated by the Government using the composite rates for each year in proportion to the period of performance of the TO. The composite rates below are exclusive of fixed fee.

(3) Within three (3) working days of receipt of the TO and IGCE, the contractor will respond:

(i) If the contractor agrees that it can perform the TO within the parameters of the IGCE, they will sign and return the DD1155 to the contracting officer. If the requirement remains valid, a priced order will be issued to the contractor.

(ii)If the contractor does not agree with the TO and/or IGCE, a proposal will be submitted to the contracting officer within five (5) working days of receipt of the TO and IGCE, addressing only the specific areas of difference in labor categories and/or hours in the IGCE. Once the differences are resolved between the contracting officer and the contractor, and the requirement remains valid, a priced order will be issued to the contractor.
(4)If the contractor fails to respond to the proposed order within five (5) working days of receipt of the TO, the contracting officer may unilaterally issue the TO or extend the deadlines above when in the best interest of the Government.
